"Latar belakang pendidikan, motivasi kerja dan pelatihan dari seorang panitera pengganti sangat dituntut untuk dapat diselesaikannya suatu perkara dengan cepat dan benar. Suatu perkara yang telah diputus oleh pengadilan haruslah secepat mungkin diminutasi, apabila perkara telah mempunyai kekuatan hukum (incrachr van gewijsde) maka segera diserahkan dalam arsip sedangkan apabila masih dilakukan upaya hukum (banding atau kasasi), maka berkas perkara akan dikirim ke tingkat peradilan yang lebih tinggi (pengadilan tinggi atau mahkamah agung). Banyak berkas perkara yang telah diputus, terlambat pemberkasannya(minurasi), khususnya terhadap perkara yang telah diputus akan tetapi belum diminutasi dalam waktu setahun.
Penelitian ini bertujuan untuk mengetahui apakah variabel latar belakang pendidikan, pelatihan dan motivasi mempunyai hubungan terhadap produktivitas kerja. Subyek penelitian adalah panitera pengganti di pengadilan negeri kelas I B Cirebon. Penelitian ini dilakukan dengan metode survei dengan jumlah sampel 30 orang.
Pendidikan adalah usaha radar untuk menyiapkan peserta didik melalui bimbingan, pengajaran dan atau pelatihan bagi peranannya dimasa yang akan datang. Pelatihan adalah tindakan untuk meningkatkan pengetahuan dan kecakapan seorang pegawai untuk melaksanakan suatu pekerjaan tertentu" (Flippo, 1984,3). Motif adalah sesuatu yang membuat orang bertindak atau berperilaku dalam cara-cara tertentu. Motif dapat diartikan sebagai "driving force" yang menggerakan manusia untuk betingkah laku dan berbuat dengan tujuan tertentu (Hasibuan M ; 1996 : 95). Produktivitas adalah konsep universal, yang dimaksud yaitu menyediakan banyak barang dan jasa untuk kebutuhan semakin banyak orang dengan menggunakan semakin sedikit sumber - sumber daya.
Instrumen yang digunakan untuk pengumpulan data pendidikan, pelatihan motivasi dan produktivitas adalah angket / kuisioner dengan menggunakan metode Skala Likert. Teknik analisis data yang digunakan adalah korelasi dan regresi yang dilanjutkan dengan uji t dan F pada taraf signifikansi 0,05. Hasil penelitian mengungkapkan bahwa, terdapat hubungan yang positif antara ketiga variabel pendidikan dengan produkivitas kerja walaupun pelatihan dan motivasi kerja telah dikontrol dengan koefisien korelasi = 0,6680. Untuk variabel pelatihan dengan produktivitas kerja meskipun variabel pendidikan dan motivasi kerja telah dikontrol, koefisien korelasinya = 0,4272. Untuk variabel motivasi kerja dengan produktivitas kerja dengan variabel pendidikan dan pelatihan dikontrol, koefisien korelasi =0,2519.
Secara bersama - sama ketiga variabel bebas mempunyai hubungan positif dengan variabel terikatnya, koefisien korelasi = 0,854. Dengan demikian dapat disimpulkan bahwa latar belakang pendidikan, pelatihan dan motivasi kerja turut menentukan produktivitas kerja panitera pengganti di pengadilan negeri Klas I B Cirebon.

The background of education, working motivation and training of a substitution clerk of the court is required strongly to complete a case fast and accurately. A case that has been decided by judicial should be filed directly. If the case has a strength of law (inkracht van gewijsde), it must straight be given in field, but if it is still on the air with law (appeal) so the case should be sent to a higher court level (High Court or Supreme Court), Many cases that have been decided are late to be organized, particularly for the cases that have the permanent strength of law. Even there are cases that have been decided for years but have not been filed yet.
This research aims to know weather there is educational variable, training and motivation that has relationship with working productivity. The subject of research is a clerk of the Court at Judicial of Government Class I B in Cirebon. The research done by the methodical survey of 30 people is the samples.
Education is the exertion to provide educated learners through guidance, teaching and or training with its role in the future. Training is an action to develop employee's knowledge and his ability to do certain job (Flippo, 1984,3). Motif is something that makes people act and behave with certain ways. Motif also can be defined as "driving force" which motivates human to behave and act with certain purpose. Productivity is a universal concept which is meant to provide plenty of items and services for more people's necessity and use a fewer resources.
Instrument that is used for educational data collection, training, motivation and productivity is questionnaire with using Likert scale method. Data analysis technique that is applied are correlation and regression which is continued with t and F test at 0.05 of significant standard. The result of research says that there's positive connection among the three independent variables with the dependent training and working motivation had been controlled with coefficient correlation of (ryx-x2x3)=0.6680, training variable with working productivity in spite of that education variable and working motivation had been controlled with coefficient correlation of (ryx2-xlx3/0 = 0.4272, working motivation variable with working productivity in spite of that education and training variable had been controlled with coefficient correlation of (ryx3-xlx2) = 0.2519
Those three independent variables have positive connection with the dependent variable with coefficient correlation of ryx l x2x3 = 0.854. So, it can be concluded that education, training, and working motivation can determine working productivity of substitution clerk of the Court in Judicial of The Government Class I B in Cirebon."

