Penelitian yang meneliti mengenai strategi memperkuat ketahanan pangan di wilayah kepulauan belum banyak dilakukan. Padahal sebagian besar kawasan Indonesia adalah wilayah kepulauan. Ketahanan pangan bagi Kabupaten Simeulue sangat penting untuk dilakukan pengkajian mengingat Kabupaten Simeulue merupakan daerah kepulauan terluar di Indonesia. Masalah Ketahanan pangan terkait erat dengan masalah sosial ekonomi, politik dan budaya yang lebih besar, sehingga terus dilakukan pengkajian secara bersama dengan pengambil keputusan di berbagai bidang lainya. Permasalahan ketersediaan pangan memerlukan penanganan yang serius dan terencana. Berdasarkan latar belakang yang telah dijabarkan di atas maka permasalahan utama penelitian ini adalah bagaimana persepsi ketahanan pangan penduduk di Kabupaten Simeulue yang berbentuk kepulauan dan strategi ketahanan pangan yang dapat digunakan pemerintah Kabupaten Simeulue untuk menunjang ketahanan pangan. Penelitian ini bertujuan untuk mengetahui persepsi penduduk terhadap ketahanan pangan dan gambaran umum ketahanan pangan Kabupaten Simeulue dan mengetahui strategi apa yang di gunakan Pemerintah Kabupaten Simeulue untuk menunjang Ketahanan Pangan. Metode yang digunakan adalah metode survey dengan skala linkert dengan sampel berjumlah 100 responden. Teknik pengambilan sampel yang digunakan adalah simple random sampling. Sedangkan analisis SWOT dan penentuan strategi menggunakan metode kualitatif dengan in depth interview pejabat daerah di Kabupaten Simeulue. Triangulasi data dilakukan melalui hasil survey persepsi, hasil statistik dari Badan Pusat Statistik Kabupaten Simeulue, dan hasil in-dept interview. Penduduk Simeulue yang menjadi responden memiliki persepsi bahwa dalam aspek ketersedian pangan,hasil produksi padi di Simeulue tidak mencukupi kebutuhan penduduk. Hal tersebut berimplikasi pada tergantungnya Kabupaten Simeulue terhadap hasil produksi padi di Sumatera daratan untuk memenuhi kebutuhan penduduk.permasalahan mengenai aspek keterjangkauan pangan terletak pada masalah transportasi. Sebagian penduduk Simeulue berpersepsi bahwa sulit menjangkau pangan karena masalah transportasi. Penduduk juga kesulitan membeli bahan pangan jika harga naik akibat masalah transportasi. Kondisi sarana prasarana secara umum belum mendukung kinerja subsistem distribusi pangan Simeulue. Dalam hal konsumsi pangan, penduduk berpandangan bahwa diversifikasi atau keragaman pangan masih kurang. Hal tersebut dapat dilihat dari pilihan makan dari responden. Sebagian responden tidak selalu memilih asupan protein. Sumber karbohidrat utama adalah beras. Strategi pembangunan ketahanan pangan Kabupaten Simeulue adalah dengan memaksimalkan kekuatan untuk menanggulangi ancaman yang mungkin timbul, yaitu: a) melaksanakan diversifikasi, revitalisasi pertanian perikanan, kehutanan dengan potensi sumberdaya lahan yang ada dalam rangka pengentasan kemiskinan; b) mewujudkan koordinasi, advokasi dan sosialisasi ketahanan pangan dalam rangka mengatasi masalah penduduk, kemiskinan, harga sarana produksi, masalah gizi dan kesehatan. Rekomendasi kebijakan opersional ketahanan pangan adalah: a) pengembangan transportasi laut, b) pengembangan sumber daya manusia, c) pengembangan sarana prasarana pertanian, d) pengembangan teknologi pengolahan pangan, e) kompetensi aparatur daerah, f) pengembangan lumbung pangan dan cadangan pangan.

