The paper is proposes a new way of governance for sustainable development that involves reflexive governance and the objectives of sustainable development. this can be accomplished using the theoretical development, 'sub-politics' in 'reflextive modernization,' for creating the epistemoligical grounds for new forms of governance for sustainable development, and deliberative and green democracy in relation to applying methodological principles to new forms of governance for sustainable development. this paper highlights necessary change to reflexive governance for sustainable development, pointing out that we should move our focus from 'rationalist problem-solving' (first order) approach to governance to 'second order problems' that work to disrupt the structure of modernist problem-solving. reflexive governance for sustainable development can provide more adequate treatment of sustainable development problems and a better quality of sustainable development objectives.

This study examines the factors that influence human vulnerability to natural disasters by focusing on the seismic evaluation of school buildings in Korea. Since natural disasters such as an earthquake often do not take people's live directly, but rather indirectly through the destruction of physical structures, seismic reinforcement of school buildings may reduce the vulnerability of their occupants by strengthening structures to withstand such disasters. Disaster mitigation measures are implemented within a state; however, little is known about how they are distributed when the physical properties of structures are taken into account. This paper analyzes a panel data based on the structural properties of school buildings in eight different provinces between 2011 and 2015 using a logistic regression model. The results show that factors identified in cross-country studies, such as economic capacity and political factors, still have influence on earthquake preparedness at the state level, even when the physical properties of structures or technical factors are considered.

ABSTRAK
Research in public management (PM) has run into two obstacles. In western countries, shcolars complain that PM research neglects big questions about the overall design of government and its adaptation to new threats. Meanwhile, asian scholars complain about the western-centrism of PM research and its failure to account for the world's 195 states face the common challenge of devising a strategy for governing their territory and population that will achieve security, prosperity, and justice. These "strategies for governing" vary between countries and over time, as leaders wrestle with contradictions among goals, uncertainty about tactics, turbulent environmental condition, and sticky cultural and institutional inheritances. This is a macro approach to PM research that provides a framework for addressing big questions about governance while overcoming the western-centric bias of current scholarship.
