"ABSTRAKKementerian Riset, Teknologi dan Pendidikan Tinggi (Kemenristekdikti) memiliki tanggung jawab untuk meningkatkan sinergi riset. Namun, hingga saat ini tingkat sinergi antar lembaga penelitian dan pengembangan (lemlitbang) masih tergolong rendah. Tumpang tindih kegiatan penelitian, serta tidak bersinerginya kegiatan riset menjadi pemicu rendahnya tingkat sinergi tersebut. Persoalan ini salah satunya disebabkan oleh tidak terintegrasinya informasi riset di Indonesia. Penelitian ini mengkaji bagaimana strategi manajemen sistem informasi riset yang dikelola oleh Kemenristekdikti dalam mendukung sinergi riset antar lemlitbang.Penelitian ini dilakukan dengan metodologi kualitatif deskriptif melalui wawancara dan studi dokumen. Analisis data dilakukan melalui analisis kondisi internal dan eksternal dengan memanfaatakan metode 7s McKinsey, PESTEL, serta SWOT. Formulasi strategi yang dihasilkan dipetakan ke dalam kerangka strategi manajemen sistem informasi, kemudian dianalisis dari sudut pandang implementasi. Analisis implementasi berisi analisis risiko terkait strategi yang dihasilkan.Penelitian ini menghasilkan rekomendasi strategi yang antara lain meliputi pemanfaatan dan perluasan cakupan sumber data dan lingkup informasi dari sistem informasi riset, pemanfaatan sumberdaya manusia, teknologi pangkalan data yang sebelumnya telah dimiliki oleh Kemenristekdikti, pendataan perencanaan riset, hingga penyusunan acuan baku dan regulasi pengumpulan informasi riset dari lemlitbang ke Kemenristekdikti. Penelitian ini juga menghasilkan profil risiko untuk masing-masing strategi yang disebutkan.

ABSTRACT

Ministry of Research, Technology and Higher Education of Republic of Indonesia has a responsibility to improve the research synergy. Nowadays, the level of synergy among research and development (R&D) institutions is still relatively low, and this is triggered by overlapping research activities. Segregation of research information is suspected as one of the main problems. This study examines the strategy of management of research information systems managed by Ministry of Research, Technology and Higher Education in support of research synergies among R&D institutions.

This research was conducted using descriptive qualitative methodology through interviews and documents study. Data analysis was performed through the analysis of internal and external factors using 7s McKinsey, PESTEL, and SWOT methods. Result of strategy formulation are mapped into the framework of information systems management strategy, and then are analyzed for implementation issues. Analysis of implementation includes risk analysis according to the implementation of the strategy.

This research gives a list of strategy recommendation which includes the utilization and expansion of the scope of information sources and area of research information system, utilization of human resources and technology that had previously been used, collection of research plan information, and development of standard and regulation of the research information collection from R&D institutions to Ministry of Research, Technology and Higher Education. This study also produced a risk profile for each of the strategies mentioned."