Simeulue food security is very important to do an assessment considering Simeulue outer islands of Indonesia. Food security issues closely related to socio-economic issues, politics and the larger culture, so the assessment is being conducted jointly with the decision makers in a variety of other fields. Food availability issues require a serious and well-planned. Based on the background that has been described above, the main problem of this research is how the perception of the population food security in the form of islands of Simeulue and food security strategies that can be used to support the government Simeulue food security. This study aims to determine the perceptions of residents on food security and a general overview of food security Simeulue and know what strategies are in use to support the Government of Simeulue District Food Security. The majority of respondents do not always choose the intake of protein. Rice is the main source of carbohydrates. The development strategy of food security Simeulue is diversification strategy, by maximizing the power to deal with threats that may arise, namely: a) implement the revitalization of agriculture fisheries, forestry and land resource potential that exists in order to alleviate poverty; b) realize coordination, advocacy and dissemination of food security in order to overcome the problem of population, poverty, production facilities, nutrition and health issues. Operational food security policy recommendations are: a) The development of marine transportation, b) development of human resources, c) development of agriculture infrastructure, d) the development of food processing technology, e) the competence of local officials, f) development barns;The study examines the strategies to strengthen food security in the islands has not been done. Ketahanan pangan menjadi isu strategis di Kabupaten Sukabumi mengingat kabupaten ini masih memiliki angka prevalensi stunting sebesar 37 % atau dengan kata lain 1 dari 3 anak di Kabupaten Sukabumi mengalami stunting. Penelitian ini bertujuan untuk memetakan tingkat ketahanan pangan masyarakat dan merumuskan strategi peningkatan ketahanan pangan dalam meminimalisasi kejadian stunting di Kabupaten Sukabumi. Metode penelitian menggunakan deskriptif kualitatif dengan analisis data EFE (External Factor Evaluation) dan IFE (Internal Factor Evaluation) yang dirumuskan dalam satu analisis SWOT (Strength Weakness Opportunity Threat). Pendekatan penelitian menggunakan Global Food Security Index dan Food Security and Vulnerability Atlas. Hasilnya ditemukan bahwa ketahanan pangan ditinjau dari dimensi affordability dapat dijangkau oleh seluruh lapisan masyarakat, dimensi availability jumlah ketersediaan pangan telah memenuhi standar ideal, sementara dimensi quality and safety belum memenuhi standar ideal. Kabupaten Sukabumi memiliki jumlah desa rawan pangan sebesar 168 desa. Strategi peningkatan ketahanan pangan dalam meminimalisasi stunting yang paling tepat digunakan adalah Strategi Diversifikasi yang dilakukan melalui: (1) diversifikasi pangan; (2) optimalisasi ketersediaan pangan dan ternak; (3) penyediaan lapangan kerja pada industri pertanian; dan (4) membatasi konversi lahan pertanian. Pemerintah Kabupaten Sukabumi perlu melakukan upaya koordinasi yang sinergi dan berkesinambungan antar lembaga dalam meningkatkan ketahanan pangan dan penanganan stunting. Selain itu, program percepatan diversifikasi pangan agar lebih ditingkatkan mengingat pentingnya pemenuhan gizi untuk mencegah dan menangani stunting.
Food security has becoming strategic issue in Sukabumi District in view of this district still having stunting prevalence 37%. In other word, one of three children in Sukabumi District having stunting. This research aims to maping the level of society food resilience and to formulating the strategy of increasing food security in minimizing case of stunting in Sukabumi District. The method applied in this reasearch is descriptive qualitative which combined with EFE (External Factor Evaluation) and IFE (Internal Factor Evaluation) analysis in one formula SWOT (Strength Weakness Opportunity Threat). Research also used an approach of Global Food Security Index and Food Security and Vulnerability Atlas. The results of this research are considered from affordability dimension, whole society could afford it; availability dimension, amount of food availability has fulfill the ideal standard; while quality and safety dimensions heve not fulfill the ideal standard. Sukabumi District are having 168 villages that food insecurity. The appropriate strategy of increasing food security in minimizing stunting is Diversification Strategy, which implementing through: (1) food diversification; (2) optimilizing food and livestock availability; (3) providing employment in agriculture areas; and (4) restraining the conversion of agricultural land. The government of Sukabumi District need to striving for sinergic and continuous coordination among institutions in increasing food security and handling the prevention of stunting. Furthermore, the acceleration programme of food diversification have to be improved considering the importance of fulfilling nutrition for preventing and treating stunting.