"This study compares two major types of contracts in public procurement, i.e. unit price and lump sum contracts, in terms of the gap between the winner's bid price and owner’s estimated price (OEP) in resulted price gap during the tender process, taking the case of government procurement in Indonesia. Using Indonesian e-tendering data of 2018-2021, this study employs an Ordinary Least Square regression to assess whether there is a difference in the price gap between the two types of contracts. This study finds that the average price gap in unit price contract is significantly higher than that of lump sum contracts. With the help of the transaction cost economics approach, this study discussed that the higher average price gap in unit price contracts is related to a lower information cost and lower risk of having a change order for the contract faced by the bidders. While in a lump sum contract, the winner's bid price is closer to OEP because bidders are faced with design risks that require higher information costs and contract adaptation during the execution phase. The study also found that the use of a unit price contract is significantly related to a longer tendering time due to a longer period in evaluating the bid."

"Pasca penerapan LAPOR sebagai aplikasi umum dalam Sistem Pengaduan Pelayanan Publik Nasional (SP4N), setiap instansi pemerintah pusat dan daerah harus mengintegrasikan sistem pengaduannya dengan LAPOR. Kementerian Lingkungan Hidup dan Kehutanan Republik Indonesia sebagai salah satu lembaga mengalami kendala dalam proses integrasi karena memiliki banyak sistem pengaduan internal. Proses integrasi telah dilakukan sejak tahun 2016. Namun proses integrasi tersebut hingga saat ini belum berhasil mencapai tujuannya. Salah satu penyebab yang ditemukan adalah gejala mentalitas silo dalam proses integrasi. Oleh karena itu, penelitian ini bertujuan untuk mengetahui karakteristik dan faktor penyebab silo mentalitas dalam integrasi sistem pengaduan pelayanan publik di Kementerian Lingkungan Hidup dan Kehutanan. Penelitian ini menggunakan pendekatan post-positivis. Data yang digunakan dalam penelitian ini berasal dari wawancara mendalam, observasi, dan studi pustaka. Hasil penelitian menunjukkan bahwa terdapat dua faktor utama penyebab silo mentalitas dalam integrasi sistem pengaduan di KLHK. Kedua faktor tersebut adalah belum adanya sebaran visi dan misi serta belum adanya kejelasan peran dan tanggung jawab para pelaku terkait integrasi sistem pengaduan pelayanan publik di Kementerian Lingkungan Hidup dan Kehutanan. Sedangkan karakteristik yang dominan adalah perilaku yang mengedepankan keamanan dan kenyamanan unit itu sendiri serta mempertimbangkan unit lain yang memberi beban tambahan. Analisis faktor dan karakteristik tersebut menggunakan teori Unsur Budaya Schein (2010) yang dipadukan dengan teori Penyebab Silo Schutz dan Bloch (2006).

After the implementation of LAPOR as a general application in the National Public Service Complaint System (SP4N), every central and local government agency must integrate its complaint system with LAPOR. The Ministry of Environment and Forestry of the Republic of Indonesia, as one of the institutions, is experiencing difficulties in the integration process because it has many internal complaint systems. The integration process has been carried out since 2016. However, the integration process has yet to achieve its goals. One of the causes found was a symptom of the silo mentality in the integration process. Therefore, this study aims to determine the characteristics and factors that cause mental silos in the integration of the public service complaint system at the Ministry of Environment and Forestry. This study uses a post-positivist approach. The data used in this study came from in-depth interviews, observations, and literature studies. The results showed that there were two main factors causing the silo mentality in the integration of the complaint system at the Ministry of Environment and Forestry. These two factors are the absence of the distribution of the vision and mission and the lack of clarity on the roles and responsibilities of actors related to the integration of the public service complaint system in the Ministry of Environment and Forestry. Meanwhile, the dominant characteristic is behavior that prioritizes the safety and comfort of the unit itself and considers other units that give additional burden. Analysis of these factors and characteristics uses Schein's Cultural Elements theory (2010) combined with the theory of the Cause of Silo Schutz and Bloch (2006)."

"Dengan tingkat belanja yang sama di bidang pendidikan atau kesehatan, beberapa daerah memiliki pencapaian IPM yang baik sementara daerah lainnya mengalami ketertinggalan. Hal tersebut menunjukkan terdapat faktor lain yang mempengaruhi pencapaian IPM. Human Development Report 2016 secara khusus menekankan bahwa Indonesia harus memberikan perhatian serius terhadap mekanisme akuntabilitas lokal. Hal ini menimbulkan pertanyaan bagaimanakah peran akuntabilitas pemerintah daerah terhadap pembangunan manusia di Indonesia. Dengan menggunakan Hausman Taylor estimator, penelitian ini menguji peran akuntabilitas dan pengeluaran publik menggunakan data panel tingkat kabupaten/kota di Indonesia selama periode 2012-2016. Hasil penelitian menunjukkan bahwa belanja publik secara tersendiri tidak berkorelasi signifikan terhadap IPM. Namun, ketika tata kelola dilibatkan, belanja kesehatan publik efektif dalam meningkatkan IPM di daerah yang akuntabilitasnya baik, dan sebaliknya tidak efektif di daerah dengan akuntabilitas yang rendah.

With the same level of spending in the field of education or health, some regions have good HDI achievements while some other regions are lagging behind. This shows that there are other factors that contribute to the achievement of the HDI. The Human Development Report 2016 specifically emphasizes that Indonesia must improve service delivery and give serious attention to local accountability mechanisms. This raises the question of how the role of local government accountability for human development in Indonesia. Using Hausman Taylor estimator, we estimate the effect of public spending and accountability from the district panel data in Indonesia over the period 2012-2016. The results in this paper suggest that public expenditure alone is not sufficient in achieving human development outcome. However, when governance is involved, public expenditure in the health sector is effective in increasing HDI in districts with high local government accountability, and vice versa is not effective in districts with low accountability."
