Abstrak :
Defence is the ultimate public good, and it thus falls to government to determine the appropriate amount of public revenue to commit to the defence of the realm. This will depend on history, strategic threat, international security obligations, entreaties from allies and, of course, the threat faced. The Political Economy of Defence is structured to identify, explain and analyse the policy, process and problems that government faces from the starting point of national security through to the ultimate objective of securing a peaceful world. Accordingly, it provides insights into how defence budgets are determined and managed, offering relevant and refreshingly practical policy perspectives on defence finance, defence and development trade-offs, sovereignty vs globalisation debates, and many other pertinent issues. It will appeal to policymakers, analysts, graduate students and academics interested in defence economics, political economy, public economics and public policy.

Ada banyak sekali penelitian yang menganalisa dampak ekonomi dari pengeluaran militer menggunakan beragam jenis metode estimasi dan berfokus pada sebuah negara terutama di Eropa dan negara-negara maju, atau pada kelompok negara yang memiliki perjanjian kerja sama militer. Wilayah yang sedikit mendapat perhatian berkenaan dengan penelitian mengenai pengeluaran militer adalah wilayah Asia secara umum dan Asia Tenggara pada khususnya. Penelitian ini menganggap bahwa memahami faktor-faktor yang mempengaruhi pengeluaran militer di wilayah Asia Tenggara sangatlah penting, terutama terkait adanya isu kompetisi dalam pengeluaran militer di wilayah ini. Penelitian ini mengikuti Nikolaidu (2008) dan menerapkan Autoregressive Distributed Lag (ARDL) model untuk mengestimasi pengeluaran militer setiap ngara dari lima negara dengan pengeluaran militer terbesar di Asia Tenggara (Singapura, Indonesia, Thailand, Malaysia, dan Filipina). Temuan dari peneilitan ini mengindikasikan bahwa ada sedikit sekali kesamaan dalam faktor yang menentukan pengeluaran militer pada masing-masing negara.
ABSTRACT
There has been numerous studies that explore the economic effects of military expenditure using various types of estimation methods and focusing either on individual countries especially in Europe and developed country or on groups of countries that have military agreement. A region that has less research interest regarding the determinants of military expenditure is Asian Region and especially Southeast Asia. This paper argues that understanding the determinants of military expenditure in Southeast Asian countries is very important, especially given the discussion about regional arms race in this region. It then follows Nikolaidu (2008) and employs the Autoregressive Distributed lag (ARDL) model to estimate defense spending for each of five biggest defense spenders in Southeast Asia (Singapore, Indonesia, Thailand, Malaysia, and Philippines). The findings indicate that there is very little similarity in the factors that determine each country?s demand for military expenditure.