Ketahanan pangan menjadi merupakan hal yang penting dan salah satu prioritas dalam pembangunan nasional. Tataniaga beras adalah elemen yang berpengaruh pada mata rantai komoditas beras mulai dari proses produksi hingga sampai pada konsumen akhir. Keefisienan pemasaran tataniaga pangan ditentukan juga oleh sistem dalam memasarkan hasil pangan. Tingginya biaya pemasaran berakibat terhadap berkurangnya surplus produsen dan membebani konsumen. Tataniaga yang perlu memperhatikan distribusi dari komoditas beras tersebut sendiri. Rangkaian saluran distribusi beras yang panjang bisa saja mengakibatkan margin tataniaga tidak terdistribusi secara proporsional pada tiap lembaga tataniaga beras. Penelitian melakukan analisis intelijen terhadap tataniaga beras di Provinsi Jawa Barat. Dwengan menggunakan teknik analisis ancaman, analisis kerentanan, dan analisis risiko. Data yang digunakan dalam penelitian ini adalah data harga beras Provinsi Jawa Barat 2017-2018, data pelaku tataniaga yang diperoleh langsung dari wawancara serta studi literature. Penelitian ini bersifat deskriptif analitik terhadap data yang diperoleh dari hasil pengamatan, wawancara, dokumentasi, dan analisis terhadap subyek penelitian. Berdasarkan hasil penelitian ditemukan bahwa lembaga-lembaga yang memiliki ancaman menengah pada tataniaga adalah Penggilingan besar dan pedagang besar. Tingkat kerentanan beras sebagai objek ancaman termasuk dalam kategori menengah. Risiko yang terjadi pada tataniaga beras juga menengah. Saran terhadap penelitian ini kepada pemerintah adalah perlunya melakukan kajian ulang terhadap peraturan-peraturan yang berkaitan dengan permasalahan pangan dan tataniaga, serta memotong rantai lembaga tataniaga untuk mengurangi biaya produksi.
Food security is an important issue as well as a priority in national development.  Rice distri¬bu-tion process is an influential element of the rice commodity distribution chain, as it stretches from the production process to delivery to end consumer.  The efficiency of food marketing distribution is determined by the system used to market the food products. The high cost of marketing cuts through producer surplus, and it burdens the consumer in the end.  Distri¬bu¬tion process for rice commodity must be set up in such a way that it considers the act of distributing the commodity itself.  A long chain of rice distribution causes the margin in distribution process to be distributed disproportionately among each institution in the distribution process.

The study is an intelligence analysis of rice distribution process in the Province of West Java. It uses threat analysis, vulnerability analysis, and risk analysis techniques.  The data used in this study is data of the dynamics of rice prices in the Province of West Java in 2017-2018, obtained directly from interviews with actors of distribution process and literature studies.  The study is an analytical description of the data obtained from observation, interviews, documents, and analyses of the subject of the study.

Study results show that the institutions that pose medium threat to the distribution process are large mills and large merchants. Rices level of vulnerability as an object of threat is in the medium category, and the level of risk to rice distribution process is also medium.  The recom-mendation that we can provide to the Government based on the results of this study is to review all regulations relating to food production and food distribution issues, and to shorten the distribution process chain of rice to reduce production costs at producer level and reduce prices at consumer level.

