"Penelitian ini membahas tugas APIP Kementerian Dalam Negeri yang melaksanakan pengawasan umum dan teknis atas penyelenggaraan pemerintahan daerah provinsi. Dalam melaksanakan pengawasan, bukan hanya sampai menemukan temuan dan memberikan rekomendasi sebagai upaya korektif, namun juga sampai dengan pemantauan tindak lanjut hasil pengawasan. Tujuan penelitian ini adalah guna memahami Kapasitas Organisasi Dalam Sistem Pengawasan di Inspektorat Jenderal Kementerian Dalam Negeri dalam dimensi sumber daya dan manajemen. Penelitian menggunakan metode kualitatif pendekatan post positivis dengan studi literatur yang terkait dengan pengembangan kapasitas dan pengawasan. Sebagai bahan pendukung, peneliti melakukan tinjauan literatur. Hasil analisis memperlihatkan bahwa Inspektorat Jenderal Kementerian dalam Negeri telah memiliki kapasitas untuk melaksanakan tugas, namun dapat dioptimalkan. Selanjutnya, telah terdapat pengembangan kapasitas kemampuan SDM yang terlihat dari pelaksanaan dan partisipasi APIP melalui pelatihan, pemanfaatan sistem informasi dalam pelaksanaan pemantauan tindak lanjut hasil pengawasan, proses evaluasi kinerja secara menyeluruh, dukungan dari pimpinan, dan kerja sama secara kelembagaan antar mitra pengawas untuk sharing knowledge sudah baik namun masih dapat dimaksimalkan.

This research discusses the apip task of the Ministry of Home Affairs which carries out general and technical supervision over the implementation of provincial regional government. In carrying out supervision, not only to find findings and provide recommendations as a corrective effort, but also up to monitoring follow-up surveillance results. The purpose of this research is to understand the Organizational Capacity in The Supervisory System in the Inspectorate General of the Ministry of Interior in the dimensions of resources and management. Penelitian uses    qualitative methods of post positivist approach with literature studies related to capacity building and supervision. As supporting material, researchers conduct literature reviews. The results of the analysis showed that the Inspectorate General of the Interior Ministry already has the capacity to carry out tasks, but can be optimized. Furthermore, there has been a development of human resource capability capacity   seen from the implementation and participation of APIP through training, utilization of information systems in the implementation of monitoring follow-up supervision results, a thorough performance evaluation process, support from leaders, and institutional cooperation between supervisory partners for knowledge sharing.   It's good but it can still be maximized.

"Penelitian ini bertujuan menguji pengaruh pengawasan fungsional, legislatif, dan masyarakat terhadap kinerja penyelenggaraan pemerintahan daerah di Indonesia pada Tahun 2012-2013. Kinerja pemerintah daerah diukur dengan menggunakan skor EKPPD yang dikeluarkan oleh Kementrian Dalam Negeri Republik Indonesia. Pengawasan fungsional diukur dengan jumlah frekuensi audit kinerja dan operasional BPKP, serta monitoring dan evaluasi (monev) BPKP. Pengawasan legislatif diukur dengan ukuran legislatif (jumlah anggota DPRD). Dan pengawasan masyarakat diukur dengan jumlah pers atau media massa di daerah. Hasil penelitian menunjukkan bahwa audit kinerja dan operasional, ukuran legislatif, serta jumlah pers berpengaruh positif terhadap kinerja penyelenggaraan pemerintahan daerah. Di lain sisi, monitoring dan evaluasi BPKP tidak berpengaruh terhadap kinerja pemda.

The purpose of this study is to analyze the effect of functional, legislative, and public monitoring to the performance of local government in Indonesia for the year of 2012-2013. The local government performance is measured by Local Government Performance Index released by Ministry of Internal Affairs of Indonesia. Functional monitoring is measured by the number of frequency of Performance and Operational Audits by BPKP, and the number of frequency of monitoring and evaluation by BPKP. Legislative monitoring is measured by the size of parliament (the number of parliament's member). And the public monitoring is measured by the number of press or mass media in local district. The results reveal that performance and operational audits by BPKP, size of parliament, and the number of press positively affects the local government performance. On the other hand monitoring and evaluation by BPKP do not affect the local government performance."
