Abstrak :
Tesis ini meneliti reposisi nilai pada lembaga Negara pasca reformasi. Lembaga Negara yang dipilih adalah Tentara Nasional Indonesia. Untuk mengetahui strategi komunikasi yang digunakan TNI untuk memperbaiki citranya pasca reformasi. Teori yang digunakan adalah teori repositioning organisasi. Paradigma yang digunakan dalam penelitian adalah paradigm post positivist. Jenis penelitian adalah penelitian kualitatif. Teknik pengumpulan data adalah wawancara dan sumber dokumen. Peneliti melakukan wawancara dengan beberapa narasumber yang berasal dari militer, pengamat militer dan masyarakat. Hasil penelitian adalah reposisi yang dilakukan oleh lembaga Negara TNI berjalan dengan baik, namun masih membutuhkan revisi dan evaluasi dengan tujuan menyempurnakan reposisi. Strategi komunikasi yang digunakan adalah komunikasi internal dan eksternal. TNI melakukan doktrin, perubahan kurikulum pendidikan dan latihan- latihan untuk mengkomunikasikan segala perubahan yang terjadi didalam organisasi. Komunikasi eksternal yang digunakan TNI adalah melalui media massa dan terjun langsung ditengah- tengah masyarakat sehingga tujuan untuk memperbaiki citra dapat terlaksana. (repositioning, positioning, image atau citra) ......This thesis specifically examines the repositioning of the value of the State Institutions post 1998 Reform. The State Institution selected is the Indonesian National Army (Tentara Nasional Indonesia), to determine the communication strategy employed by TNI to improve its image after the reform. The paradigm used in the study were the post-positivist paradigm. This type of research is a qualitative research. Data collection techniques are interviews and researching some document sources. Researchers conducted interviews with some of the speakers who are or used to be an active military personnel, military observers and public. The result of the research is that the repositioning which is planned by this specific State Institusion, in this case, the TNI is so far going well but still requires some revisions and evaluation to further enhance the repositioning. Communication strategies used are internal and external communications. TNI should reform its doctrine by embedding missions of its reposition, should enhance changes its curriculum and exercise to communicates any changes that occur within the organization due to its repositioning mission. External communications which is commonly used by TNI is through the mass media and by going actively in the society so that its objective to improve its image can be accomplished successfully. So far, the implementation of its repositioning policies that are exercised by the military to reach a new position in the public mind is going well. Research stated that the military is now have a much better image and the position compared to the time before the reforms because public confidence and trust is beginning to return. Abstrak :
Dalam rangka mencapai tujuan Negara Indonesia yang tercantum dalam UUD 1945, maka keberlangsungan kehidupan berbangsa dan bernegara harus tetap terjaga yaitu dengan memiliki pertahanan dan keamanan Negara yang kuat. Adapun pihak yang memiliki peran dan fungsi pertahanan dan keamanan tersebut adalah TNI ? POLRI. Pada masa sebelum reformasi, TNI ? POLRI berada dalam satu kesatuan ABRI dan bertanggung jawab atas Pertahanan Keamanan Nasional (Hankamnas). Namun pada masa reformasi, kedua institusi ini dipisah dan menjadi lembaga yang otonom dan mandiri dengan peran dan fungsi yang berbeda, yaitu TNI sebagai alat pertahanan, dan POLRI sebagai alat keamanan. Berdasarkan latar belakang tersebut, maka diajukan tiga permasalahan yaitu ; bagaimanakah perbedaan fungsi pertahanan dan keamanan di Negara Indonesia, lalu bagaimanakah perbedaan peran dan fungsi TNI dan POLRI dalam pertahanan dan keamanan negara, serta apakah permasalahan yang terkait dengan pemisahan fungsi pertahanan dan keamanan Negara oleh TNI ? POLRI. Penelitian ini akan dibahas dengan menggunakan teori tujuan negara oleh Charles E Merriam, kemudian faktor perubahan organisasi kelembagaan negara oleh Jimly Asshiddiqie, fungsi militer terhadap negara dan tingkatan otoritas militer oleh Samuel P Huntington, dan juga fungsi kepolisian terhadap negara. Objek penelitian ini pada dasarnya sekitar peraturan perundang-undangan yang berkaitan erat dengan TNI ? POLRI dan juga pertahanan dan keamanan negara. Berkenaan dengan objek penelitian ini, tipe penelitian adalah penelitian yuridis normatif dengan pendekatan historis dan yuridis dan dengan jenis penelitian kualitatif. Pengumpulan data dalam penelitian ini dilakukan melalui penelitian kepustakaan dan akan dipaparkan secara deskriptifanalitis. Hasil penelitian menunjukkan bahwa pada pendikotomian fungsi pertahanan dan keamanan selanjutnya menghasilkan undang-undang yang membatasi peran dan fungsi TNI ? POLRI dengan pendefinisian yang jelas namun tumpang tindih maupun tidak selaras sehingga mengakibatkan berbagai masalah dalam pelaksanaannya. Untuk itu diperlukan berbagai pranata hukum lainnya untuk menyelaraskan dan mengisi kekosongan dalam hal pengaturan mengenai pertahanan dan keamanan negara terkait dengan peran dan fungsi TNI ? POLRI agar pada masa mendatang dapat berperan optimal untuk menjamin kelangsungan hidup berbangsa dan bernegara.

Abstract
In order to achieve the goals listed in the Indonesia Constitution (UUD 1945), the sustainability of state must be maintained with strong security and national defence. The Institutions which have functions and roles of security and defense are the Armed Forces (TNI) and Police (POLRI). In the period before the reform, TNI - POLRI were united in one institution named ABRI. But now the institution is separated and became two autonomous and independent institutions with different functions and roles. Thus, TNI is responsible for defence, and POLRI responsible for security. Based on this background, I proposed three issues; how is the different functions of security and defence in Indonesia; how is the different functions and roles of the TNI and POLRI in the security and state defence; what is problem related to the separation of the functions of security and state defence by TNI - POLRI. The research will be discussed using the theory of the state's goals by Charles E Merriam, and institutional factors of organizational change state by Jimly Asshiddiqie, the military functions of the state and level of military authority by Samuel P Huntington, and also the police functions of the state. The object of this research is basically about legislation that is closely related to the military - police and security and national defense. Regard to the object of this study, the type of research is a normative juridical approach to the study of historical and juridical and type of qualitative research. Collecting data in this research is done through library research and will be presented in a descriptive-analytical. The results showed that the dichotomized of security and defence function has made regulations which is bordering the functions and roles between TNI ? POLRI. Thus regulations are clearly defined but it is overlapping and inconsistent, and it?s cause several problem during the implementation. We required other regulations to harmonize and fill the gap in terms of setting the security and national defence related to the role and functions of the TNI - POLRI in the future in order to contribute optimally to ensure the survival of the nation and the State of Indonesia.