Penelitianl inil bertujuan untuk mengetahuil kearifanf lokal yang menjadi faktor penentu ketahanan pangan Urang Kanekes (suku Baduy), serta kontribusinya terhadap ketahanan pangan di Kabupaten Lebak dan Provinsi Banten. Menggunakan mix-method, untuk pendekatan kualitatif kearifan lokal masyarakat Kanekes, menghasilkan padi yang disimpan di leuit (lumbung padi) merupakan bukti dari kearifan lokal yang berperan dalam ketahanan pangan. Padi tersebut dihasilkan dari bertani dengan sistem (huma) ladang yang merupakan sistem pertanian utama masyarakat Kenekes, disamping berjualan hasil bumi lainnya yang tidak dilarang oleh adat, seperti madu, duren, gula merah, dan menjadi tour guide tamu yang berkunjung ke Kanekes. Pendekatan kuantitatif menggunakan regresi dengan data tingkat kabupaten lebak dan data tingkat provinsi. Pertama, regresi panel data sebanyak 28 kecamatan di kabupaten Lebak selama 12 bulan dari tahun 2020-2021, menghasilkan bahwa kecamatan Leuwidamar dimana Urang- Kanekes berada memiliki stok beras yang lebih tinggi daripada rata-rata kecamatan lain di Lebak untuk setiap bulan sepanjang tahun. Kedua, regresi berganda diterapkan untuk 4 indeks pangan (indeks ketahanan, indeks ketersediaan, indeks keterjangkauan, dan indeks keberlanjutan) dengan data 8 kabupaten/kota di provinsi Banten antara tahun 2018-2021 (4 tahun). Hasil penelitian menunjukkan bahwa kearifan lokal dengan berladang, dan disimpan di lumbung merupakan pilar ketersediaan pangan yang penting bagi suatu komunitas dalam hal ini komunitas Urang Kanekes, dimana ketahanan pangan ditingkat komunitas akan berkontribusi ke tingkat-tingkat selanjutnya hingga tingkat Nasional ......This study aims to determine local wisdom which is a determining factor for Urang Kanekes (Baduy tribe) food security, as well as its contribution to food security in Lebak Regency and Banten Province. Using a mix-method, for a qualitative approach to the local wisdom of the Kanekes people, producing rice stored in a leuit (rice barn) is evidence of local wisdom which plays a role in food security. The rice is produced from farming with the (huma) field system which is the main agricultural system of the Kenekes community, in addition to selling other agricultural products that are not prohibited by custom, such as honey, durian, brown sugar, and being a guest tour guide visiting Kanekes. The quantitative approach uses regression with Lebak district level data and provincial level data. First, the regression panel data of 28 sub-districts in Lebak district for 12 months from 2020-2021, results that the Leuwidamar sub-district where Urang-Kanekes is located has higher rice stocks than the average of other sub-districts in Lebak for every month of the year. Second, multiple regression is applied to 4 food indices (resilience index, availability index, affordability index, and sustainability index) with data from 8 districts/cities in Banten province between 2018-2021 (4 years). The results of the study show that local wisdom with farming and storing it in barns is an important pillar of food availability for a community, in this case the Urang Kanekes community, where food security at the community level will contribute to the next levels up to the national level.

Food insecurity is still prevalent in Indonesia with a serious level of hunger. This study was to assess the determinants of household food security during COVID-19 pandemic in Tulungagung, East Java. This cross-sectional study enrolled 187 parents (mother or father) who interviewed using telephone to collect data on socio-demographic characteristics, social assistance, impact of COVID-19, household food security. The study used Household Food Insecure Assess Scale (HFIAS), dietary diversity scale, and coping strategy and index instruments. This study found the prevalence of food insecurity in Tulungagung were 56.1%. After adjusting with several potential confounders, e.g. income (p=0.021) (AdjOR=2.388; 95%CI: 1.123-5.079), type of social assistance (NGO) (p=0.002) (AdjOR=3.945; 95%CI: 1.652-9.421), change in job status (p=0.044) (AdjOR=2.026; 95%CI: 1.210-7.064), drug affordability (p=0.004) (AdjOR=3.104; 95%CI: 1.436-6.712), coping strategy food compromisation (p=0.008) (AdjOR 10.134; 95%CI: 1.816-8.567), and number of coping strategy (p=0.009) (AdjOR 4.365; 95%CI: 1.450-3.083) were determinants factor of household food security. It means that food security could be achieved by improving food availability, the ability to access economically in certain period. ......Kerawanan pangan rumah tangga masih banyak terjadi di Indonesia tingkat kelaparan yang tergolong serius. Penelitian ini untuk mengetahui faktor-faktor determinan ketahanan pangan rumah tangga pada masa pandemi COVID-19 di Tulungagung, Jawa Timur. Studi potong lintang ini mensurvei 187 kepala rumah tangga (ibu atau ayah) dengan wawancara telepon yang menilai karakteristik sosio-demografis, perlindungan sosial, dampak COVID-19, ketahanan pangan rumah tangga dengan Skala Penilaian Kerawanan Pangan Rumah Tangga (HFIAS), keragaman pangan dengan skala keragaman pangan, dan strategi koping dengan indeks strategi koping dan instrument indeks. Prevalensi kerawanan pangan adalah 56.1%. Setelah dilakukan uji regresi logistik, didapatkan pendapatan (p=0,021) (AdjOR=2,388; 95%CI: 1.123-5.079), jenis perlindungan sosial (LSM) (p=0.002) (AdjOR=3.945; 95%CI: 1.652 -9.421), perubahan status pekerjaan (p=0.044) (AdjOR=2.026; 95%CI: 1.210-7.064), perubahan harga obat (p=0.004) (AdjOR=3.104; 95%CI: 1.436-6.712), koping strategi kompromi pangan (p=0,008) (AdjOR 10,134; 95%CI: 1,816-58,567), dan jumlah strategi koping (p=0,009) (AdjOR 4,365; 95%CI: 1,450-13,083) merupakan faktor penentu ketahanan pangan rumah tangga. Ketahanan pangan dapat dicapai melalui peningkatan ketersediaan pangan, kemampuan akses ekonomi dalam periode tertentu.

