Kabupaten Tebo dalarn peningkatan daya saing daerah berusaha mengembangkan se*Cor yang menjadi basis perekonomian teratama komoditas karet. Tujuan penelitian ini yaitu: Menganalisa peran se*tor karet dalam perekonomian Kabupaten Tebo dalarn penciptaan output penyerapan tenaga kerja serta metrihat efek penggandanya; Melakukan pe.tbandingan kenaikan ekspor sektor karet dengan kenaikan eskpor sektor industri karet, barang dari karet dan plastik terhadap perekonomian kabupaten Tebo dan Mengetahui tingkat keterkaitan sektor karct dengan sektor-sektor lainnya dalam mendorong perkernbangan sektor-sek0or tersebut. Penelitian ini menggunakan tabel input output Provinsi jambi yang diturunkan dengan metode Locstion Qwtient (LQ) untuk mendapatkan koefisien tabel I-O Kabupaten Tebo untuk menjawab tujuan penelitian-

Hasil penelitian menunjukkan bahwa perkebunan karet mempunyai efek pengganda yang lebih besar dari sektor industi karet, barang dari karet dan plastik. Peningkatan ekspor yang sfirur antana sektor karet dan sektor industri karet, barang dad karet dan plastik, dari hasil simulasi menunjukan sektor karet memberikan darnpak yang lebih besar terhadap perekonomian. ABSTRACT
Tebo District in improving the competitiveness of the region are trying to develop a sector that became the basis of the economy, especially rubber. The purpose of this research are: Analyzing the role of the nrbber sector in the economy Tebo in the creation of output employement and see the effect rnultiplier; Conducting comparative increase in the export nrbber sector with rubber industry sectors, goods of nfther and plastic sector on the econonny Tebo distict and know the level of the nrbber sector linkages with othen sectors to encouliage the development of these sectors. This study uses input-output tables Jambi Frovince derived by the method of Location Quotient (LQ) for the gain coefficient Tebo IO table to answer the research objectives.

Result of research furdicate that rubber sector have a greater multiplier effect of the rubber industry, rubber and plastic goods sector. Abstrak :
Proteksi merupakan salah satu alat kebijakan pemerintah untuk melindungi industri-industri baru atau industri strategis dari segala sesuatu yang dapat menghambat proses produksi dan pada gilirannya akan mengurangi output. Industri dasar besi dan baja merupakan suatu industri yang memberikan kontribusi besar bagi industri-industri lain yang menggunakan output industri dasar besi dan baja dalam proses produksinya, seperti industri otomotif, alat berat, pipa konstruksi, dan sebagainya. Jadi performance industri dasar besi dan baja akan mempengaruhi performance industri-industri yang menggunakan output industri dasar besi dan baja dalam proses produksinya. Dengan alasan tersebut, maka industri dasar besi dan baja dilindungi pernerintah dan mulai dikurangi secara bertahap pada akhir tahun 1992, dan sampai akhir tahun 1994 industri ini sudah tidak mendapat fasilitas proteksi lagi. Pemberian proteksi ini mengakibatkan industri dasar besi dan baja merupakan suatu contoh penerapan infant industry argument. Jika dihubungkan dengan efisiensi, maka proteksi yang berlebihan membawa dampak inefisiensi bagi industri yang bersangkutan. Berdasarkan penelitian yang dilakukan, maka semakin tinggi tingkat proteksi maka semakin rendah tingkat efisiensi industri tersebut. Demikian juga halnya dengan industri dasar besi dan baja, yang efisiensinya sangat rendah selama mendapat proteksi. Dan memang fasilitas proteksi ini akan membawa dampak high cost economy. Oleh sebab itu alangkah baiknya jika pemerintah menyeleksi terlebih dahulu industri-industri yang akan diberikan fasilitas proteksi di samping menetapkan batas waktu pemberian fasilitas proteksi tersebut dengan wajar sehingga membuat industri tersebut mandiri serta dapat mengurangi kerugian ekonomi secara nasional.
