Abstrak :
Impossible Refuge brings the perspectives of refugees into rapidly emerging dialogues about contemporary situations of mass forced migration, asking: what does it mean to be displaced? Based on multi-sited ethnographic research conducted with refugees from Central Africa living in situations of protracted asylum in Uganda and resettlement in Australia, the book provides a unique comparative analysis of global humanitarian systems and the experiences of refugees whose lives are interwoven with them. The book problematises the solutions that are currently in place to resolve the displacement of refugees, considering that since displacement cannot be reduced to a politico-legal problem but is an experience that resonates at an existential level, it cannot be assumed that politico-legal solutions to displacement automatically resolve what is, fundamentally, an existential state of being. Impossible Refuge therefore offers a new theoretical foundation through which to think about the experiences of refugees, as well as the systems in place to manage and resolve their displacement. The book argues that the refuge provided to refugees through international humanitarian systems is conditional: requiring that they conform to lifestyles that benefit the hegemonic future horizons of the societies that host and receive them. Impossible Refuge calls for new ways of approaching displacement that go beyond the exceptionality of refugee experience, to consider instead how the contestation and control of possible futures makes displacement a general condition of our time.

Although displacement is commonly associated with refugees fleeing conflict, millions of people are resettled every year in the name of development and progress. Many of these individuals endure social and cultural disruption as well as economic upheaval, and a significant number never regain their former quality of life. Despite this, the voices of those with direct experience of displacement are rarely heard. Displaced seeks to redress this, bringing together oral histories that reveal the loss of cultural continuity and identity, shifts in family responsibilities and gender roles, and fractured relationships between generations that are just some of the challenges people face as they attempt to rebuild lives and communities. Although these narratives are suffused with regret and a sense of loss, they also demonstrate resourcefulness and resilience in the face of profound change. Since 1989, Jammu and Kashmir has been affected by conflict between the Indian state and a movement demanding independence. This book explores the effect of that conflict on the Hindu Pandit minority of the Kashmir Valley. The displacement of the Kashmir Pandits has been drastic with the majority having fled Kashmir within the first year of the conflict and relocating to Jammu and elsewhere. They are one of the most prominent internally displaced persons (IDPs) in the region. Kashmiri Pandits are historically associated with state bureaucracies from the precolonial to postcolonial regimes and having been prominent landowners in Kashmir. While Kashmiri nationalism declares independence from the Indian state, the Pandits are located in the union between India and Kashmir. This book attempts to explore their experiences by looking at their relationship to Kashmir and the place they have relocated to, where they have rebuilt their lives. Focusing on camp colonies and the lives of Pandits across the city, the book reveals a tension between the recovery of ordinary life after loss and the inability to feel truly settled and to finds ones place in the world. This book explores how they seek recognition as victims through engagements with political parties, organizations, and organs of the Indian welfare state. But this process is caught in a struggle between the uniqueness of victimhood and the universality of violence and suffering. Thus, this book attempts to understand experiences of dispossession among people who occupy a politically ambivalent location.

Non-Traditional Security in Asia examines the critical security challenges faced by states and societies in Asia including health, food, water, natural disasters, internal conflict, forced migration, energy, transnational crime, and cyber security. Through the development of a comprehensive analytical framework that establishes the key ingredients to policy evaluation, the editors draw on a wide variety of experts to collaborate in investigating these crucial issues. This inclusive framework ensures that all voices are heard including those oftentimes under-represented and marginalized in society to ensure that academic and policy debates are well informed about the often complex and nuanced nature of these non-traditional security challenges.
