Skripsi ini menjelaskan mengenai upaya pengawasan yang dilakukan oleh DPRD Kota Depok periode 2014-2019 terhadap pelaksanaan program Kota Layak Anak pada tahun 2016 yang masih terhambat akibat permasalahan kriminalitas terhadap anak yang masih marak terjadi. Penelitian ini menggunakan metode kualitatif dengan data primer dan sekunder. Temuan penelitian memerlihatkan bahwa upaya perlindungan anak yang diselenggarakan oleh pemerintah daerah melalui program KLA di Kota Depok mengalami hambatan. Kendala tersebut terjadi akibat kurangnya komitmen DPAPMK dalam melaksanakan tugas dan fungsinya. Permasalahan ini muncul karena upaya pengawasan oleh DPRD Kota Depok periode 2014-2019 masih bias dengan kepentingan partai dalam menilai kinerja pemerintah kota Depok. ......This thesis explains the controlling of DPRD Depok city period 2014 2019 to implementation of Child Friendly City in 2016 which is still hampered due to crime issues against the children, using qualitative methods based on primary and secondary data. The result of this study shows obstacle of the child protection organized by the local government through the KLA in Depok. The issue causes by lack of commitment DPAPMK in carrying out its duties and functions. This problem arises because the supervision effort by the DPRD Depok city period 2014 2019 is still biased with the party 39s interest in assessing the performance of the government.

Sistem akuntabilitas kinerja instansi pemerintah SAKIP merupakan sistem manajemen kinerja yang ada di Indonesia. Hasil evaluasi SAKIP masih rendah tingkat akuntabilitas kota dikarenakan empat permasalahan utama yang berkaitan dengan perencanaan. Pemerintah Kota Depok adalah salah satu yang mendapatkan hasil evaluasi rendah yaitu CC pada tahun 2016. Hasil ini dapat diinterpretasikan bahwa ukuran kinerja belum sepenuhnya menggambarkan hasil, sebagian ukuran kinerja masih berupa keluaran kegiatan, beberapa instansi data capaian kinerja belum sepenuhnya dapat diandalkan. Oleh karena itu penelitian ini membahas mengenai implementasi SAKIP Pemerintah Kota Depok pada tahun 2016 dan faktor-faktor yang mempengaruhi implementasi. Metode yang digunakan dalam penelitian ini adalah post-positivist dan hasil penelitian ini adalah pelaksanaan SAKIP di Kota Depok masih perlu diperbaiki yaitu clarity about objective, indikator, setting target dan korelasi program dan tujuan. Selain itu faktor yang mempengaruhi pelaksanaan SAKIP di Kota Depok yang paling terlihat adalah dimensi risk taking and attitude. ......Government agency performance accountability system SAKIP is an existing performance management system in Indonesia. SAKIP evaluation results are still low level of city accountability due to four main issues related to planning. Depok City Government is one that gets low evaluation result that is CC in 2016. This result can be interpreted that performance measure not yet fully describe result, some performance measure still in the form of activity output, some performance data performance agency not yet fully reliable. Therefore this study discusses the implementation of SAKIP Depok City Government in 2016 and the factors that affect the implementation. The method used in this research is post positivist and the result of this research is the implementation of SAKIP in Depok City still needs to be improved that is clarity about objective, indicator, target setting and correlation of program and purpose. Besides the factors that influence the implementation of SAKIP in Depok City is most visible is the dimension of risk taking and attitude.

The birth of constitution No 22 & 25 year 1999 is the first step to repair the running of the governance that tends to be centralistic to a more decentralistic environment by giving expanded autonomy at local level. Both constitutions are expected to generate democratization by giving more space for public participation in the politics field, the handling at local level monetary, and the utilization of other local resources. History has says that during the implementation of constitution No. 5 year 1974, the nuances policy is dominantly have the nature of top down, rather than bottom up. This kind of policy have the tendency to minimize local government roles. Therefore, the concept of local development that focused on the involvement of the local interest's (participation approach) needs to be nurtured. The public participation can be representated through a good election process, so the people role's can be seen from local council strength in controlling policy execution by the executive. Public participation at the local level is interesting to study because basically the public participation on the execution of local autonomy is the form of representativeness from a policy. This is needed as a way to create good governance by developing, strengthening and public empowering with the condition that there civil society and people have capability therefore to begin initiatives, discussing, formulating recommendation, debating it, make an agreement, deciding, monitoring and evaluating the making process and executing public policy that within the authority of the government. Participation has a very important meaning for democratic government system, even means for the embodiment of power that lies in the people's hand. Participation means to ensure that every policy taken reflect .the people's aspiration. Studies on various literature shows that participation is a mayor part of good governance. The aim of this research is to analyze how is the process of formulating local regulation, where in the process of formulating it there are two factors that will be effecting the result of a local regulation draft being discussed, which is the articulation of various interest by the local council and the public participation in the process of formulating it. This research basically is trying to bring up and describing many things thats connected to public participation in the process of formulating local regulation. The method of this research used qualitative approach. This research also comes as a case study, its means so that the research are conducted more throughly and to understand the symptoms in a holistic approach. The data is gamed from studying various document that related with the formulation process of local regulation and by conducting in depth interview to the members and staff of local council that involved in formulating each local regulation, special committee for public order in Depok, the community leaders, and non government organization involved in the process of formulating local regulation. From the analization it is known that in connection with the law ground on the public participation in the process of formulating local regulation, there is no clear regulations for the citizen right to participate. This research is conducted at Depok city shows that the rules of Local Council in Depok City is not sufficiently accommodate the existence of public participation in the process of formulating local regulation. The research shows that are space to public participation formally and informally in the process of formulating local regulation, but the utilization of the space available is not maximal due to the process of formulating local regulation regarding public order in Depok City, public participation only existed at RDPU (Public Hearing). The participation happened only in the formal context, which is the involvement in the RDPU at the consultation level. In Am stein perspective this consultation level is in the "degree of Tokenism' which marked the existence of two-way dialogue between public and local council even the nature of the dialogue is cooptative.

