Abstrak :
World maritime axis has been launched by President Joko Widodo, and its implementation is being overseen by the Indonesian parliament (DPR RI). Countries from inside and outside of the southeast Asia region show their own different responses, particularly connected with infrastructure development policy and law enforcement on the field. This essay is part of a comprehensive research report on the Indonesian new government's policy under Joko Widodo and the responses of other countries toward them, which discloses different reactions, arguments, reason and responses. The research was conducted in 2015 in provinces of Sumatera, Mollucas and Papua, whose data gathering is carried out by using library studies, focus group discussions, and in-depth interview with decision makers and experts on maritime sector development. Data analysis applied a qualitative method. Its findings reveal inconsistent responses of foreign countries in giving foreign investments for infrastructure development, and their critical views, and moreover, assertive towards law enforcement in the Indonesia water.

Abstrak :
Penelitian ini bertujuan untuk melihat upaya perencanaan Smart Defense di Ibu Kota Nusantara. Dalam konteks pemindahan ibu kota, penerapan Smart Defense menjadi sangat penting untuk memastikan keamanan dan stabilitas wilayah tersebut. Namun, diperlukan perencanaan yang matang dari segi kebijakan, anggaran, kesiapan pemerintah, serta kesiapan militer. Selain itu, Konsep Smart Defense sendiri memiliki tiga pilar utama, yaitu, Prioritizing, Specialization, dan Multinational Solution. Penelitian ini menggunakan metode kualitatif, yang melibatkan pengumpulan data melalui studi literatur, wawancara, dan analisis dokumen resmi terkait rencana pembangunan Nusantara. Hasil penelitian menunjukkan bahwa sudah terdapat upaya perencanaan Smart Defense seperti, Virtual Maritime Gate, Smart Security IKN, dan Sispamkota Modern. Namun, dari segi persiapan, dalam mewujudkan Smart Defense Pemerintah Indonesia masih belum matang. Hal itu dapat dilihat dari belum adanya upaya diplomasi berupa kerja sama pada sektor pertahanan yang signifikan. Selain itu, koordinasi antar Kementerian/Lembaga sektor pertahanan ini belum terlihat. Penelitian ini menyimpulkan bahwa Indonesia memiliki potensi besar untuk menerapkan Smart Defense di ibu kota Nusantara, namun perlu adanya peningkatan dalam berbagai aspek kesiapan. Rekomendasi yang diberikan adalah pengembangan infrastruktur teknologi, pelatihan intensif bagi personel pertahanan, peningkatan kerjasama dengan negara-negara maju dalam bidang teknologi pertahanan, dan koordinasi antar kementerian dan lembaga terkait. ......This research aims to examine the efforts in planning Smart Defense in the new capital city, Nusantara. In the context of relocating the capital, the implementation of Smart Defense is crucial to ensure the security and stability of the region. However, meticulous planning is required in terms of policy, budget, government readiness, and military preparedness. Additionally, the concept of Smart Defense itself has three main pillars: Prioritizing, Specialization, and Multinational Solutions. This research uses a qualitative method, involving data collection through literature studies, interviews, and analysis of official documents related to the development plans of Nusantara. The research results show that there have been efforts in Smart Defense planning, such as the Virtual Maritime Gate, Smart Security IKN, and Modern City Security System (Sispamkota). However, in terms of preparation, the Indonesian government is still not fully prepared to realize Smart Defense. This is evident from the lack of significant diplomatic efforts in defense sector cooperation and the lack of visible coordination between ministries and defense sector agencies.This research concludes that Indonesia has great potential to implement Smart Defense in the new capital city, Nusantara, but there needs to be improvements in various aspects of readiness. The recommendations provided include the development of technology infrastructure, intensive training for defense personnel, enhanced cooperation with advanced countries in defense technology, and better coordination between relevant ministries and agencies.
