Abstrak :
Peran kepemimpinan memiliki arti yang sangat penting dalam peningkatan mutu melalui akreditasi pada organisasi pelayanan kesehatan primer. Kepemimpinan yang efektif berpengaruh terhadap proses menuju keberhasilan akreditasi. Tujuan penelitian ini adalah untuk menganalisis peran kepala puskesmas dalam persiapan akreditasi puskesmas di Puskesmas Beber Kabupaten Cirebon Jawa Barat tahun 2016. Puskesmas Beber merupakan puskesmas yang telah melalui tahap persiapan akreditasi dan puskesmas pertama di Jawa Barat yang akan dilakukan survei akreditasi nasional. Metode penelitian menggunakan pendekatan kualitatif. Prosedur sampling yang digunakan adalah non-probability sampling dengan prinsip kecukupan dan kesesuaian. Metode pengumpulan data dilakukan melalui wawancara mendalam dengan Kepala Puskesmas Beber dan focus group discussion (FGD) terhadap 16 staf Puskesmas Beber yang terbagi dalam dua kelompok FGD. Untuk keabsahan data, dilakukan triangulasi sumber, metode dan telaah dokumen. Hasil penelitian menunjukan peran kepemimpinan kepala puskesmas merupakan hal yang utama dalam persiapan akreditasi. Dari informasi yang didapatkan dari hasil FGD dan wawancara mendalam, peran kepemimpinan dalam persiapan akreditasi adalah penetapan tujuan organisasi dengan komitmen dan visi yang jelas, membangun pondasi organisasi dengan tim yang kuat dan memiliki kapabilitas, membangun kemauan staf untuk berpartisipasi dengan menunjukan nilai-nilai kepemimpinan, menghasilkan ide-ide termasuk melakukan kajibanding untuk perbaikan mutu, dan melakukan perubahan dengan menggerakan semua sumberdaya yang ada. Secara umum dapat disimpulkan bahwa peran kepemimpinan kepala puskesmas dalam persiapan akreditasi merupakan kunci utama. Peran kepemimpinan tersebut pada akhirnya mendorong sistem yang kuat yang dapat membawa seluruh staf puskesmas untuk bersamasama dalam satu visi, meningkatkan mutu pelayanan melalui akreditasi puskesmas. ......The process of communication, collaboration and coordination have a major impact on the effectiveness of the organization and an important element in the achievement of quality health services. The purpose of this study to analyze patterns of communication, collaboration and coordination in Puskesmas Ibrahim Adjie - Bandung, which has implemented a quality standard ISO 9001: 2008 and as the best health center in 2016 in West Java. The research method uses a qualitative approach is confirmatory. To maintain the validity of the data was performed using triangulation sources and methods of data collection is done by in-depth interviews to four people who are important in the process, focus group discussions by six staff, observation and study of the document. The results showed there is a pattern of all levels and channels of communication. The pattern of broad-spectrum collaboration is secondary. Coordination patterns are strengthening and expansion. Barriers that often happens, the choice of priority delivery of information, the dual role, misunderstanding, trouble harmonize time activities with other agencies, the repetition of the process of coordination when there is change of officials such as district or village heads, the delay in the approval of program activity reports from the district and village. Suggestions are to continue to maintain the existing pattern and increase, the need for advocacy for the strengthening of human resources, the need for a MoU, it is necessary to transfer the pattern of the process that has been ongoing basis to the health center personnel. Outside agencies similar to apply the pattern of the existing processes.