ABSTRACT
Perencanaan pembangunan menjadi hal penting dalam suatu proses pembangunan di suatu wilayah karena akan menentukan bagaimana arah pembangunan ke depannya. Dalam melakukan perencanaan pembangunan, pendekatan partisipatif menjadi salah satu pendekatan yang penting untuk dilakukan karena dapat mengakomodir kebutuhan masyarakat yang menjadi pihak yang paling merasakan dampak pembangunan itu sendiri. Penelitian ini membahas mengenai pelaksanaan perencanaan pembangunan partisipatif di wilayah Kecamatan Bekasi Barat untuk penyusunan rencana pembangunan daerah, dalam hal ini adalah RKPD Kota Bekasi Tahun 2018. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Hasil penelitian menunjukkan bahwa pelaksanaan perencanaan pembangunan partisipatif dalam penyusunan RKPD di wilayah Kecamatan Bekasi Barat Kota Bekasi dapat dikatakan sudah cukup baik dan sudah dapat mengakomodir keterlibatan masyarakat. Perencanaan pembangunan partisipatif dalam penyusunan RKPD di wilayah Kecamatan Bekasi Barat Kota Bekasi dimulai dari tahapan pengumpulan usulan-usulan rencana kegiatan pembangunan yang berasal dari masyarakat di lingkup RT hingga pembahasan dalam Musrenbang Kecamatan untuk menentukan usulan prioritas yang akan diajukan ke level Kota Bekasi. Dalam pelaksanaan perencanaan pembangunan partisipatif, terdapat beberapa faktor yang turut mempengaruhi, baik mendukung maupun menghambat. Faktor-faktor yang mendukung dalam pelaksanaan perencanaan pembangunan partisipatif adalah adanya dukungan dari masyarakat, kesinergian antar lembaga yang terkait, kelengkapan unsur-unsur kelembagaan kemasyarakatan, pendanaan yang cukup, serta sistem dan teknologi. Sedangkan, faktor yang menghambat dalam pelaksanaan perencanaan pembangunan partisipatif berkaitan dengan kurang jelasnya usulan yang diusulkan oleh masyarakat, keterbatasan waktu, dan adanya miskomunikasi antara pihak-pihak terkait.
ABSTRACT
Development planning becomes important in a development process in a region because it will determine how the direction of development in the future. Participatory approach becomes one of the important approaches in development planning because it can accommodate the needs of the people who are most affected by the development itself. This study discusses participatory development planning in West Bekasi District in the making of local government development plan, in this case, is RKPD Kota Bekasi Year 2018. The method of this study is qualitative research with a descriptive design. The results show that participatory development planning in the making of RKPD in West Bekasi District is good enough and already able to accommodate community involvement. Participatory development planning in the making of RKPD in West Bekasi District starts from the stages of collecting proposals of development from the community within RT until discussed in Musrenbang Kecamatan to determine the priority which continued to Bekasi Municipality level. In the participatory development planning, there are several factors that influence, either support or inhibit. Factors that support are the support of the community, the inter related institutional, the completeness of the institutional elements of society, adequate funding, and systems and technology. Meanwhile, the factors that hinder the participatory development planning related to the lack of proposals clarity proposed by the community, time constraints, and miscommunication between the stakeholders.

