[ABSTRAK
Fenomena praktek manajemen SDM merupakan permasalahan penelitian yang menarik untuk dikaji terkait dengan kepuasan kerja anggota kepolisian, mengingat kepuasan kerja merupakan indikator efektivitas praktek manajemen SDM dalam organisasi. Kepuasan kerja anggota pada akhirnya akan berdampak terhadap mutu pelayanan yang dilakukan oleh anggota organisasi. Penelitian ini bertujuan untuk mengkaji hubungan antara praktek manajemen SDM dan kepuasan kerja anggota kepolisian. Dimensi praktek manajemen SDM mengacu kepada model penelitian yang dikembangkan oleh Wright (2003) yang mencakup dimensi rekrutmen dan seleksi, pelatihan dan pengembangan, kompensasi, pengembangan karir dan dimensi penilaian kinerja. Sampel penelitian ini sebanyak 375 anggota kepolisian yang diambil secara stratified random sampling yang terdiri dari kelompok Pamen, Pama dan Brigadir. Analisis penelitian ini menggunakan multiple regression analysis untuk mengkaji hubungan antara masing-masing dimensi praktek manajemen SDM dan kepuasan kerja anggota kepolisian. Penelitian menemukan hubungan yang signifikan antara dimensi rekrutmen dan seleksi, pengembangan karir, kompensasi, dan pendidikan dan latihan. Dimensi penilaian kinerja tidak mempunyai hubungan yang signifikan terhadap kepuasan kerja anggota kepolisian. Kontribusi ke empat dimensi praktek manajemen SDM sebesar 48.9% terhadap kepuasan kerja (p<0.000). Dengan demikian dapat disimpulkan bahwa makin profesional penerapan praktek manajemen SDM akan berdampak terhadap kepuasan kerja anggota kepolisian.
ABSTRACT
The human resource practice in police organization care becoming a critical factor to the employee satisfaction. The fenomenon of human resource practices in this study include recruitment and selection, career development, compensation, training and development, and performance appraisals and how its implication to the police satisfaction The purpose of this study is to examine the relationship between human resource practice and employee satisfaction. Dimension of human resource practices use the research model developed by Wright (2003) which include the dimension of recruitment and selection, career development, education and training, compensation and performance appraisals. The 375 police officer was selected based on stratified random sampling which include upper, middle and lower level of the police officers. This study employ multiple regression analysis to measure the relationship of each dimension of human resource practices to police officer satisfaction. The study found that there was the relationship between recruitment and selection, career development, compensation, and training and development. The dimension of performance appraisals was not signicantly related to police officer job satisfaction. The contribution of recruitment and selection, career development, compensation, and training development was 48.9% to the police officer job satisfaction (p< 0.000). Penelitian ini bertujuan untuk menguji pengaruh organisasi pembelajar, budayaorganisasi dan komitmen organisasi terhadap kepuasan kerja anggota kepolisianPolres Metropolitan Jakarta Utara. Organisasi pembelajar merupakan organisasiyang berusaha mentransformasikan dirinya sesuai dengan perkembanganlingkungan organisasi. Budaya organisasi adalah ldquo;shared values rdquo; sebagaiperwujudan nilai-nilai yang dibutuhkan bagi seluruh anggota organisasi untukmendukung keberhasilan tujuan organisasi Polres Metropolitan Jakarta Utara.Budaya organisasi diharapkan dapat membangun komitmen dan kepuasan kerjaanggota untuk mewujudkan tujuan organisasi. Penelitian ini mengambil sampelsecara acak yaitu sebanyak 403 orang anggota polisi yang berada padalingkungan Polres Metropolitan Jakarta Utara dan Polsek jajaran. Teknik analisis yang digunakan untuk menguji model pengaruh antara independent dan dependentvariabel digunakan analisis SEM Structural Equation Modelling. Hasil penelitian menemukan bahwa komitmen organisasi mempunyai pengaruh signifikan terhadap kepuasan kerja r= 0.512. Selanjutnya organisasi pembelajar mempunyai pengaruh signifikan terhadap kepuasan kerja r= 0.271. Dalam model SEM ditemukan bahwa budaya organisasi mempunyai pengaruh yang cukup kuat dan signifikan dengan organisasi pembelajar r= 0.625. Sedangkan variabel organisasi pembelajar mempunyai pengaruh yang signifikan terhadap komitmen organisasi r= 0.271. Budaya organisasi tidak mempunyai pengaruhyang signifikan baik terhadap kepuasan kerja dan komitmen organisasi. Dari temuan dan analisis hasil penelitian ini dapat disimpulkan bahwa komitmen organisasi pembelajar perlu dikembangkan untuk meningkatkan kepuasan kerjaanggota. Organisasi pembelajar perlu ditansformsikan ke dalam organisasi untuk mendukung kepuasan kerja anggota. Organisasi pembelajar juga perlu ditransformasikan ke dalam organisasi sehingga dapat mewujudkan komitmenanggota terhadap organisasi khususnya dalam membangun budaya belajar dalamorganisasi Polres Metropolitan Jakarta utara. ......This study was to examine the effect of learning organization, organizationalculture, and organizational commitment towards employees job satisfaction ofpolice officers at North Jakarta Metropolitan Resort Police. Learning organizationis an organization which often transforming itself in