"ABSTRAKTransmisi BBM melalui pipa menjadi pilihan utama yang diambil oleh Pertamina karena adanya pertimbangan-pertimbangan yang banyak menguntungkan dibandingan sistem transmisi lainnya, yaitu melalui kapal tangker, truk tangki atau kereta api. Untuk itu pengendalian dan pemantauan transmisi BBM tersebut menjadi perhatian utama sebagai konsekuensi pola transmisi BBM melalui pipa, sesuai dengan komitmen Pertamina untuk selalu memperhatikan keamanan operasi dan keselamatan suplai BBM (Safety of Operation & Security of Supply). [PER90]Penulisan ini akan membahas suatu perancangan dasar dan spesifikasi teknis sistem SCADA pipanisasi BBM Pertamina dengan tujuan menyusun suatu panduan/acuan untuk menunjang kinerja kegiatan manajerial Direktorat PPDN Pertamina dalam segi teknis untuk pengelolaan, pemeliharaan, pengembangan dan implementasi sistem SCADA.Penulisan ini menghasilkan suatu panduan/acuan berupa konsep dasar dan desain dasar sistem SCADA transmisi BBM Pertamina, acuan pengembangan sistem dan integrasi dengan sistem informasi lainnya serta pengembangan Sumber Daya Manusia untuk Sistem SCADA tersebut.Pendekatan dilakukan dengan melihat model hirarki kontrol dan filosofi operasi transmisi BBM yang berjalan, serta permasalahan yang ada selama ini. Berdasarkan hal tersebut akan diperoleh filosofi Scada yang sesuai dengan pola operasi berjalan, yang pada akhirnya dibuat konfigurasi sistem dan spesifikasi teknis Scada dengan mengacu kepada komponen perangkat sistem yang terdapat di dalamnya.Disamping itu diusulkan pula Standard Operating Procedure - SOP sistem SCADA tersebut, perencanaan dalam mempersiapkan sumber daya manusia yang akan terlibat langsung dalam pengoperasian sistemnya, serta strategi implementasinya yang menjadi hal menentukan dalam penerapan sistem tersebut. Tinjauan terhadap visi dan misi perusahaan dan regulasi pemerintah, studi kelayakan dan pola pendanaan akan menjadi faktor-faktor dominan dalam menentukan strategi yang tepat.

ABSTRAK

PERTAMINA (Indonesia's State Oil & Gas Company) has a strong commitment in the Safety of Operation & Security of Supply of oil and gas distribution across the country. Beside other transmission methods such as tanker, wagon and tank truck, pipeline transmission is chosen as a primary transmission media for some advantages, therefore the pipeline control and monitoring system is a must for PERTAMINA.

The thesis discusses basic design and technical spesifications for pipeline's SCADA system. The goal of this thesis is to give a guidance documentations in supporting the Domestic Supply & Marketing Directorate of PERTAMINA's managerial tasks, especially for maintenance, development and implementation tasks.

The approach to the system begins with analyzing control hierarchy, operation philosophy and problems occured in the existing system. The analysis captures the SCADA system philosophy which is synchronized with the pattern of operation. The SCADA system configuration and technical specifications are built based on the analysis results and the equipments used in the system.

This thesis also considers other dominant factors on the implementation strategies such as company vision, mission, government regulations, feasibility study and financial availability.

The result of this thesis is a guidance on basic concept and design, system development, integration with any other application system, Standard Operating Procedures and human resources development for SCADA system in PERTAMINA."

The taxation revenue in 2004 planned in the amount of RI). 272,17 trillion, is expected to be achieved by the hard work of all echelons of the Directorate General of Tax by performing reformation program of taxation administration namely to increase the effectiveness of tax collection and to extend the tax basis without having to wsrit for a change in the existing taxation laws. The effort to be inter alia is to perfect the taxation regulations to accommodate the development climate for the entry of investments and trade, to continue the program at extension and intensification of taxes collection, to enhance the service to taxpayers and to enhance the ethical code in the echelons of Directorate General Tax.

In order to carry out one of these taxation reformations without the exception of the banking sector it is also necessary to dig carefully in which the largest tax income from this banking sector is from deposits, saving, clearing deposit (giro) and from employees. To that effect the monitoring of the revenue of income tax from this sector must be made swiftly and accurately namely the availability of computer application managing the revenue data in executing banks, perception banks as well as PT. As known that the development of the sophisticated ness of computers in the information technology era plays a great role in the information exploitation process by organizations exploiting it, so that its superiority assist the completion ofvery work such as the improvement of efficiency, productivity, human resources, and to invent other superiorities. So that information technology is very necessary in the application of policy of each institution not expecting in fiscal policy.

Notwithstanding to date Bank "X" has made a calculation of the amount of taxes to be reported to the government yet it has not shown an optimal condition, in view of the amount of the interest rate level from operational fund sources ( clearing deposit, saving and deposits) and the work force are not yet duly counted. Therefore the writerf tries to make an approach thru the Management Information System in order to give an optimal income taxes revenue in this Bank "X"."