ABSTRACT
Musyawarah Perencanaan Pembangunan Musrenbang adalah forum antarpelaku untuk menyusun rencana pembangunan di tingkat nasional maupun daerah. Pelaksanaan musrenbang juga dimaksudkan untuk menampung aspirasi masyarakat terkait dengan pembangunan di wilayahnya. Penelitian ini bertujuan untuk melihat efektivitas pelaksanaan musrenbang dalam penyusunan dokumen Rencana Kerja Pemerintah Daerah RKPD Kota Bekasi, Provinsi Jawa Barat. Untuk melihat efektivitas pelaksanaan musrenbangnya, penelitian ini menggunakan teori perencanaan yang baik dari Nugroho dan Wrihatnolo 2011 yang terbagi atas sistematis, terpadu, transparan, dan akuntabel. Penelitian ini menggunakan pendekatan post positivist dengan teknik pengumpulan data berupa wawancara mendalam dan studi literatur. Hasil penelitian ini menunjukkan bahwa pelaksanaan musrenbang RKPD di Kota Bekasi tahun 2018 sudah cukup efektif, dapat dilihat dari terpenuhinya sebagian besar indikator pada keempat dimensi yang ada walaupun terdapat beberapa hambatan. Indikator pada dimensi transparan belum terpenuhi dengan baik yaitu terkait menampung setiap usulan yang masuk tanpa ada yang disembunyikan. Hal ini disebabkan karena adanya keterbatasan dalam hal sistem yang dipakai yaitu sistem e-planning. Hambatan pelaksanaan musrenbang lainnya adalah terkait dengan keterbatasan keuangan daerah yang membuat tidak semua usulan dapat diakomodir.
ABSTRACT
Development Planning Discussion Musrenbang is an inter government forum to develop national and regional development plans. The implementation of musrenbang is also intended to accommodate community aspirations related to development in the region. This study aims to see the effectiveness of the implementation of musrenbang in the preparation of Local Government Work Plan Document RKPD in Bekasi City, West Java Province. To see the effectiveness, this research used theory of a good planning from Nugroho and Wrihatnolo 2011 which is divided into systematic, integrated, transparent and accountable. This research uses post positivist approach with in depth interview and literature study for data collection techniques. The results of this study indicate that the implementation of musrenbang for RKPD document 2018 in Bekasi is quite effective, can be seen from the fulfillment of most indicators on the four dimensions that exist although there are some obstacles. Indicators on transparent dimensions have not met well that is related to accommodate every proposal that comes in without any hidden. This is due to the limitations in the system used is the e planning system. The other obstacles on the implementation of this musrenbang are related to the regional financial constraints that make not all proposals accommodable.

Keterkaitan politik, administrasi, dan organisasi ditekankan kepada keterkaitan desa-kota oleh Rondinelli 1985 . Penelitian ini menganalisis keterkaitan secara inter dan intra regional Kabupaten Bogor melalui pendekatan postpositivist dengan pengumpulan data kualitatif. Keterkaitan politik antara desa dan kota di Kabupaten Bogor secara eksternal dengan Kota Bogor saling mempengaruhi, sedangkan secara politik lokal kota Kecamatan Cibinong memiliki superioritas mempengaruhi desa-desa disekitarnya. Secara pola kewenangan desa-kota dipengaruhi oleh perundang-undangan yang ada seperti UU Nomor 23 Tentang Pemerintah Daerah, UU Nomor 6 Tentang Desa dan perda terkait aspek kewilayahan maupun agropolitan. Secara arus belanja pemerintah kedua wilayah baik Kabupaten Bogor dan Kota Bogor tidak saling ada perhatian membangun wilayah hinterland nya, secara lokal municipalities Cibinong memiliki peran kuat sebagai pusat anggaran. Pada aspek transaksi antar yurisdiksi pemerintah kedua wilayah antara Kabupaten Bogor dengan Kota Bogor sangat saling tergantung karena spesialisasi wilayah masing-masing. Secara organisasi baik struktur dan ketergantungan organisasi, secara sosio-politis tentu sangat tergantung perundang-undangan, namun secara ekonomi kedua wilayah sangat tergantung dengan spesialisasi khusus antar wilayah. Selain itu Cibinong secara struktur ekonomi dan pelayanan merupakan wilayah dengan fasilitas terlengkap di kawasan Kabupaten Bogor.
ABSTRACT
Political, administrative, and organizational linkages are emphasized in rural urban linkage by Rondinelli 1985 . This research analyzes inter and intra regional linkages of Bogor Regency through a postpositivist approach with qualitative data collection. Political linkages between rural and urban areas in Bogor externally with Bogor city influence each other, while the local political basis Cibinong district town of superiority affect surrounding villages. In the pattern of rural urban authority is influenced by existing legislation such as UU No. 23 on Local Government, UU No. 6 On Village and related regulations and Agropolitan territorial aspect. In the flow of government expenditures both regions of Bogor and Bogor are not mutually concerned about building their hinterland area, locally Cibinong municipalities have a strong role as a budget center. In the aspect of transactions between the jurisdictions of the two regions between Bogor regency with Bogor City is highly interdependent because of the specialization of their respective areas. Organizationally, organizational structure and dependence, socio politically, is highly dependent on legislation, but economically both regions are highly dependent on specialization among regions.
