Abstrak :
Inovasi merupakan salah satu kunci bagi organisasi untuk dapat bertahan dalam menghadapi tantangan yang muncul ditengah lingkungan yang dinamis. Seperti halnya BPJS (Badan Penyelenggara Jaminan Sosial) Kesehatan yang menghadapi tuntutan untuk dapat terus kompetitif dalam meghadapi perubahan yang terjadi ditengah keterbatasan yang dimiliki oleh BPJS Kesehatan. Oleh karena itu, inovasi yang mampu memberikan dampak bagi organisasi dibutuhkan untuk menjawab tuntutan tersebut. Penelitian ini bertujuan untuk menganalisis peran empowering leadership, dan pengelolaan pengetahuan yang meliputi potential absorptive capacity, realized absorptive capacity dan knowledge sharing terhadap kinerja inovasi. Penelitian ini mengambil data dari 219 responden dari 73 kantor cabang BPJS Kesehatan di seluruh Indonesia dan data survei diolah dengan menggunakan partial-least square structural equation modeling (PLS-SEM). Dalam penelitian ini menunjukkan bahwa semua variabel mediasi berpengaruh secara partially mediation terhadap hubungan antara kepemimpinan yang memberdayakan terhadap kinerja inovasi. Dengan adanya peran tidak langsung dari kepemimpinan yang memberdayakan terhadap kinerja inovasi maka kantor cabang harus meningkatkan kapasitas absorptif (potential dan realized absorptive capacity) dan knowledge sharing yang ada di kantor cabang untuk menghasilkan kinerja inovasi yang lebih baik. Selain itu, pemimpin cabang harus dapat menciptakan suasana yang dapat mendorong proses afirmasi dari aktivitas-aktivitas pengelolaan pengetahuan tersebut sehingga dapat mendorong terwujudnya kinerja inovasi ......Innovation is one of the keys for organizations to be able to survive in the face of challenges that arise in the midst of a dynamic environment. In this case with BPJS (Social Security Administering Body) Kesehatan which faces demands to be able to continue to be competitive in the face of changes that occur amid the limitations of BPJS Kesehatan. Therefore, innovations that are able to have an impact on organizations are needed to answer these demands. This study aims to analyze the role of empowering leadership and knowledge management which includes potential absorptive capacity, realized absorptive capacity and knowledge sharing on innovation performance. This study took data from 219 respondents from 73 BPJS Kesehatan branch offices throughout Indonesia and the survey data was processed using partial-least square structural equation modeling (PLS-SEM). In this study, it shows that all mediating variables partially mediate the relationship between empowering leadership and innovation performance. With the indirect role of leadership that empowers innovation performance, branch offices must increase absorptive capacity (potential and realized absorptive capacity) and knowledge sharing in branch offices to produce better innovation performance. In addition, branch leaders must be able to create an atmosphere that can encourage the affirmation process of these knowledge management activities so as to encourage the realization of innovation performance.

Inovasi menjadi salah satu cara agar organisasi publik dapat bertahan. Penelitian ini bertujuan untuk mengetahui kesiapan inovasi di Pusdiklat Kemnaker dan hambatannya dalam mempersiapkan inovasi tersebut. Tidak ada elemen yang pasti dalam menentukan suatu organisasi siap atau tidak siap dalam melaksanakan suatu inovasi. Pada tahun 2010 Wang, dkk menentukan lima elemen kunci penting suatu organisasi siap untuk melakukan inovasi layanan. Kelima kunci itu adalah strategi investasi, toleransi resiko, keberhasilan inovasi, Pengalaman IT dan kolaborasi antar organisasi. Penelitian ini menggunakan paradigma post positivis dengan metode campuran yang menggabungkan metode penelitian kualitatif dan kuantitatif. Teknik pengumpulan data yang digunakan adalah wawancara mendalam, kuesioner dan studi dokumen. Hasilnya menunjukkan Pusdiklat Kemnaker melakukan tahap awal inovasi dengan metode e-learning diklat dasar ketenagakerjaan belum siap walaupun e-learning untuk diklat dasar ketenagakerjaan sudah dilaksanakan. Ada beberapa hal yang harus dipersiapkan lebih baik lagi. Seperti jaringan internet, peranan pimpinan dan lain sebagainya. Untuk tahap inovasi selanjutnya Pusdiklat Kemnaker belum siap. Pusdiklat belum membangun infrastruktur, program dan pendukung lainnya untuk kesuksesan inovasi tahap selanjutnya. Ada dua hambatan utama inovasi di Pusdiklat yang ditemukan yaitu hambatan sumber daya manusia dan anggaran. Pada inovasi selanjutnya peneliti menyarankan agar kesiapan inovasi di fokuskan terlebih dahulu untuk perbaikan e-learning.

