"Penulis tertarik untuk meneliti kebijakan media massa cetak seperti Republika dalam memberitakan kampanye capres-cawapres Megawati Soekarnoputri-Hasyim Muzadi dan Susilo Bambang Yudhoyono-Jusuf Kalla pada Pemilu 2004, karena untuk pertama kalinya pemilihan presiden/wapres dilakukan secara langsung. Penelitian ini juga menarik untuk mengetahui partisipasi politik media massa dalam pelaksanan pemilu secara langsung.Teori Partisipasi Media, Teori Political Marketing, Teori Partisan dan Teori Transisi Demokrasi digunakan sebagai landasan penelitian ini. Metode penelitian yang digunakan adalah metode deskriptif-kualitatif. Pengumpulan data dilakukan melalui analisa berita, artikel, tajuk rencana dan foto dari dua pasangan capres-cawapres serta wawancara dengan Redaksi Pelaksana Republika dan dua anggota tim kampanye pasangan Megawati-Hasyim Muzadi dan SBY-Jusuf Kalla.Temuan penelitian ini menunjukkan lewat kebijakan pemberitaannya serta penekanan terhadap unsur informasi, aktualitas, dan pemberdayaan umat, Republika telah berpartisipasi dalam pemilu sebagai sumber informasi bagi masyarakat (pemilih). Namun, sesuai Teori Partisipasi Media, Republika juga memiliki keterbatasan ruang (halaman) dan waktu (deadline) sehingga informasi politik kepada pembaca tidak lengkap. Tidak lengkapnya informasi serta disaringnya infonnasi oleh redaksilredaktur membuat proses konsolidasi demokrasi lewat peran media massa cenderung tidak maksimal.Sesuai Teori Pers Libertarian, Republika tidak menghadapi ancaman kebebasan pers berupa pembredeilan dan sensor dari pemerintah (penguasa). Namun, Teori Pers Libertarian kehilangan relavansinya karena Republika menghadapi ancaman dari massa pendukung capres-cawapres. Sementara sesuai Teori Partisan, Republika dapat bersikap non-partisan karena tidak ada keterkaitan modal, manajemen redaksi, serta aliansi politik Republika terhadap capres-cawapres yang bertarung dalam Pemilu 2004.

Writer was interested to study the mass media's policy such as Republika Daily in presenting the President-Vice President campaign news for Megawati Soekarnoputri - Hasyim Muzadi and Susilo Bambang Yudhoyono - Jusuf Kalla in Presidential Election 2004, because for the first time in Indonesia history the Election was held directly. The study is also interesting in its way to discover mass media politic participations in this direct Presidential Election.

The Media Participation Theory, Political Marketing Theory, Participants Theory and Democracy Transition Theory are used as the foundation and reference in this study. The method used in this study is descriptive-qualitative method. Data collecting being done throughout news analyzes, articles, reviews and photos of the two pairs of president-vice president candidates along with the interviews with the Republika's Implementation Editor and two members of Team Campaign from both pairs Megawati - Hasyim Muzadi and Susilo Bambang Yudhoyono - Jusuf Kalla.

The findings in this study have shown that throughout its news release policy and the stresses in information elements, actualizations, human resources, Republika had participated in the election as the source of information for the society (voters). However, as being said in the Media Participation Theory, Republika also had limitations in space (limited pages) and timelines (deadlines) that politic information could not received completely by its readers. The incomplete of information and the censored information by the editor had made the democracy consolidation process through the mass media tend to un-maximum.

In accordance to the Libertarian Press Theory, Republika did not facing any thread of press freedom such as a close down or bans from the government (the authority). However, the Libertarian Press Theory does lose its relevance for Republika did face the threads from the supporters of both pairs of candidates. Meanwhile, in accordance to the Participant Theory, Republika could act non-participant because of the lack of interrelatedness in its financial to the participants, editor's management, and politic alliances with the president-vice president candidates participating in the 2004 general election."

