Skripsi ini berfokus pada implementasi Undang-Undang Nomor 4 Tahun 1990 pada Perpustakaan Nasional RI. Skripsi ini menjelaskan kegiatan yang dilakukan Perpustakaan Nasional RI untuk menghimpun koleksi deposit dan kendala apa saja yang dihadapi Perpustakaan Nasional RI dan penerbit. Penelitian ini dilakukan dengan mtode kualitatif. Pengumpulan data dilakukan dengan wawancara, observasi, dan studi dokumen. Kesimpulan penelitian ini adalah kegiatan penghimpunan koleksi deposit meliputi Focus Group Discussion, dan hunting dan pemantauan. Kendala yang paling banyak dihadapi penerbit adalah biaya, kendala ini paling banyak dirasakan oleh penerbit kecil dan penerbit yang berlokasi di luar pulau Jawa. Sementara kendala yang dihadapi Perpustakaan Nasional RI adalah sulitnya melaksanakan sanksi. Pada jurnal ini juga terlihat perbandingan penerimaan koleksi saat sebelum dan sesudah menerapkan Perka No. 7 Tahun 2016.

ABSTRACT
This thesis focuses on the implementation of Undang Undang Nomor 4 Tahun 1990 in Perpustakaan Nasional RI. This thesis discusses the activities conducted by Perpustakaan Nasional RI to collect the deposit collection and any constraints faced by Perpustakaan Nasional RI and the publishers. This study was conducted using qualitative method. The data collected from interview, observation, and document studies. The conclusion of this study is deposit collection activities including Focus Group Discussion, hunting, and monitoring. The most common constraint faced by the publishers is cost, which mostly affects small publishers and publishers located outside Java. On the other hand, the constraint faced by Perpustakaan Nasional RI is the difficulty of implementing sanctions.