ABSTRACT
Innovation is one of the alternatives that public organizations can survive. This research aims to determine the readiness of innovation in Pusdiklat Kemnaker and obstacles in preparing innovations in Education and Training Center of Manpower Ministry. There is no definite element in determining whether an organization is ready or not ready for an innovation. In 2010 Wang et all determine five important key elements that an organization ready to innovate the service. The five keys are strategic investment, risk tolerance, innovative champion, IT experience and inter organizational collaboration. This research uses post positivist paradigm with mixed method which combine qualitative and quantitative research method. Data collection techniques used were in depth interviews, questionnaires and document studies. The result shows that the Education and Training Center of Manpower Ministry performs the early stages of innovation the e learning method on basic labor training is not ready even though e learning for basic labor training has been implemented. Pusdiklat Kemnaker must prepare and improve e learning implementation. Like the Internet network, the role of leadership and so forth. For the next stage of innovation, Pusdiklat Kemnaker isn rsquo t ready. Pusdiklat Kemnaker has not built infrastructure, programs and other support for the success of the next stage of innovation. There are two main obstacles of innovation in Pusdiklat that are found that are human resources and budgeting. In the next innovation researchers suggest that the readiness of innovation in focus first for improvement e learning.

There is no way to talk about cultural products without mentioning their fans, with the development of the Internet into Web 2.0 this has changed the dynamic of fan’s consumption culture to participatory culture, making fans able to contribute to their idol’s success; a contribution further strengthened by social media because it allows an immediate and instantaneous connection between fans and their idols, specifically Harry Styles, a celebrity who has had unassailable success in his solo career as a musician, with the title of Variety’s Hitmaker of the Year in 2020. Using content and comparative analysis, this study explains how participatory culture works within a fandom and how social media has provided a realm that allows fans to express, contribute, and share in an artist’s success. This study ascertained that in line with participatory culture, fans has found new ways in creating and sharing content, one of which is fanfiction and with the presence of social something definitive to fan culture has broken through the general public because social media has allowed fans to connect and made room for things that might not have been possible if not for social media. Findings from this study were backed with theoretical findings from several scholars which provided empirical understanding on the topic. ......Tidak ada cara untuk membicarakan produk budaya tanpa menyebut penggemarnya, dengan berkembangnya Internet menjadi Web 2.0 ini telah mengubah dinamika budaya konsumsi penggemar menjadi budaya partisipatif, membuat penggemar dapat berkontribusi untuk kesuksesan idola mereka; Kontribusi yang semakin diperkuat oleh media sosial karena memungkinkan hubungan langsung dan instan antara penggemar dan idola mereka, khususnya Harry Styles, seorang selebriti yang telah sukses dalam karir solonya sebagai musisi, dengan gelar dari Variety's Hitmaker of the Year in 2020. Dengan menggunakan analisis konten dan komparatif, penelitian ini menjelaskan bagaimana budaya partisipatif bekerja dalam sebuah fandom dan bagaimana media sosial telah menyediakan ranah yang memungkinkan penggemar untuk berekspresi, berkontribusi, dan berbagi dalam kesuksesan artis. Kajian ini memastikan bahwa sejalan dengan budaya partisipatif, penggemar telah menemukan cara baru dalam membuat dan berbagi konten, salah satunya adalah fanfiction dan dengan adanya sosial sesuatu yang definitif untuk budaya penggemar telah menembus masyarakat umum karena media sosial telah memungkinkan penggemar untuk terhubung dan memberi ruang untuk hal-hal yang mungkin tidak mungkin terjadi jika bukan karena media sosial. Temuan dari penelitian ini didukung dengan temuan teoritis dari beberapa sarjana yang memberikan pemahaman empiris tentang topik tersebut.