Rendahnya kehananan pangan masih menjadi permasalahan yang belum terselesaikan, baik pada tingkat global maupun nasional. Sehubungan dengan hal tersebut, berbagai studi menunjukkan hubungan penting modal sosial terhadap Ketahanan pangan. Namun, studi tersebut di Indonesia masih belum komprehensif karena hanya mencakup provinsi, kabupaten, kecamatan, bahkan kelurahan/desa tertentu. Untuk itu, penelitian ini berkontrubusi dengan menggunakan sample yang lebih komprehensif, yaitu meliputi 68.304 rumah tangga sampel Susenas BPS 2018. Hasil pengujian menggunakan estimasi Two-Stage Least Square menunjukkan bahwa modal sosial bonding maupun bridging berkorelasi signifikan terhadap Ketahanan pangan. Lebih lanjut, penelitian ini juga menunjukkan bahwa korelasi modal sosial bridging lebih kuat dibandingkan dengan bonding. Penjelasan atas hal tersebut adalah terkait dengan karakteristik dari setiap modal sosial tersebut. Modal sosial bonding merupakan interaksi diantara masyarakat yang homogen sedangkan modal sosial bridging heterogen. Sebagai akibatnya, interaksi dalam modal sosial bridging dapat memfasilitasi berbagai informasi maupun sumber daya dari dari anggota yang berasal dari golongan ekonomi yang lebih tinggi kepada anggota yang lain. Berdasarkan hasil tersebut, penelitian ini merekomendasikan perbaikan terhadap program-progam pemerintah dalam rangka perbaikan ketahanan pangan rumah tangga dengan melibatkan peran modal sosial bridging. ......Food security is still one of the unresolved global and national issues. Various studies conducted in this field have confirmed the crucial influence of social capital on food security. Nevertheless, these studies were still not thorough enough in Indonesia since these studies only covered households in a particular area, such as a province, district, subdistrict, or even a village. Accordingly, this study contributes to the existing literature by employing a more comprehensive sample consisting of 68,304 households obtained from Statistic Indonesia’s Susenas 2018. Based on the Two-Stage Least Square regression test, this study suggests that social capital bonding and bridging statistically correlate to food security. Furthermore, this study shows that bridging social capital has a more substantial influence on food security. An explanation for this situation is related to each social capital’s nature. Bonding social capital involves social interactions among people with a homogenous background. Conversely, bridging social capital covers the interaction of people from various backgrounds. In other words, people actively engaged in bridging social capital might earn benefits from a higher-level economy member or transfer knowledge from people across the various community. Therefore, based on this evidence, this study recommends enhancing the existing government programs to address household food security issues by involving bridging social capital

Permasalahan pangan menjadi isu prioritas dalam pembangunan nasional mengingat dampaknya dapat mempengaruhi kondisi ketahanan pangan dan kesejahteraan rumah tangga. Permasalahan pangan di periode krisis juga menjadi tantangan bagi masyarakat untuk mengakses kebutuhan pangan pokok dengan harga yang terjangkau. Salah satu cara mengatasi permasalahan pangan dan meningkatkan daya beli masyarakat adalah dengan memberikan bantuan pangan. Penelitian ini akan menganalisis pengaruh Bantuan Pangan Non Tunai (BPNT) terhadap ketahanan pangan rumah tangga. Dalam penelitian ini menggunakan data cross section dari SUSENAS 2021 dengan sampel rumah tangga. Hasil analisis logistik biner menunjukkan bahwa BPNT berpengaruh positif terhadap ketahanan pangan rumah tangga. Dengan meningkatnya kesejahteraan rumah tangga secara keseluruhan melalui BPNT, pemerintah dapat mencapai tujuan pembangunan berkelanjutan yang meliputi pencapaian SDGs, peningkatan kualitas manusia, pertumbuhan ekonomi yang inklusif, dan kesejahteraan yang merata di seluruh negara. Selain itu, faktor karakteristik rumah tangga lainnya yang mempengaruhi ketahanan pangan rumah tangga antara lain gender, usia, status perkawinan, pendidikan, status bekerja kepala rumah tangga, jumlah anggota rumah tangga, tempat tinggal, kepemilikan rumah, akses kredit, dan pengeluaran rumah tangga. ......Food security issues have become a priority in national development as