Pemenuhan hak pilih dalam penyelenggaraan Pemilihan Kepala Daerah, sering memunculkan permasalahan yang selalu berulang. Mulai dari tindakan sewenang-wenang penyelenggara pemilu dalam mengupayakan pemenuhan hak pilih, sampai dengan berkurangnya kemurnian hak pilih. Bahkan di beberapa tempat, tak jarang wajib pilih yang kehilangan hak pilihnya. Melalui tesis berjenis yuridis normatif, dengan pendekatan perundang-undangan dan bertipologi prespektif evaluatif, tesis ini akan menjawab dan memberikan solusi atas pertanyaan “Bagaimanakah penerapan Hukum Administrasi Negara dalam pemenuhan hak pilih, dan bagaimanakah penegakan sanksi atas pelanggaran norma pemenuhan hak pilih dalam Pemilihan Kepala Daerah Serentak?”.Penerapan Hukum Administrasi Negara melalui pengaturan tiga pengaturan Undang-Undang untuk melindungi pemenuhan hak pilih, sudah berjalan, namun kepatuhan untuk tunduk dan melaksanakan pengaturan tersebut masih jauh dari ekspetasi masyarakat. Demikian halnya dengan penegakan sanksi  atas pelanggaran norma pengaturan pemenuhan hak pilih yang tidak dijalankan secara menyeluruh dan konsekuen, baik dalam sanksi administrasi, etik dan pidana. Oleh sebab itu, Penerapan dan Penegakan Sanksi seluruh norma pengaturan pemenuhan hak pillih, seharusnya dijalankan secara murni dan konsekuen, sehingga permasalahan-permasalahan yang selalu berulang dalam pemenuhan hak pilih dalam penyelenggaraan Pemilihan kepala Daerah dapat diminimalisir, bahkan tidak terjadi kembali.

Fulfillment of voting rights in the implementation of Regional Head Elections, often raises problems that always recur. Starting from the arbitrary actions of the election organizers in seeking the fulfillment of their right to vote, to the reduction of the purity of their right to vote. Even in some places, it is not uncommon to choose those who lose their voting rights. Through a normative juridical thesis, with a statutory approach and evaluative perspective, this thesis will answer and provide solutions to the question "How is the Implementation Of State Administration Law And Law Enforcement Infringement Of Voting Rights Norm Fulfilment In Simultaneous The Election Of The Head Of Local Government? The application of State Administrative Law through the regulation of three regulations to protect the fulfillment of the right to vote, has been running, but compliance to submit and implement the regulation is still far from the expectations of the community. Likewise with the enforcement of sanctions for violating the norms for regulating the fulfillment of voting rights that are not carried out thoroughly and consequently, both in administrative, ethical and criminal sanctions. Therefore, the Implementation and Enforcement of Sanctions for all norms for regulating the fulfillment of rights should be carried out purely and consequently, so that the problems that are always recurring in the fulfillment of the right to vote in the Regional Head Election can be minimized, not even recurring.

Syarif Fasha selaku calon kepala daerah petahana Kota Jambi tahun 2018 menggunakan kekuasaan politiknya untuk mempertahankan kekuasaannya melalui politisasi birokrasi. bentuk politisasi birokrasi yang dilakukan ialah mempolitisir fasilitas negara, untuk mendukung alfiasi politik, memanfaatkan informasi birokrasi, memihak dalam kepentingan kelompok dan individu, penempatan jabatan birokrasi bedasarkan relasi politik.

"Makalah ini akan difokuskan kepada peran hubungan masyarakat dalam rangka mendukung kampanye salah satu pemenang pemilihan presiden lalu, yaitu Joko Widodo (dikenal sebagai Jokowi). Kemenangan Jokowi dalam pemilu dikarenakan oleh penggunaan media yang maksimal selama masa kampanye oleh tim kampanye Jokowi. Tim kampanye bisa membantu Jokowi untuk mendapatkan pendukung dan memenangkan pemilu di banyak provinsi di Indonesia. Jokowi adalah salah satu kandidat yang unik karena pesan yang disampaikan dalam kampanyenya sangat kuat dan berbeda. Berbeda dengan kandidat lainnya yang lebih memfokuskan kepada seberapa kuat kekuatan politik mereka dan image mereka sebagai orang yang elite. Kampanye Jokowi lebih memfokuskan kepada imagenya sebagai orang yang rendah hati dan dekat dengan rakyatnya. Makalah ini juga akan membahas sarana yang digunakan oleh praktisi humas selama masa kampanye Jokowi. Makalah ini juga akan menentukan peran hubungan masyarakat dalam proses Jokowi untuk menjadi pemenang dalam pemilu.

This paper will be focused on the role of public relations in order to support the campaign of one of the last presidential election winner, Joko Widodo (as known as Jokowi). The victory of Jokowi in the election is because of numerous uses of media in his campaign by their campaign team. His campaign team was able to help Jokowi to gain voters and win the election in many provinces in Indonesia. This pair is one of the unique candidates for Indonesian president because of his strong and different campaign messages. Other candidates were mostly focused on how strong they are politically and portrait themselves as the person who are majestic. However Jokowi?s campaign is different where he will be more likely to be seen as a humble man who is really close to their people. This paper also examines the tools used by public relations practitioners in regard of Jokowi?s campaign. It will also determine the role of public relations in the process of Jokowi?s way to be the winner of the election."
