Abstrak :
[Tesis ini menganalisis tentang Implementasi Kebijakan Normalisasi Waduk Pluit dan faktor-faktor yang berpengaruh terhadap kebijakan Normalisasi Waduk Pluit di Wilayah Kecamatan Penjaringan, Jakarta Utara. Penelitian ini menggunakan metode kualitatif yang menghasilkan data deskriptif yang diperoleh melalui studi pustaka, observasi, dan wawancara mendalam dengan para sumber dari pihak pemerintah, pakar kebijakan, Lembaga Swadaya Masyarakat (LSM), dan warga eks Bantaran Waduk Pluit. Hasil penelitian menunjukan bahwa Implementasi kebijakan Normalisasi Waduk Pluit tidak efektif dan belum mampu meminimalisir banjir di Jakarta. Faktor-faktor yang berpengaruh terhadap kebijakan Normalisasi Waduk Pluit ini adalah komunikasi, sumber daya, struktur birokrasi, dan faktor lingkungan tempat kebijakan dioperasikan. Hasil penelitian menyarankan agar Pemprov DKI Jakarta perlu mempercepat penyelesaian Normalisasi Waduk Pluit agar Waduk Pluit dapat berfungsi dengan baik sebagai area resapan air dan berperan sebagai flood control system kota Jakarta. Pemprov DKI perlu mempersiapkan dengan lebih baik pelaksanaan Kebijakan Normalisasi Waduk Pluit yang masih berjalan sampai saat ini dan kebijakan tersebut harus terintegrasi dengan penanganan masalah sosial dan ekonomi warga eks Bantaran Waduk Pluit. Selain itu Pemprov DKI perlu mempercepat pembangunan rumah susun untuk warga Waduk Pluit dan membuat Standard Operasional Prosedure sebagai pedoman dan acuan dalam melaksanakan Implementasi Kebijakan Normalisasi Waduk Pluit ini;The focus of this research is to analyzes the Normalization Policy Implementation Pluit Reservoir and factors affecting the Implementation of Normalization of Pluit Reservoir in Sub-District of Penjaringan, North Jakarta. This research uses qualitative method that generates descriptive data collected from literature review, observation, and depth interview with sources from varies field, such as DKI regional government, expert in policies maker, non goverment organization (LSM) including people who live in the area of Pluit dam. The result shows that Implementation of Normalization of Pluit Reservoir and has not able to even minimize the flood in Jakarta. Factors affecting the implementation of policy, firstly are communication, resources, structure of bureaucracy and environment where the policy operate. The research suggests that the DKI regional government should accelerate completion Normalization Pluit reservoir so that the reservoir can function well as a water catchment area and serves as a flood control system of the city. DKI regional government needs to prepare the preferable to implementation of policy normalization Pluit reservoir that still works until now and the policy which is integrated with social and economic problem solving of people who live in the area of Pluit Reservoir.
