Investasi dalam dunia keuangan tidak selalu mengandung unsur haram dan riba, karena dalam produk syariah banyak investasi dengan unsur halal yang ditawarkan. Islam sendiri sangat melarang segala sesuatu yang diperoleh umatnya dengan cara riba, gharar, dan maysir. Tujuan dari penelitian ini adalah mengetahui bagaimana sistem syariah yang dianut oleh lembaga asuransi yang menganut prinsip syariah. Pada penelitian ini, pendekatan penelitian yang digunakan adalah pendekatan kualitatif dengan jenis penelitian studi kasus, di mana pada penelitian kualitatif, masalah yang diangkat oleh peneliti masih bersifat belum jelas sehingga masih bersifat sementara dan nanti akan berkembang setelah peneliti bersosialisasi dengan informan. Bahwa keuntunga yang diperoleh dari investai akan dikumpulkan untuk membantu pembayaran klaim asuransi semua umat nasabah asuransi syariah dengan memegang prinsip kebaikan bersama dan sistem gotong royong.

Perencanaan proyek yang kurang baik akan mengakibatkan keterlambatan waktu pelaksanaan. Keterlambatan suatu proyek dapat diakibatkan oleh beberapa faktor antara lain kesalahan dalam design perencanaan proyek, keterlambatan pengadaan material dan peralatan hingga perubahan scope pekerjaan yang diminta oleh user. Penelitian ini dilakukan untuk menganalisa risiko-risiko dalam proses perencanaan proyek berbasis PMBOK 2013 yang berpengaruh terhadap kinerja waktu sehingga dapat memberikan gambaran sebab dan akibat serta kuantifikasi efek potensial dari faktor risiko dominan untuk dapat dikembangkan suatu sistem perencanaan proyek sebagai strategi baru dalam meningkatkan kualitas perencanaan yang berdampak terhadap kinerja waktu. ......Poor project planning will lead to delays in implementation time. Delay a project can be attributed to several factors, such as errors in project planning design, delays in the procurement of materials and equipment to change the scope of work requested by the user. This study was conducted to analyze the risks in the project planning process based on PMBOK 2013 that affect the performance of time so as to give an idea of cause and effect as well as the quantification of the potential effects of the dominant risk factors in order to develop a system of project planning as a new strategy to improve the quality of planning affect the performance time.

Abstrak :
Indonesia has a long history of fiscal decentralization. In terms of accountability and transparency, it is necessary to have performance appraisal of local financial indicators. This research was conducted by taking samples of natural and non-natural resources regions from the 2010 - 2014 period. From the result of the degree of decentralization indicator, the natural resources region has a low degree. In contrast, on non-natural resources regions, they have a higher degree and included in both good and very good criteria. Based on the independence local indicators, only Siak Regency has the greatest independence, while other natural resource regions have very small category and the instructional relationships pattern. In non-natural resources regions categories, all samples are independent enough and already independent with participatory and discretionary relationship pattern. In the harmonization among routine and developmental spending indicators, in natural resources regions, routine spending is relatively small. While in non- natural resources regions, routine spending allocation is also very dominant. From that result, the government should formulate an innovative non-public development pattern to further enhancing the participation of other stakeholders and also provide advocacy to Local Government to start limiting the routine personnel expenditure and prioritizing to infrastructure development that impacts the investment.

ABSTRACT
Poverty issue in East Nusa Tenggara Timur (NTT) has happened for years. Some efforts have been done, but there is no significant impact yet. Poverty issue in NTT is being the concern of Indonesia's government not only because of the high number of poverty, but also the location, which is in the border territory of Indonesia-Timor Leste. Actually, whether we realize it or not, NTT has a great potential for the problem caused by its dry soil and some social issues in its society. Some of those potential is able to be seen in five local economic sectors, i.e. demography, forestry, farming and animal husbandry, trading, and tourism. This article is written to explain how big the potential of NTT is and how to manage it in order to alleviate poverty. The approach used in this article is qualitative approach with literature review as well as data collecting method. There is no special method used in analyzing this article; it just utilizes objective analysis based on current data, situation, and condition. Based on the analysis, there are a lot of potentials in NTT, but they are yet to be developed well, whereas people are stuck in the current situation, so there is no significant achievement in poverty alleviation efforts. Potential utilization can be optimally taken through strategic, effective, and efficient efforts supported by the government, both nationally and locally, and NTT society. Through potential optimization, the poverty rate in NTT should be able to be pushed down.
