"Skipsi ini menganalisis hubungan antara karakteristik kepala daerah dengan tingkat responsivitas dalam melengkapi rekomendasi tindak lanjut hasil pemeriksaan. Karakteristik yang digunakan dalam penelitian ini adalah usia, tingkat pendidikan, latar belakang pendidikan, pengalaman birokrasi dan pengalaman berwirausaha. Penelitian ini juga menguji pengaruh tingkat responsivitas penyelesaian rekomendasi tindak lanjut hasil pemeriksaan terhadap kinerja dengan menggunakan skor EKPPD. Penelitian ini menggunakan purposive sampling, dengan sampel yang digunakan yaitu 314 kabupaten / kota di Indonesia pada tahun 2014-2016.Hasil penelitian membuktikan bahwa karakteristik kepala daerah dilihat dari umur, tingkat pendidikan, latar belakang pendidikan, pengalaman birokrasi dan pengalaman kewirausahaan tidak berpengaruh terhadap tingkat responsivitas daerah dalam melengkapi rekomendasi hasil pemeriksaan. Kajian ini tidak berhasil membuktikan bahwa terdapat hubungan positif antara tingkat ketanggapan penyelesaian rekomendasi tindak lanjut atas kinerja, namun justru menemukan pengaruh negatif antara tingkat ketanggapan daerah dalam melengkapi rekomendasi pemeriksaan terhadap kinerja pemerintah daerah.

This skipsi analyzes the relationship between the characteristics of the regional head and the level of responsiveness in completing the follow-up recommendations for the examination results. The characteristics used in this study are age, education level, educational background, bureaucratic experience and entrepreneurial experience. This study also examined the effect of the level of responsiveness of completing the follow-up recommendations of the examination results on performance using the EKPPD score. This study used purposive sampling, with the sample used, namely 314 districts / cities in Indonesia in 2014-2016.

The results of the study prove that the characteristics of the regional head seen from age, education level, educational background, bureaucratic experience and entrepreneurial experience have no effect on the level of regional responsiveness in completing the recommendations of the examination results. This study failed to prove that there was a positive relationship between the level of responsiveness in completing follow-up recommendations on performance, but instead found a negative influence between the level of responsiveness of regions in completing audit recommendations on local government performance."

"Skripsi ini membahas mengenai bagaimana pengaruh moderasi korupsi dalam hubungan karakteristik pemerintah daerah, aspek keuangan, dan akuntabilitas laporan keuangan terhadap kinerja pemerintah daerah. Kinerja pemerintah daerah diukur dengan menggunakan skor Evaluasi Kinerja Penyelenggaraan Pemerintah Daerah (EKPPD). Karakteristik pemerintah daerah diukur dengan menggunakan proksi ukuran pemerintah daerah, tingkat kekayaan pemerintah daerah, tingkat ketergantungan pemerintah daerah kepada pemerintah pusat, dan jumlah anggota legislatif. Aspek keuangan diukur menggunakan rasio aktivitas (rasio belanja modal) dan rasio pertumbuhan Pendapatan Asli Daerah (PAD) sedangkan akuntabilitas laporan keuangan diukur dengan menggunakan opini audit, jumlah temuan audit, dan nilai temuan audit. Hasil penelitian ini menunjukkan bahwa korupsi berpengaruh terhadap hubungan antara rasio belanja modal dan kinerja pemerintah daerah, rasio pertumbuhan PAD dan kinerja pemerintah daerah, opini audit dan kinerja pemerintah daerah, dan nilai temuan audit dan kinerja pemerintah daerah.

This thesis discussed how the influence of moderation corruption in relations of characteristic of local government, financial aspects, and accountability of financial report to local government?s performance. Local government?s performance are measured using a score of EKPPD. Characteristic of local governments are measured by size of local governments, wealth of local governments, the level of the dependency of local governments to the central government, and the number of members of the legislature. Financial aspects measured by the activity ratio (the ratio of capital expenditures) and the growth ratio of local revenue, and accountability of financial report are measured by audit opinion, the number of audit findings, and value of the audit findings. The result indicates that corruption impact on the relationship between the ratio of capital expenditure and local government?s performance, the growth ratio of local revenue and local government?s performance, audit opinion and local government?s performance, and value of the audit findings and local government?s performance."

