Makanan merupakan satu bahan pokok dalam rangka pertumbuhan dan kehidupan bangsa serta mempunyai peranan penting dalam pembangunan nasional. Makanan yang beredar harus aman dan bermutu sehingga tidak menyebabkan gangguan pada kesehatan dan bermanfaat bagi masyakarat konsumen yang memakannya. Salah satu faktor untuk mendapatkan makanan yang aman dan bermutu adalah Cara produksi Makanan yang Baik harus dilaksanakan oleh para produsen makanan.

Lebih kurang 75 % dari Industri Kecil Makanan yang telah memiliki Sertifikat Penyuluhan (SP) di Sumatera Barat belum patuh menerapkan CPMB. Maka perlu dilakukan penelitian untuk mengetahui faktor-faktor apa saja yang berhubungan dengan kepatuhan pemilik industri kecil makanan untuk menerapkan CPMB. Faktor-faktor yang dilihat hubungannya adalah faktor pendidikan, pengetahuan, sikap pemilik, sarana dan prasarana, bahan tambahan yang dilarang untuk makanan, penerapan sanksi, bimtek / supervisi dan persepsi pemilik. Penelitian dilakukan pada Industri Kecil Makanan (IRT) yang memproduksi kerupuk; roti dan limun dengan desain penelitian cross sectional.

Dari hasil analisis bivariat didapat variabel yang memiliki hubungan yang bermakna dengan kepatuhan adalah pendidikan, pengetahuan, sikap dan persepsi pemilik ( p < 0,05 ). Hasil analisis multivariat didapat bahwa hubungan paling bermakna dengan kepatuhan adalah pengetahuan.

Dengan hasil peneIitian ini diharapkan Ditjen POM (Badan POM) dan Deperindag dapat menyusun bersama pola pelatihan dan penyuluhan tentang CPMB yang mudah diserap supaya pengetahuan industri kecli makanan meningkat. Untuk Balai POM Padang supaya meningkatkan kualitas pembinaan dan pengawasan pada waktu di lapangan supaya pengetahuan, sikap dan persepsi pemilik meningkat sehingga kepatuhannya meningkat pula.

ABSTRACT
Food is one of major material for growth and livelihood of a nation and has important one in the national development. The food supply must be safe and quality that it does not cause health disorder and beneficial for the consumers that consume it. One of the factor to obtain safety and high quality is Good Manufacturing Practice (GMP) that must be implemented by Food Producers.

About 75% of Food Small Scale Industry that has Extended Certilicate (EC) in West Sumatra has not complied with GMP. A research is needed to identify what factors related with compliance of small food industry to not the requirement of GMP. The factors that needs to be identified are education, knowledge, attitude of owner, facilities and infrastructure, additives forbidden for food, sanction, technical guidance/supervision and perception of are owners. The research is done on Food Small Scale Industry (FSSI) that produce crisp, bread, and soda by using cross-sectional design.

It is obtained from bitvariate analysis the variables that have significant relationship with the compliances such as education, knowledge, attitude and perception of the owner (p < 0.05). It is obtain from the result of multivariate analycis that the most ?gnificant relationship with the compliance is knowledge.

With this result it is expected that the Directorate General of Drugs and Food Control and Ministry of Industry and Trade will be able to arrange collectively training and guidance method regarding GMP that can easily understood in order that knowledge of small industry will increase. It is expected that the Office for Drugs and Food Supervision (ODFS), Padang will increase its quality of supervision and controlling during their visit to the field. Therefore, knowledge, attitude and perception of owners will increase and their compliance will also increase.
