"[ABSTRAKSalah satu tujuan utama dari investigasi kecelakaan adalah untuk memberikan rekomendasi perbaikan dan pencegahan agara dapat mencegah kecelakaan yang sama terulang di kemudian hari. Adanya kecelakaan berulang di PT.X mengindikasikan bahwa investigasi kecelakaan yang dilakukan belum efektif. Salah satu yang menjadi faktor penting dalam investigasi kecelakaan adalah kualitas investigator, karena investigator lah yang akan menjalankan seluruh rangkaian proses investigasi kecelakaan kerja. Berdasarkan hasil wawancara awal, pihak investigator menjelaskan bahwa para investigator belum pernah mendapatkan pelatihan khusus mengenai investigasi kecelakaan. Oleh karena itu, penelitian ini bertujuan untuk menilai kualitas investigator kecelakaan kerja di PT.X . Kualitas investigator dilihat dari tiga variabel yaitu kompetensi, konsistensi, dan open minded. Metode yang digunakan adalah kualitatif bersifat deskriptif melalui wawancara mendalam, observasi, dan telaah dokumen. ku Hasil penelitian menunjukkan bahwa kualitas investigator di PT.X masih kurang baik. Dimana, aspek kompetensi masih kurang baik, aspek konsitensi berada pada tingkatan yang baik dan open minded berada pada tingkatan cukup baik.ABSTRACTOne of the main purpose of accident investigation is to create recommendations for corrective actions in order to prevent the recurrent accident in the future. Thus, this qualitative study aims to assess the quality of accident investigators at PT.X. The aspects of quality that will be assessed in this study are competency, consistency, and the ability of investigators to be open minded. The method used in this study is descriptive qualitative with in-depth interviews, observations, and secondary data. "Tesis ini merupakan hasil penelitian tentang identifikasi dan analisis peran penyidik Ditreskrimsus Polda Metro Jaya dalam praktik pengungkapan jaringan kejahatan di bidang merek di wilayah hukum DKI Jakarta dan sekitarnya. Penelitian ini dilakukan dengan pendekatan kualitatif dan berjenis eksploratif, metode pengambilan data yang dilakukan melalui cara wawancara dengan Penyidik, Kanit, Kasubdit pada Subdit 1 Industri dan Perdagangan serta Dirreskrimsus Polda Metro Jaya sebagai informan primer, observasi dan telaah dokumen. Hasil penelitian menunjukkan, pertama, peran penyidik Ditreskrimsus Polda Metro Jaya dalam pengungkapan jaringan kejahatan di bidang merek tanpa izin di wilayah DKI Jakarta dan sekitarnya belum optimal dikarenakan penyidikan dilakukan secara terbatas (tidak terintegrasi), yang dilaksanakan oleh Penyidik dan Panit. Kedua, faktor-faktor yang dapat mempengaruhi SDM Penyidik Ditreskrimsus Polda Metro Jaya untuk dapat berperan penting dalam mengungkap jaringan kejahatan pidana di bidang merek terdiri dari faktor eksternal (seperti kerja sama dengan instansi lain, faktor perilaku dan budaya masyarakat Indonesia) maupun internal (antara lain seperti masalah pengendalian SDM, keterbatasan kemampuan, jumlah personel maupun sarana pendukung). Untuk mengatasi hambatan peran Penyidik Ditreskrimsus Polda Metro Jaya pada manajemen penyidikan, maka perlu ditingkatkan peran atasan secara berjenjang dari Panit, Dirreskrimsus sampai Kapolda, dan pejabat pengawas, agar pelaksanaan penyidikan lebih terintegrasi. Dalam mengatasi kendala pengendalian SDM Penyidik Ditreskrimsus Polda Metro Jaya, maka dapat dilakukan peningkatan peran pengawas dan lembaga Assessment Centre agar penilaian kinerja penyidik dapat dilakukan secara transparan dan akuntabel.

The thesis is the result of a research on the identification and analysis of the role of human resources of investigators of Special Crimes Directorate (Ditreskrimsus) of Jakarta Metropolitan Police Region (Polda Metro Jaya) in uncovering the crime networks related to brands in the jurisdiction of DKI Jakarta and its surroundings. The research employs the exploratory-qualitative method and data is obtained through interviews with investigators, head of unit, head of Sub-Directorate of lndustry and Trade of Sub-Directorate 1 of lndustry and Trade as well as Direskrimsus of Polda Metro Jaya as the primary informants, observations and document reviews. The results of the study show that (i) the roles of the investigators of Ditreskrimsus of Polda Metro Jaya in uncovering the crime networks related to brands in DKI Jakarta and its surroundings have not been optimal because the investigation is carried out in a limited (not integrated) manner, and (ii) factors that can influence the human resources of investigators of Ditreskrimsus of Polda Metro Jaya to be able to play an important role in uncovering the crime networks related to brands consist of external factors (e.9., collaboration with other agencies, behavioural and cultural factors of lndonesian people) and internal factors (e.9., human resources controlling problems, limited capabilities, number of personnel and supporting facilities). To overcome the obstacles concerning the roles of the investigators of Ditreskrimsus of Polda Metro Jaya in investigation management, it is necessary to increase the roles of superiors in stages from the officer units, director of Ditreskrimsus to the chief of Polda Metro Jaya and supervisory officials so that the implementation of the investigation is more integrated. Moreover, to overcome the obstacles in controlling the management of human resources of Ditreskrimsus of Polda Metro Jaya, the supervisory roles and the roles of the Assessment Centre should be increased so that the assessment of the performance of investigators can be carried out in a transparent and accountable manner."
