ABSTRACT
Dalam menjalankan penyelenggaraan olahraga di Indonesia suatu Negara memerlukan suatu peranan dari pemerintah. Kewenangan industri olahraga tersebut berada dibawah Kementerian Pemuda dan Olahraga Republik Indonesia. Posisi Kementerian Pemuda dan Olahraga Republik Indonesia adalah menteri yang mewakili pemerintah dalam bidang kepemudaan dan olahraga, kementerian tersebut mempunyai peranan dalam mengatur, membina, mengembangkan, melaksanakan, dan mengawasi keolahragaan secara nasional. Dalam hal ini kesejahteraan olahragawan dan mantan olahragawan adalah tugas Kementerian Pemuda dan Olahraga Republik Indonesia untuk mewujudkannya. Masih banyaknya mantan olahragawan yang masih belum sejahtera dimasa pensiunnya menjadi pokok pembahasan dalam penulisan ini. Penelitian ini menggunakan pendekatan kualitatif dengan metode pengumpulan data dilakukan melalui observasi dan wawancara mendalam. Hasil penelitian ini menunjukan bahwa peran pemerintah dalam meningkatkan kesejahteraan mantan olahragawan berprestasi di Indonesia masih belum maksimal, karena kebijakan dengan prakteknya yang masih tidak sejalan.

ABSTRACT
In implementing the sport in Indonesia a country requires a role of government. The authority of the sports industry under the Ministry of Youth and Sports of the Republic of Indonesia. The position of the Ministry of Youth and Sports of the Republic of Indonesia is a minister representing the government in the field of youth and sport, the ministry has a role in regulating, foster, develop, implement, and oversee the national sport. In this case the welfare of sportsmen and former sportsmen is the task of the Ministry of Youth and Sports of the Republic of Indonesia to make it happen. Still many former sportsman who still prosperous future retirement in issue in this writing. This study used a qualitative approach with the method of data collection is done through observation and interview. These results indicate that the government's role in improving the welfare of ex-athlete excel in Indonesia is still not optimal, because the policy and the practice is still not in line.

[ABSTRAK Skripsi ini bertujuan untuk menguji pengaruh program restrukturisasi mesin terhadap penggunaan teknologi yang di proxy dengan jumlah penggunaan listrik efisiensi produktivitas dan daya saing yang di proxy dengan ekspor Penelitian ini juga mengukur daya saing industri TPT dengan menggunakan NEI Net Export Index Penulis menggunakan data sampel sebanyak 50 observasi yang terdiri dari lima sub sektor industri TPT selama 10 tahun 2002 2011 dan data ekspor impor industri TPT 2002 2011 Dengan menggunakan estimasi data panel ditemukan bahwa program restrukturisasi mesin industri TPT berpengaruh positif secara signifikan terhadap efisiensi dan produktivitas serta terbukti menghemat penggunaan listrik Namun program tersebut tidak terbukti mampu meningkatkan daya saing. Berdasarkan perhitungan NEI ditemukan pula bahwa daya saing industri TPT setelah ada program justru menurun.

Seiring dengan semakin banyaknya individu yang tinggal di kota-kota besar, populasi-nya menjadi semakin tersebar dalam kawasan perkotaan yang secara spasial terus melebar. Meskipun telah banyak bukti empiris yang menunjukan bahwa semakin besar jumlah populasi meningkatkan eksternalitas aglomerasi kawasan perkotaan, sedikit yang diketahui mengenai pengaruh distribusi populasi kawasan perkotaan dalam konteks tersebut. Termotivasi oleh keadaan tersebut, riset ini bertujuan untuk melihat bagaimana konsentrasi populasi kawasan perkotaan mempengaruhi produktivitas sepuluh kawasan metropolitan di Indonesia. Studi ini menemukan bahwa organisasi spasial kawasan perkotaan memiliki peran penting. Tidak hanya produktivitas lebih besar di kawasan metropolitan yang terkonsentrasi, tetapi juga elastisitas produktivitas terhadap populasi meningkat dengan tingkat konsentrasi populasi kawasan metropolitan

ABSTRACT
As more and more people come to live in large cities, its population has become more dispersed across an increasingly spread-out urban area. While vast amount of empirical evidences has shown that higher population enhances urban agglomeration externalities, little is known whether urban population distribution also has influence in that context. Motivated by this setting, this study examines how urban population concentration of ten Indonesia metropolitan areas affect its productivity. This study found that urban spatial organization matter. Not only productivity is higher in concentrated metropolitan areas, but also the elasticity of productivity with respect to population size increases with the degree of metropolitan area?s population concentration
