Abstrak :
Tingginya tuntutan untuk dapat berkompetensi era globalisasi dan MEA menumbuhkan kesadaran masyarakat menempuh pendidikan tinggi, hal ini tentunya ditunjang dengan pemenuhan infrastruktur yang baik dalam bidang pendidikan. Untuk memenuhi kebutuhan infrastruktur tersebut pihak Universitas Indonesia melimpahkan kepada pihak kontraktor. Pekerjaan proyek konstruksi merupakan pekerjaan yang berbahaya dan berisiko tinggi, untuk itu diperlukan suatu sistem yang baik sehingga dapat melindungi para pekerja dan lingkungan kerja (karena berada dalam lingkup Universitas Indonesia) dalam bidang konstruksi yang dinamakan Sistem Manajemen Keselamatan, Kesehatan Kerja, dan Lingkungan (SMK3L) Kontraktor. Penelitian ini, penulis berpedoman pada Pedoman Pelaksanaan Manajemen Kontraktor Universitas Indonesia. Pengumpulan data dilakukan dengan cara wawancara, telaah dokumen, dan observasi langsung ke lapangan. Pada tahap kualifikasi dimenangkan oleh PT Intraco Lestari dengan nilai pemenuhan kualifikasi sebesar 71%. Pada tahap pelaksanaan, peneliti melakukan inspeksi langsung ke lapangan dengan menggunakan formulir inspeksi dengan berpedoman pada Pedoman Pelaksanaan Manajemen Kontraktor Universitas Indonesia, hasilnya PT Intraco Lestari memperoleh nilai rata-rata 8 dari total nilai 10. Peneliti tidak melakukan pada tahap evaluasi dikarenakan proyek pembangunan gedung vokasi tahap dua masih dilakukan dan belum selesai. Peneliti memberikan rekomendasi kepada PT Intraco Lestari untuk terus melakukan perbaikan pada poin-poin yang kurang dan memberikan perhatian pada poin-poin yang belum dilakukan sesuai dengan formulir inspeksi pada kegiatan konstruksi di Universitas Indonesia. ......The high demands to be competent globalization and MEA raising public awareness through higher education, it must be supported with the good infrastructure in the field of education. To meet the infrastructure needs of the Indonesian University authorities delegated to the contractor. Works construction project is a work in dangerous and high risk, it is necessary for a good system so as to protect workers and the working environment (because it is within the scope of the University of Indonesia) in the field of construction, called a Contractor Safety Health Environment Management System (CSHEMS). This study, the authors based on the Guidelines for the Implementation Contractor Management Universitas Indonesia. The data collection is done by means of interviews, review of documents, and direct observation to the field. In the qualifying stage was won by PT Intraco Lestari with the value of the fulfillment of qualifications by 71%. During the implementation phase, researchers conducted an inspection directly to the field by using the inspection form based on the Guidelines for the Implementation Contractor Management Universitas Indonesia, PT Intraco Lestari result obtained average value 8 of the total value of 10. The researchers did not conduct the evaluation stage due to the vocational building project stage two is still ongoing and not yet completed. Researchers provide recommendations to PT Intraco Lestari to continuing to improve on the points that are less and give attention to the points which have not been carried out in accordance with the inspection form on construction activities at the University of Indonesia.

Tesis ini mcmbahas penerapan SMK3 di cnam KKKS migas di Indonesia pada tahun 2010 dcngan mengacu standard yang bersi£at univcrsila yaitu OHSAS l800l : 2007. Pcnclitian ini adalah penelitian kunlitatif dengan dcsain dcskriplif komparasi. Hasil pcnclilian menunjuldwn bahwa scmua KKKS telah menerapkan SMK3 dalam opemsional perusahaannya dalam upnya penccgahan kecelakaan. Scmua KKKSte1ah mcncrapkan SMK3 dengnn baik sesuai OHSAS |8001 : 2007. Hal ini ditunjukkan dari nilai prcsentasi pemenuhan 5 (lima) KKKS diatas 85% dan hanya I KKKS yang pcncapaiannya 83%. Aspck budaya dun sejarah suatu negara mcnjadi salah satu faktor yang mcmpengaruhi penerapan SMK3 di KKKS. Disarankan untuk mcningkatkan penerapan SMK3 maka scmua SMK3 hams disusun berdasarkan sistcmatika proses Manajcmcn dan anlar elemen hams saling terkait.

This thesis evaluate the lmplernentation of Occupational Health and Safety Management System (OHSMS) at six oil and gas company at Indonesia in 2010 refer to OHSAS 18001: 2007, which is one of universal OHSMS Standard. This rmeareh is a qualitative descriptive comparisons. Ther results showed that all companies have been applied OHSMS in his company operation in efforts lo prcvcnl accidents. OHSMS Company's have applied in accordance OHSAS 18001: 2007. This is shown from thc presentation iirliillment 5 (five) companies above 85% and the only one who has achieved 83%. Cultural and historical aspects of a country become one of the factors that affect the application in OHSMS in companies. The Researcher suggests that to improve implementation of OHSMS, ai! companies should be prepared OHSMS based on the systematic management process and between elements should be linked.
