"ABSTRAK
Pada tahun 2020, Pemerintah melalui Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi mengeluarkan kebijakan bantuan biaya pendidikan atau yang disebut Kartu Indonesia Pintar Kuliah (KIP Kuliah) yang merupakan kelanjutan dari kebijakan Bidikmisi yang sudah ada sejak tahun 2010 untuk meningkatkan perluasan akses dan kesempatan belajar di Perguruan Tinggi bagi warga negara Indonesia yang kurang mampu secara ekonomi. Dalam implementasinya kebijakan ini masih dijumpai sejumlah permasalahan seperti ketidaktepatan sasaran, penyalahgunaan dana, hingga persoalan teknis keterlambatan pencairan dana. Berkaitan dengan hal tersebut, penelitian ini memiliki maksud dan tujuan untuk memberikan gambaran mengenai faktor-faktor apa saja yang mempengaruhi implementasi kebijakan KIP Kuliah di Universitas Indonesia yang merupakan salah satu perguruan tinggi pelaksana kebijakan tersebut. Penelitian ini menggunakan pendekatan post-positivisme, teknik pengumpulan data melalui data primer dengan wawancara mendalam serta data sekunder melalui studi literatur, analisis melalui teknik triangulasi data, serta teori utama untuk analisis adalah Model Implementasi Kebijakan yang dikemukakan Paul A. Sabatier dan Daniel A. Mazmanian (1983). Adapun hasil penelitian ini mengungkapkan bahwa implementasi kebijakan KIP Kuliah di Universitas Indonesia belum sepenuhnya terlaksana dengan baik. Berdasarkan konsep model implementasi kebijakan Paul A. Sabatier dan Daniel A. Mazmanian (1983) beserta faktor-faktor yang mempengaruhi implementasi kebijakan di dalamnya membuktikan bahwa masih terdapat beberapa indikator yang perlu ditingkatkan kembali. Hal ini terlihat dari konteks formulasi kebijakan, aspek finansial, serta teknis pelaksanaan kebijakan yang belum sepenuhnya selaras dan perlu penataan kembali.

ABSTRCT
In 2020, the Government, through the Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi, issued a policy on education fee assistance or what is called the Kartu Indonesia Pintar Kuliah (KIP Kuliah) which is a continuation of the Bidikmisi policy that has existed since 2010 to increase the expansion of access and learning opportunities in Higher Education for Indonesian citizens who are economically disadvantaged. In implementing this policy, a number of problems are still encountered, such as inaccurate targets, misuse of funds, and technical problems with delays in disbursement of funds. In this regard, this research has the aim and objective of providing an overview of the factors that influence the implementation of the KIP Kuliah policy at the University of Indonesia, which is one of the universities implementing this policy. This research uses a post-positivism approach, data collection techniques through primary data with in-depth interviews and secondary data through literature study, analysis through data triangulation techniques, and the main theory for analysis is the Policy Implementation Model put forward by Paul A. Sabatier and Daniel A. Mazmanian (1983). The results of this research reveal that the implementation of the KIP Kuliah policy at the University of Indonesia has not been fully implemented well. Based on the policy implementation model concept of Paul A. Sabatier and Daniel A. Mazmanian (1983) along with the factors that influence policy implementation, it proves that there are still several indicators that need to be improved again. This can be seen from the context of policy formulation, financial aspects, and technical aspects of policy implementation which are not yet fully aligned and need to be reorganized."
