Abstrak :
Penelitian ini mengangkat masalah implementasi kebijakan Keterbukaan Informasi Publik di Kementerian Dalam Negeri. Penelitian ini menggunakan pendekatan post positivist dengan metode kualitatif. Hasil penelitian ini menunjukkan bahwa (i) implementasi kebijakan KIP di Kementerian Dalam Negeri belum berjalan efektif karena keterbatasan mempergunakan isi kebijakan dan konteks implementasi serta faktor khusus implementasi kebijakan keterbukaan informasi yang dikemukakan oleh Piotrowski, et all. sehingga belum dapat terwujudnya keterbukaan informasi publik; (ii) untuk mendorong implementasi kebijakan KIP di Kementerian Dalam Negeri agar lebih efektif dapat mengacu tahapan pelaksanaan kebijakan informasi publik yang digagas oleh Open Government Partnership. Tindakan yang disarankan untuk memperbaiki implementasi kebijakan keterbukaan informasi publik adalah penyesuaian regulasi KIP di Kemendagri, penyusunan program yang jelas untuk implementasi kebijakan keterbukaan informasi publik, peningkatan kualitas pelayanan informasi publik, dan membangun bank data dan informasi publik di Kemendagri.
This study raised the issue the implementation of the policy of public disclosure in the Ministry of Home Affairs. The Study uses post positive approach with qualitative method. The results of this study showed that (i) the implementation of the policy of public disclosure in the Ministry of Home Affairs does not run in effective way due to limited use of policy content and context of implementation and also specific factors of implementation of the policy of public disclosure raised by Piotrowski, et all. so it can not be the realization of public disclosure; (ii) to encourage the implementation of the policy of public disclosure in the Ministry of Home Affairs in order to more effectively refers to the stages of implementation of public information policy initiated by the Open Government Partnership. The recommended actions to improve the the implementation of the policy of public disclosure in the Ministry of Home Affairs is a regulatory adjustment of the policy of public disclosure in the Ministry of Home Affairs, the preparation of a clear program for the implementation of the policy of public disclosure, improving the quality of public information services, and building a data and public information bank in the Ministry of Home Affairs.

Awal pemerintah Orde Baru di Indonesia dihadapkan pada masalah keterpurukan ekonomi, persebaran penduduk dan ketidakmerataan pembangunan. Pemerintah berupaya memulihkan keadaan dan melakukan percepatan pembangunan. Berbagai kebijakan dituangkan melalui GBHN dan Pelita. Kebijakan transmigrasi mendapat perhatian serius dan diunggulkan. Presiden Soeharto pernah menyebut transmigrasi sebagai perpindahan terbesar dewasa ini di dunia. Sebelumnya, Presiden Soekarno menyatakan, transmigrasi sebagai soal mati-hidup bangsa Indonesia. Disertasi ini membahas tentang bagaimana penerapan kebijakan informasi dalam rangka menyukseskan program transmigrasi, kurun waktu 1976 hingga 1983. Bagaimana Pemerintah Orde Baru merumuskan kebijakan informasi transmigrasi, faktor pendorong dan kendala dalam implementasi kebijakan informasi dan sejauh mana keberhasilan strategi dan pengorganisasian informasi transmigrasi dapat menumbuhkan animo, motivasi, dan mendorong partisipasi masyarakat untuk bertransmigrasi? Transmigrasi masyarakat Wonogiri yang dipindahkan secara “bedol desa” yaitu pemindahan seluruh komunitas (masyarakat) desa ke tempat lain memang bukan yang pertama di Indonesia. Tapi transmigrasi ini memiliki karakteristiknya tersendiri karena merupakan “bedol desa” yang terbesar dalam sejarah transmigrasi di Indonesia yang diselenggarakan dalam waktu singkat dengan anggaran dana melimpah dan hampir sepenuhnya dikendalikan Pemerintah Pusat. Penelitian disertasi ini menggunakan pendekatan ilmu informasi dan komunikasi budaya. Sumber sejarah yang digunakan berupa arsip, artikel surat kabar, wawancara dan sumber sekunder lainnya. Program transmigrasi “bedol desa” masyarakat Wonogiri ini dapat dikatagorikan berhasil dalam menciptakan masyarakat baru menuju sejahtera. Kontribusi disertasi ini secara teoritis dan praktis adalah ditemukannya penerapan model baru dalam penyelenggaraan program transmigrasi, “Pola Sitiung” yang berbeda dari sebelum-sebelumnya dengan penyelenggaraan yang secara intensif menerapkan kebijakan informasi dalam berbagai bentuk dan strategi penerangan secara intensif, koordinatif dan telah disesuaikan dengan nilai-nilai budaya dan karakter masyarakat Wonogiri. ......At the beginning of the New Order in power, Indonesia was faced with a state of economic downturn, problems with population distribution and inequality in development. The transmigration policy received serious attention and was favored. President Soeharto once called transmigration the biggest movement in the world today. Previously, President Soekarno stated that transmigration was a matter of life and death for the Indonesian people. This dissertation discusses how the implementation of information policy in the context of the success of the transmigration program, from 1976 to 1983. How the New Order Government formulated a transmigration information policy, the driving factors and obstacles in implementing information policy and the extent to which the success of the strategy and organization of transmigration information can foster interest, motivation and encourage community participation to transmigrate? The transmigration of the Wonogiri people who were moved “bedol desa” namely the transfer of the entire village community (community) to another place was indeed not the first in Indonesia. But this transmigration has its own characteristics because it is the largest village bedol in the history of transmigration in Indonesia, which was carried out in a short time with an abundant budget and almost completely controlled by the Central Government. This dissertation research uses an information science and cultural communication approach. Historical sources used in the form of archives, newspapers, interviews and other secondary sources. This transmigration program is categorized as successful in creating a new society towards prosperity. The theoretical and practical contribution of this dissertation is the discovery of the application of a new model in the implementation of the transmigration program, the “Sitiung Pattern” which intensively applies information policies in various forms and information strategies intensively, coordinating and has been adapted to the cultural values ​​and character of the Wonogiri community.