their impact can affect both household food security and welfare. Accessing essential food items at affordable prices during times of crisis presents a challenge for communities. One way to address food security issues and improve the purchasing power of households is through the provision of non-cash food assistance. This study aims to analyze the influence of the Non-Cash Food Assistance Program (BPNT) on household food security. The study utilizes cross-sectional data from the 2021 SUSENAS with a sample of households. The results of binary logistic regression analysis show that BPNT has a positive effect on household food security. By improving the overall welfare of households through BPNT, the government can achieve sustainable development goals, improve human quality, foster inclusive economic growth, and promote equitable well-being throughout the country. Additionally, other household characteristics such as gender, age, marital status, education, employment status of the household head, household size, place of residence, homeownership, access to credit, and household expenditure also influence household food security.

ABSTRAK
Food security has been an issue of endless discussions given its sensitive nature of being associated with the wellbeing of individuals. Pursuant to Article 33 of the Indonesian Constitution, the Indonesian Government, in principle, have the legal capacity to utilize to the greatest extent the nations natural resources for the sake of the welfare of Indonesian citizens through regulating and issuing relevant policies. As regards food security, Indonesian policies, in general, have been more focused on programs that aim to promote self-sufficiency in food production in order to achieve food security, as stated in Law No. 18 of 2012 regarding Food. The Law provides that importing food products can only be conducted if production by local producers is insufficient for the consumption needs of Indonesian citizens. Thus, this article will discuss further the national and international implications as a result of the governments continuous perception that food security problems can be resolved with self-sufficiency in food production. The question is whether this policy has managed to reach its intended goal, namely ensuring Indonesian citizens the availability and access to nutritious food? Finally, this article will offer two solutions that are deemed to be more effective and efficient than the notion of food self-sufficiency in achieving the food security policy objective.

Abtract – In order to maintain food security, it is wiser if the food priority is not limited to rice, but also encourages product diversity of local food-based such as maize, cassava, sweet potato, breadfruit, taro, and banana. The problems of utilizing banana potential in Bogor District are low production due to land use change, plant function change, some farmers have perception of bananas as a second class plant, Fusarium wilt disease, limited use of bananas as fresh fruit and small industrial processed products (such as chips, sale, molen), and production has not been able to fulfill market demand and consequently, export market opportunities have not been utilized. This study describes the extent to which large potential of banana can be used optimally by using defense economics, demand-supply, and food security theory. Primary data sources were obtained from interviews with informant from Local Government, farmers and banana traders in Bogor District, Ministry of Agriculture, Ministry of Trade. Secondary data sources include both from Ministry, Distanhorti, Disdagin, BPS, journals, and electronic media. Validation data by triangulation and data analysis of Miles-Huberman. The results show that bananas have great potential to be developed in Bogor District but its utilization is not optimal. This is due to several factors including application of inappropriate cultivation techniques with SOP, limited large-scale land, land conversion, without large company partnerships. Therefore, it is necessary to build partnerships with large private companies, synergies and coordination between stakeholders in order to increase bananas potential as trade commodity, hence can fulfill market demand. In the end it will improve economic security as one of the main focuses of the defense economy.
