Abstrak :
Untuk merespon perkembangan kejahatan, Polri harus senantiasa meningkatkan kemampuan dan kompetensinya salah satunya adalah melalui pendidikan dan latihan. Penelitian ini bertujuan untuk mengevaluasi efektivitas pendidikan dan latihan pada Diklat Reserse Polri menggunakan model Kirkpatrick variable Reaksi dan Pembelajaran. Penelitian ini menggunakan metode dengan metode campuran dengan 278 responden yang diambil dari seluruh peserta Dikbangspes Diklat Reserse Polri gelombang VI tahun 2018. Dari temuan penulis, memberikan kesan bahwa pelatihan pada Diklat Reserse Polri tidak dilakukan analisa kebutuhan pelatihan (training needs assessment) dengan baik. Pada evaluasi level Reaksi, peserta didik dikbangspes Diklat Reserse Polri memberikan penilaian baik dengan nilai rata-rata keseluruhan 4.15. Pada dimensi Pembelajaran, peningkatan nilai tertinggi yaitu Dikbangspes Bintara Idik Tindak Pidana Siber sebesar 45. 44%. Sedangkan peningkatan nilai paling rendah yaitu Dikbangspes Pama Reserse Mobil dengan tingkat peningkatan 1.61%. Dari kesimpulan yang dapat dilihat dari penelitian ini penulis mengajukan saran diantaranya; dilaksanakan analisis kebutuhan pelatihan (training needs assessment); konsistensi untuk menugaskan anggota sesuai dengan latar belakang pendidikan yang telah dijalani, kebijakan untuk melakukan seleksi dan sertifikasi bagi tenaga pendidik, revisi terhadap kurikulum dikbangspes pada Diklat Reserse Polri untuk disesuaikan dengan karakteristik pendidikan vokasi, dikbangspes reserse mobil diperlukan perhatian khusus, diharapkan kedepanya terjadi kenaikan yang lebih signifikan terhadap hasil pembelajaran. ......To respond to the development of crime, the Indonesian National Police must always improve its capabilities and competencies, one of which is through education and training. This study aims to evaluate the effectiveness of education and training in the Diklat Reserse Polri using the Kirkpatrick model of the Reaction and Learning variable. This study used a mixed method with 278 respondents taken from all participants in Dikbangspes Diklat Reserse Polri batch VI in 2018. The findings give the impression that training at the National Police Training Center did not analyze training needs assessment properly. In the evaluation of the Reaction level, the students of the National Police Training and Education Training Unit gave a good assessment with an overall average score of 4.15. In the dimension of learning, the highest increase was in the Dikbangspes Bintara Idik Tindak Pidana Siber (45. 44%). While the lowest increase in value is Dikbangspes Pama Reserse Mobil with an increase rate of 1.61%. From the conclusions that can be seen from this study the authors make suggestions including; carried out training needs assessment; consistency in assigning members according to the educational background that has been undertaken, the policy to conduct selection and certification for teaching staff, revisions to the curriculum of dikbangspes at the National Police Detective Training Center to be adapted to the characteristics of vocational education, special caring needs, hopefully in the future there will be an increase more significant on learning outcomes.

