"Penelitian ini bertujuan untuk mengevaluasi proses pemberkasan arsip aktif di Lembaga Bantuan Hukum (LBH) Jakarta berdasarkan Peraturan ANRI Nomor 9 Tahun 2018 dan Prosedur Pengelolaan Rekod LBH Jakarta Tahun 2013. Arsip aktif memiliki peran penting dalam mendukung kegiatan operasional lembaga karena digunakan secara terus-menerus sebagai sumber informasi dan bukti hukum. Penelitian ini menggunakan pendekatan deskriptif kualitatif, dengan teknik pengumpulan data melalui wawancara mendalam, observasi langsung, serta studi dokumen internal. Hasil penelitian menunjukkan bahwa meskipun LBH Jakarta telah memiliki sistem pemberkasan arsip aktif, seperti penggunaan sistem CMS dan DMS (Alfresco), serta pemberian kode klasifikasi berdasarkan jenis kasus, praktik di lapangan belum sepenuhnya sesuai dengan regulasi yang berlaku. Beberapa kendala ditemukan, seperti pelabelan yang tidak lengkap, tidak diterapkannya tunjuk silang, belum tersusunnya daftar arsip aktif secara formal, serta minimnya sumber daya manusia yang memiliki kompetensi kearsipan. Selain itu, insiden kebakaran yang terjadi mengakibatkan gangguan pada sistem penyimpanan fisik dan digital, sehingga menghambat proses temu kembali arsip. Penelitian ini memberikan rekomendasi strategis dalam hal peningkatan infrastruktur, penambahan tenaga ahli, dan penyempurnaan sistem kearsipan sebagai upaya untuk mewujudkan pengelolaan arsip yang lebih tertib, efisien, dan akuntabel di lingkungan LBH Jakarta.

This study aims to evaluate the active archive filing process at the Jakarta Legal Aid Institute (LBH) based on ANRI Regulation Number 9 of 2018 and the LBH Jakarta Record Management Procedure of 2013. Active archives have an important role in supporting the operational activities of the institution because they are used continuously as a source of information and legal evidence. This study uses a qualitative descriptive approach, with data collection techniques through in-depth interviews, direct observation, and internal document studies. The results of the study indicate that although LBH Jakarta has an active archive filing system, such as the use of the CMS and DMS (Alfresco) systems, as well as the provision of classification codes based on case types, practices in the field are not fully in accordance with applicable regulations. Several obstacles were found, such as incomplete labeling, non-implementation of cross-references, the absence of a formal list of active archives, and the lack of human resources with archival competencies. In addition, the fire incident that occurred disrupted the physical and digital storage systems, thus hampering the archive retrieval process. This study provides strategic recommendations in terms of improving infrastructure, adding experts, and improving the archiving system as an effort to realize more orderly, efficient, and accountable archive management in the LBH Jakarta environment."
