Abstrak :
Indonesian Automatic Finger Identification System (INAFIS)mendukung tugas Polri, baik dalam segi penegakan hukum dan pelayanan terhadap masyarakat. Namun, masih ada sejumlah masalah dalam kelembagaan INAFIS Polri. Tulisan ini membahas dua hal, yaitu kapabilitas dan kapasitas kelembagaan INAFIS di kewilayahan. Tujuan penelitian ini ialah 1)mengetahui tingkat efektivitas implementasi SOTK Pusinafis Bareskrim Polri berdasar analisis kapabilitas kelembagaan INAFIS di kewilayahan terkait dimensi struktur kelembagaan dan beban kerja; 2)mengetahui tingkat efektivitas implementasi SOTK Pusinafis Bareskrim Polri melalui analisis kapasitas kelembagaan Inafis di kewilayahan terkait dimensi Sumber Daya Manusia, sarana prasarana, anggaran, dan Hubungan Tata Cara Kerja (HTCK). Penelitian ini dilakukan dengan pendekatan mix method dengan teknik pengumpulan data penyebaran kuesioner, wawancara, Focus Group Discussion(FGD), dan studi dokumen. Responden penelitian kuantitatif adalah pejabat dan personel yang bertugas pada Seksi Identifikasi (Siident) di tingkat Polda dan Urusan Identifikasi (Urident) di tingkat Polres. Informan penelitian kualitatif adalah pejabat terkait untuk tingkat Polda dan tingkatPolres. Hasil penelitian menunjukkan bahwa dalam hal Kapabilitas Kelembagaan, struktur organisasi fungsi Inafis di tingkat Mabes Polri belum memiliki kesatuan dengan struktur kelembagaan fungsi Identifikasi di tingkat Polda dan Polres. Selain itu, beban kerja fungsi Inafis di kewilayahan belum rasional/tidak seimbang dengan jumlah personel / Sumber Daya Manusia (SDM) yang tersedia. Anggaran fungsi Inafis di kewilayahan masih menyatu dengan mata anggaran Satker Reskrimum dan belum mencukupi untuk mendukung kegiatan operasional. Hubungan Tata Cara Kerja (HTCK) dan Susunan Organisasi dan Tata Kerja (SOTK) Pusinafis di kewilayahan belum efektif dalam menjawab tantangan tugas Polri saat ini, khususnya di bidang forensik.