"ABSTRACTAkuntabilitas adalah salah satu aspek yang diharapkan dari perubahan dalam reformasi birokrasi untuk diciptakan pemerintahan yang bagus. SAKIP dibentuk untuk mengukur kinerja agensi dalam konteks akuntabilitas dan pengembangan kapasitas serta kinerja lembaga pemerintah. Pada 2017 Pemerintah Kota Bekasi mampu merealisasikan anggarannya sebesar 83,85% tetapi genap jadi, KEMENPAN-RB menilai kinerja Pemerintah Kota Bekasi pencapaiannya hanya memperoleh nilai 11,05 dari target 20. Kota BekasiSAKIP Pemerintah menerima skor B dan berdasarkan pada pernyataan KEMENPAN -RB ini dapat menunjukkan berbagai inefisiensi> 30%. Oleh karena itu, penelitian ini bertujuan untuk menganalisis kinerja Pemerintah Kota Bekasi dilihat dari penggunaan anggaran dalam upaya untuk mencapai kinerjanya, menggunakan konsep Value for Money. Metode yang digunakan dalam Penelitian ini bersifat post-positivis, data yang dikumpulkan diperoleh dari hasil mendalam wawancara dengan narasumber dan data sekunder dalam bentuk dokumen. ini Penelitian dianalisis secara kualitatif. Hasil penelitian ini, yaitu Kota Bekasi Pemerintah dapat dikatakan tidak cukup baik dalam memanfaatkan anggaran untuk mencapainya kinerja, ini disebabkan beberapa hal, yaitu Pemerintah Kota Bekasi memiliki beberapa permasalahannya, yaitu Pemerintah Kota Bekasi cenderung tidak ekonomis dalam menggunakannyaanggaran, menyebabkan anggaran yang dikeluarkan oleh Pemerintah Kota Bekasi lebih banyak dialokasikan untuk tujuan internal. Pemerintah Kota Bekasi dalam membuat program atau kegiatan tidak sesuai dengan fokus tema yang diangkat di setiap tahun, menghasilkan anggaran yang dibelanjakan bukanlah target yang tepat sesuai dengan target atau tujuan yang ingin diperoleh setiap tahun. Kelemahan dari Pemerintah Kota Bekasi dalam membuat indikator kinerja memiliki menyebabkan target yang ditetapkan oleh Pemerintah Kota Bekasi tidak tercapai seperti yang direncanakan dalam RPJMD, akhirnya menghasilkan realisasi anggaran di Kota Bekasi Pemerintah tetapi memiliki nilai rendah dalam kinerja KEMENPAN-RB.

The results of this study, namely the City of Bekasi The government can be said to be not good enough in utilizing the budget to achieve it performance, this is due to several things, namely Bekasi City Government has several the problem is that the Bekasi City Government tends to be uneconomical in using it budget, causing the budget spent by the Bekasi City Government to be allocated more internal purpose. The Bekasi City Government does not make programs or activities in accordance with the focus of the theme raised in each year, generates a budget what is spent is not the right target according to the target or goal that you want to get every year. The weakness of the Bekasi City Government in making performance indicators have causing the target set by the Bekasi City Government to not be achieved as planned in The RPJMD has finally resulted in budget realization in Bekasi City The government but has a low value in the performance of KEMENPAN-RB."

Studi ini mengeksploitasi efek dari reformasi sistem pensiun di Belanda pada tahun 2006 untuk mengetahui apakah hal tersebut mempengaruhi kepuasan dan kepercayaan berpolitik masyarakat terhadap pemerintah. To what extent does government performance matter to citizens satisfaction? This study exploits the shock effect of the 2006 Dutch pension reform to find whether it affects citizens political satisfaction and confidence in government. The analyses use data obtained from LISS panel study (collected in 2007 and 2008) and observe citizens living in the Netherlands born in 1945-1955. The results do not find any support that the 2006 Dutch pension reform affects the citizens political satisfaction and confidence in the government. However, the results are not robust when regressed in quadratic split models within the 1947-1953 bandwidth."

"Akuntabilitas kinerja merupakan salah satu bentuk upaya pemerintah Indonesia dalam melakukan reformasi birokrasi. Pemerintah Kota Depok merupakan salah satu instansi pemerintah yang telah mendapatkan predikat baik dalam akuntabilitas kinerjanya jika mengacu pada penilaian dari Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi. Namun demikian, masih terdapat beberapa kekurangan dalam akuntabilitas kinerja Pemerintah Kota Depok, seperti road map reformasi birokrasi yang baru dibuat dan dilaksanakan, program-program yang tidak dirancang khusus untuk meningkatkan akuntabilitas kinerja, hingga penurunan pencapaian kinerja dari tahun 2017 hingga 2018. Penelitian ini bertujuan untuk menjelaskan tentang implementasi akuntabilitas kinerja pada Pemerintah Kota Depok, dengan menggunakan teori akuntabilitas kinerja Artley (2001) beserta indikator-indikatornya. Penelitian ini menggunakan pendekatan post-positivis dengan pengumpulan data berupa wawancara mendalam dan studi pustaka. Hasil penelitian ini menunjukkan bahwa akuntabilitas kinerja pada Pemerintah Kota Depok belum terlaksana secara optimal, dimana beberapa indikator akuntabilitas kinerja telah dilaksanakan, tetapi belum dilaksanakan secara konsisten. Inkonsistensi pelaksanaan akuntabilitas kinerja dapat menjadi kendala bagi Pemerintah Kota Depok dalam mencapai target kinerjanya. Untuk itu, Pemerintah Kota Depok diharapkan dapat meningkatkan pelaksanaan akuntabilitas kinerjanya untuk memberikan hasil kinerja yang terbaik bagi stakeholders.

Performance accountability is one form of the Indonesian government's efforts to reform the bureaucracy. Depok City Government is one of the government agencies that has received a good title in its performance accountability when referring to the assessment from the Ministry of Administrative Reform and Bureaucratic Reform. However, there are still some deficiencies in the performance accountability of the Depok City Government, such as the newly created and implemented bureaucratic reform road map, programs that are not specifically designed to increase performance accountability, to a decrease in performance achievement from 2017 to 2018. to explain about the implementation of performance accountability in the Depok City Government, using the performance accountability theory of Artley (2001) and its indicators. This study uses a post-positivist approach with data collection in the form of in-depth interviews and literature study. The results of this study indicate that the performance accountability in the Depok City Government has not been implemented optimally, where several performance accountability indicators have been implemented, but have not been implemented consistently. Inconsistency in the implementation of performance accountability can become an obstacle for the Depok City Government in achieving its performance targets. For this reason, the City Government of Depok is expected to increase the implementation of its performance accountability to provide the best performance results for stakeholders."
