Penelitian ini menganalisis upaya yang dilakukan oleh pemerintahan Presiden Barack Obama dalam membangun tata kelola pemerintahan yang terbuka dan akuntabel melalui program open data. Penelitian ni menggunakan metode kualitatif dengan data sekunder. Skripsi ini menggunakan teori Yu dan Robinson tentang kuadran sifat data untuk menganalisis apakah open government data pemerintahan Obama dapat mewujudkan akuntabilitas politik. Temuan penelitian memperlihatkan bahwa open data pemerintahan federal Amerika Serikat di bawah kepemimpinan Obama berhasil memperbaiki transparansi, aksesibilitas, dan pelayanan publik dalam bentuk data namun belum dapat menghadirkan akuntabilitas melalui partisipasi publik dalam urusan pemerintah. Penyebabnya adalah tidak dipublikasikannya core political data sebagai sarana membangun ruang diskursus dan partisipasi publik dalam pengambilan keputusan pemerintah. Hal ini membuat warga Amerika Serikat merasa open data tidak berhasil membuat pemerintah membuat keputusan publik yang lebih baik dan warganya merasa terlibat dalam urusan pemerintah. ...... This research analyzes the efforts made by the administration of President Barack Obama in building open and accountable governance through open data program. This research uses qualitative method with secondary data. This Sarjana thesis uses Yu and Robinson 39 s theory about data quality quadrants to analyze whether open government data of the Obama administration can achieve political accountability.The research findings show that the US federal government 39 s open data under Obama 39 s leadership has improved transparency, accessibility and public services in the form of data but has not yet been able to bring accountability through public participation in government affairs. The cause is not the publication of core political data as a means of building discourse space and public participation in government decision making. This makes US citizens feel that open data is unsuccessful in making the government make better public decisions and citizens feel involved in government affairs.