relation to the environmentalchange. While organizational culture is a shared values of organizational memberto create values which are needed to achieve the organizational success. Organizational culture was expected to build the organizational commitment andthe employees job satisfaction to reach the organization objective. This studyinclude 403 police officers randomly selected from Police Resort and Polsekoffice. To analyse the model of effect especially between independent dandependent variabel , this study used SEM Structural Equation Modelling. The finding of the study indicated that the effect organizational commitment wassignificant to the employees job satisfaction r 0.512 . In addition, learningorganization had a significant relationship to employee job satisfaction r 0.271 .In SEM model of analysis was also found that organizational commitment wasstrongly significant effect to organizational culture r 0.625 . While, learningorganization was significantly effect the organizational commitment r 0.271 .Organizational culture was not significantly effect the organizational commitmentand employees job satisfaction. Based on the findings and analysis, the study concluded that organizational commitment, learning organization need to bedeveloped at Police Resort to improve the employee job satisfaction. Learningorganization had to transform into the Polcice Resort to create employee job satisfaction. Learning organization was important to be transform into the PoliceResort to support the employees organizational commitment, especially to buildthe learning and service culture within the police officer at North Metropolitan Police Resort.

Abstrak :
Penelitian ini bertujuan untuk menguji pengaruh kepemimpinan, budaya organisasi, dan kepuasan kerja terhadap kinerja penyidik Satreskrim Polres Metro Jakarta Selatan. Kinerja bersifat penting karena menjadi penentu keberhasilan organisasi dalam mencapai tujuan Kepemimpinan merupakan indikator yang strategis karena menentukan kinerja terutama bagi organisasi yang memiliki sistem hierarki dan bersifat struktural seperti organisasi kepolisian. Demikian pula dengan budaya organisasi yang merupakan nilai-nilai yang terdapat dalam organisasi dan membentuk perilaku individu serta berimplikasi pada kinerja individu tersebut dalam organisasi. Disamping itu, kepuasan kerja merupakan faktor pendorong penyidik Satreskrim yang berkontribusi pada pelaksanaan kerja. Hipotesis awal yang diuji dalam penelitian ini menyebutkan bahwa terdapat pengaruh positif dari ketiga variabel bebas terhadap kinerja. Penelitian ini menjadi penting untuk melihat pengaruh tiga aspek vital tersebut dalam dinamika kinerja penyidik Satreskrim Polres Metro Jakarta Selatan. Mix method digunakan dalam penelitian ini. Kuesioner digunakan sebagai alat untuk mengumpulkan data dari 59 penyidik Satreskrim Polres Metro Jakarta Selatan sebagai responden yang kemudian ditunjang dengan wawancara. Variabel multivarian yang diteliti dianalisis dengan Structural Equation Modeling SEM dan software Partial Least Square PLS untuk menentukan dan menganalisis model pengaruh antara variabel bebas dan variabel terikat. Hasil penelitian ini menunjukkan bahwa kepemimpinan, budaya organisasi, dan kepuasan kerja berpengaruh signifikan dan positif terhadap kinerja penyidik Satreskrim Polres Metro Jakarta Selatan dengan variabel kepemimpinan sebagai variabel paling berpengaruh. ......The purpose of this thesis was to examined the influence of leadership, organizational culture, job satisfaction, and job performance on Police Investigator of South Jakarta Police Department. Job performance is important to determined the success of organization to achieved their goals. Leadership is a strategic indicator which affected job performance, especially for the organization that having a hierarchical and structural system for instance Police organization. Afterwards, organizational culture is a value that embodied in the organization and configured the individual behaviour and its implication to that individual rsquo s performance in an organization. Furthermore, job satisfaction was an influencing factor on investigator rsquo s performance of South Jakarta Police Department which contributed to work implementation. The initial hypothesis stated that there was a positive influence or correlation of the three variables on the investigator rsquo s performance. Therefore, this study was needed to identified the three vital aspects and its influenced in job performance dynamics on Police Investigator of South Jakarta Police Department. This thesis used a mixed and an explanative methods by questionnaire and also interview to collect the data from 59 investigators of South Jakarta Police Department as a main research subject. More significant, the data obtained were analyzed using Structural Equation Modeling SEM and Partial Least Square PLS software to focused on multi variant variables. Both of tools was used to determined and analyzed influence model of independent variable and dependent variable. The research results were showed that leadership, organizational culture, and job satisfaction had a positive influence on investigators rsquo performance of South Jakarta Police Department while leadership had the highest influence.