Abstrak :
Tesis ini diangkat dari sebuah penelitian kualitatif tentang pengimplementasian Sistem Manajemen Kinerja Polri pada Polres Metro Jakarta Barat. Sebagai sebuah hasil penelitian tesis ini dimaksudkan untuk memberikan gambaran tentang terbentuknya tindakan tidak prosedural personel Polri dalam mengimplementasikan suatu kebijakan yang dipengaruhi oleh kemampuan interpretasinya sebagai individu yang dapat mempengaruhi struktur. Polres Metro Jakarta Barat sebagai salah satu ujung tombak pelaksana kebijakan Polri pada jajaran Polda Metro Jaya, telah mengimplementasikan Sistem Manajemen Kinerja Polri sebagai kelengkapan administrasi serta syarat formal penilaian kinerja personel Polri. Namun demikian, berdasarkan hasil penelitian disimpulkan bahwa implementasi Sistem Manajemen Kinerja Pada Polres Metro Jakarta Barat belum berjalan secara optimal. Masih terjadi penyimpangan-penyimpangan di antara prosedur normatif dan praktik sesungguhnya di lapangan oleh para personel Polri. Penyimpangan itu terbentuk sebagai hasil interpretasi subjektif mereka atas kontradiksi struktural yang terjadi. Sebagai konsekwensinya pemaknaan itu menghasilkan tindakan-tindakan yang berbeda dari prosedur normatif yang telah ditentukan yang terbentuk sebagai sebuah struktur baru tentang Sistem Manajemen Kinerja Polri. Tindakan tidak prosedural ini akan sangat mempengaruhi bahkan menghambat tercapainya tujuan dari di tetapkannya kebijakan tersebut, yaitu mewujudkan perbaikan dan peningkatan kualitas kinerja personel Polri. Tesis ini, mengaplikasikan berbagai teori yang berkenaan dengan tindakantindakan individu. Teori utama berasal dari perspektif interpretif interaksi simbolik oleh George Herbert Mead, Blumer, dan Goffman. Serta beberapa teori dan konsep lain yang di anggap relevan untuk mengkaji permasalahan yang di teliti, yaitu : teori strukturasi oleh Anthony Gidden, teori implementasi kebijakan oleh George C. Edwards, konsep birokrasi Weber, dan konsep pembentukan kebijakan oleh Frank T.Paine. Oleh sebab itu, guna meningkatkan pemahaman dan komitmen para personel Polri untuk dapat melaksanakan Sistem Manajemen Kinerja Polri sesuai dengan prosedur normatifnya, optimalisasi sosialisasi, pelatihan dan pengawasan adalah sangat penting. Selain itu dalam rangka efektifitas dan efesiensi, maka perlu adanya penyempurnaan terhadap metode Sistem Manajemen Kinerja Polri melalui pengaplikasian sistem informasi teknologi sebagai data base, yang dapat diakses langsung oleh para personel Polri. Dengan demikian, kinerja personel Polri dapat di kelola dengan lebih professional, transparan, dan akuntabel. ......This thesis is based on a qualitative study on the implementation of the Police Performance Management System in West Jakarta Metro Police. As a result of this thesis research is intended to provide an overview of the formation of police personnel procedural acts in implementing a policy that is influenced by the ability of its interpretation as an individual who can affect the structure. West Jakarta Metro Police as one end of tombaj implementers at national police ranks Jakarta Police have implemented a performance management system as the completeness of the national police administration and the terms of formal performance appraisals national police personnel. However, based on the results of the study concluded that the implementation of performance management systems in jakarta metro west district police has not run optimally. There are still deviations between normative procedures and actual practices in the field by the national police personnel. The deviation was formed as a result of their subjective interpretation of the structural contradictions that occurred. As a consequence of meaning that result in actions that are different from normative procedure that has been determined that formed as a new structure of the Police Performance Management System. No procedural actions will greatly affect even hinder attainment of the objectives of the enactment of the policy, namely to realize performance improvements and improved quality national police personnel. This thesis applies the various theories concerning the actions of individuals. The main theory comes from the interpretive perspective of symbolic interaction by George Herbert Mead, Blumer, and Goffman, as well as some teory and other concepts that are considered relevant to assessing the problems under study, namely: the theory of structuration by Anthony gidden, the theory of policy implementation by george c. Edwards, weber concept of bureaucracy, and the concept of policy formation by frank t. Paine. Therefore, in order to enhance understanding and commitment of the national police personnel to be able to implement the national police's performance management system in accordance with the normative procedures, optimization of socialization, training and supervision is very important. In addition, in order to effectiveness and efficiency, it is necessary improvements to the method of performance management systems through the application of national police information system technology as a database, which can be accessed directly by the national police personnel. Thus, the performance of national police personnel can be managed with a more professional, transparent and accountable. Abstrak :
Sinergi antara TNI-POLRI-sipil sangat dibutuhkan bagi pemerintah dalam menghadapi rangkaian teror di Indoensia. Memasuki era reformasi, ideologi radikal memiliki ruang gerak yang lebih bebas untuk mengancam keamanan nasional. Permasalahannya saat ini adalah sinergi antara TNI-POLRI-Sipil masih kerap dirundung masalah, baik itu yang terkait langsung dengan tugas operasi maupun tidak. Padahal ketiganya menjadi komponen pertahanan keamanan yang bersifat semesta dalam menghadapi ancaman teror dan paham-paham radikal. Optimalisasi diantara menjadi kunci utama disamping terus melaksanakan dan mengevaluasi program deradikalisasi yang telah dilakukan oleh pemerintah.
