"Inkubator bisnis teknologi merupakan salah satu infrastruktur terpenting dan memiliki peran yang sangat strategis dalam pembentukan ekosistem inovasi. Dimana dengan adanya tata kelola inkubator yang baik akan menghasilkan perusahaan rintisan yang kompetitif. Banyak faktor yang dapat mempengaruhi kemampuan inkubator untuk dapat menjalankan peran tersebut. Adapun tujuan dari penelitian ini adalah untuk mengembangkan model konseptual pengukuran kinerja suatu inkubator berdasarkan persepsi pengguna. Dimana dalam kajian ini, faktor-faktor yang dianalisis meliputi aspek 7S: space, share, support, service, skill, seed capital, dan sinergy. Pengembangan konseptual model dilakukan dengan pendekatan PLS-SEM. Di samping itu juga dilakukan analisa strategi berdasarkan dari hasil uji model dengan menggunakan metode Service Quality dan Importance Performance Analysis (IPA). Dari hasil uji 13 hipotesis yang dilakukan dengan melibatkan 93 responden, ditemukan 5 hipotesis yang ditolak yaitu faktor space, skill, seed capital, dan sinergy memiliki korelasi positif namun tidak signifikan terhadap kinerja inkubator yang diteliti. Selain itu juga ditemukan bahwa faktor support juga memiliki korelasi positif namun tidak signifikan terhadap faktor pengembangan bisnis perusahaan pemula. Sedangkan dari hasil analisis Service Quality dan IPA diperoleh bahwa dari 17 strategi yang dikembangkan, 6 strategi perlu ditingkatkan, 9 dianggap sudah sesuai, dan 2 strategi dianggap memiliki prioritas rendah.

The technology business incubator is one of the most important infrastructures and has a very strategic role in shaping the innovation ecosystem. Where the existence of good incubator governance will produce competitive start-ups. Many factors can influence the incubator's ability to carry out this role. This study aims to develop a conceptual model of the performance of an incubator based on user perceptions. Where in this study, the factors analyzed include the 7S aspects: space, share, support, service, skills, seed capital, and synergy. The conceptual model development was conducted using the PLS-SEM approach. In addition, strategy analysis also was conducted based on the results of the model test by using the Service Quality and Importance Performance Analysis (IPA) method. From the results of the 13 hypothesis testing conducted involving 93 respondents, it was found that 5 rejected hypotheses, namely space, skill, seed capital, and synergy factors had a positive but insignificant correlation to the performance of the incubator studied. In addition, it was also found that the support factor also has a positive but insignificant correlation to the business development factor of a start-up company. Meanwhile, the Service Quality and IPA analysis results show that from the 17 developed strategies, 6 strategies need to be improved, 9 were considered appropriate, and 2 strategies were considered low priority."
