"Penelitian ini ingin menjawab pertanyaan tentang bagaimana hubungan antara vertical fiscal imbalance dan local taxing power? Apakah ketika vertical fiscal imbalance mengalami penurunan akan menyebabkan local taxing power mengalami kenaikan? atau sebaliknya. Kemudian seberapa besar magnitude dari perubahan vertical fiscal imbalance ini terhadap local taxing power di level kabupaten dan kota, baik yang merupakan daerah induk maupun daerah otonom baru. Dengan menggunakan model fixed effect, hasil penelitian menunjukkan bahwa ketika ketergantungan terhadap transfer pemerintah pusat berkurang, baik kabupaten maupun kota di daerah otonom baru cenderung menunjukkan performa yang lebih baik dibandingkan kabupaten/kota di daerah induk.

This study wants to answer the question of how is the relationship between vertical fiscal imbalance and local taxing power? Will a decrease in the vertical fiscal imbalance cause local taxing power to increase? or vice versa. Then how big is the magnitude of this change in the vertical fiscal imbalance to local taxing power at the district and city levels, both as parent regions and new autonomous regions. Using the fixed effect model, the results show that when dependence on central government transfers decreases, both districts and cities in new autonomous regions tend to show better performance than districts/cities in the parent region."

"Regional development is an integral part of national development and in line with the principles of fiscal decentralization and regional autonomy. Regional autonomy and fiscal decentralization is a process that is dynamic. In practice, implementation of regional autonomy and fiscal decentralization meant that the region can manage its own finances effectivelyefficiently and accmmtably in order to fund their duties of government provide better public services and creating public decision-making process more democratic.
In order to accelerate regional development funds which are not needed less. In the state of region income and Balance Fund as a major source of local revenue is limited, local government is required to explore other revenue sources so as not to hamper the development process, one of which is through the issuance of Islamic Municipal Bonds (Sukuk). To be able to use tl1e Sukuk as an instrument of regional development fmancing, local government must follow the statutory regulations applicable, comply with Sharia compliance and consider the factors that influence the ability of the region, namely capital spending, third party funds and labor force participation rate.
Regional groups that have low capital budget, the position of the banking deposits in low-and low labor force participation rate has a probability can be issued Sukuk amounting to 39.35%. Factors affecting the ability of regions to issue Sukuk is a factor in third party funds in the high category. While both categories of factors are capital expenditures and higher categories, third party funding and the medium category of labor force participation rate of both categories of medium and high categories showed no statistically significant effect

"Penelitian ini bertujuan untuk menganalisis dampak desentralisasi fiskal terhadap komposisi belanja pemerintah daerah dengan menggunakan unbalance panel data belanja pemerintah kabupaten/kota di Indonesia pada tahun 2011-2015 dan Quasi-Maximum Likelihood Estimator QMLE. Derajat desentralisasi fiskal diukur dari rasio belanja pemerintah daerah terhadap total belanja pemerintah Indonesia. Peningkatan desentralisasi fiskal terbukti berpengaruh signifikan terhadap peningkatan komposisi belanja modal. Selain itu, peningkatan desentralisasi fiskal juga berpengaruh signifikan terhadap peningkatan komposisi belanja modal infrastruktur tradisional. Sebaliknya, desentralisasi fiskal berpengaruh terhadap penurunan komposisi belanja modal infrastruktur modal SDM yang disebabkan turunnya komposisi belanja modal urusan pendidikan dan kesehatan. Ini menunjukkan bahwa pemerintah daerah memberikan prioritas pada belanja modal yang berdampak langsung terhadap perekonomian.

This research aims to analyze the impact of fiscal decentralization on the composition of regional government spending by using unbalanced panel data set of Indonesian municipalities over the period 2011 2015 and Quasi Maximum Likelihood Estimator QMLE . The degree of fiscal decentralization is measured as the ratio of regional government spending to Indonesian government spending. The paper shows that fiscal decentralization positively and significantly, influences the share of capital spending. In addition, fiscal decentralization positively and significantly, influences the share of capital spending for infrastructure. In contrast, fiscal decentralization negatively affects share of capital spending for human capital infrastructure due to the decrease in the share of capital spending on education and health. This shows that local governments give priority to capital spending that have a direct impact on the economy.

"Selama ini studi tentang hubungan antara desentralisasi fiskal dan pertumbuhan ekonomi pada umumnya dilakukan pada level antar Negara maupun antar provinsi. Dengan menggunakan data panel yang mencakup 497 kabupaten/kota di Indonesia pada kurun wakt 1993-2010, studi ini dimaksudkan untuk memberikan hasil empiris tentang hubungan diantara keduanya pada level kabupaten/kota. Studi ini didasarkan pada metode yang dilakukan oleh Mankiw, Romer, dan Weil (1992) serta Islam (1995) dengan menambahkan beberapa variable desentralisasi fiskal yang meliputi tingkat otonomi daerah dan variable dummy. Hasil analisis menggunakan estimator fixed effect menunjukkan bahwa desentralisasi fiskal berdampak positif terhadap pertumbuhan ekonomi daerah. Selain itu terdapat fenomena conditional convergence antar daerah di Indonesia. Walaupun demikian, hasil studi ini juga menunjukkan bahwa tingkat otonomi daerah berkorelasi negatif terhadap pertumbuhan ekonomi daerah. Berdasarkan hasil temuan tersebut, studi ini menyarankan kepada pemerintah, khususnya pemerintah daerah untuk dapat melakukan langkah-langkah antara lain menciptakan iklim investasi pada tingkat daerah, memperbaiki tingkat pembangunan sumber daya manusia, dan meningkatkan akuntabilitas dan pertanggungjawaban public pada level daerah.

Most of studies on the relationship between fiscal decentralization and economic growth had been conducted at cross-countries or provincial. Using panel data cover497 municipalities in Indonesia from 1993-2010, this study provides an empirical test on the impact of fiscal decentralization on economic growth at municipality level. This paper performs the method used by Mankiw, Romer, and Weil (1992) and Islam (1995) by adding some fiscal decentralization variables, such as degree of regional autonomy (DRA) and dummy variable. Our analysis using the fixed effect estimator finds that fiscal decentralization has positive impact on regional economic growth and there is conditional convergence among regions in Indonesia. However, we also find that degree of regional autonomy in Indonesia has negative impact on economic growth. These finding suggest that governments, especially local governments have to attract investment into regional level, improve the level of human development at regional level, and enhance the responsibility and accountability process of local governments."

"Reviu Kesinambungan Fiskal adalah produk terbaru BPK yang bertujuan untuk memberi saran kepada pemerintah tentang pengembangan strategi fiskal jangka panjang yang cermat. Namun, belum ada aturan yang melandasi seperti pedoman, petunjuk teknis, dan prosedur operasional untuk melakukan Reviu Kesinambungan Fiskal sejak pertama kali dilaksankan pada tahun 2020. Reviu ini telah dilakukan selama dua tahun tanpa legal formal. Penelitian ini bertujuan untuk menganalisis proses Reviu Kesinambungan Fiskal dengan menggunakan konsep Business Process Management. Selanjutnya, kami menyajikan model Reviu Kesinambungan Fiskal. Penelitian ini menggunakan metode kualitatif. Data yang digunakan dalam penelitian ini diperoleh dari wawancara dan penelusuran literatur. Analisis data dilakukan dengan menggunakan pencocokan pola BPM. Tujuan dari penelitian ini adalah untuk terlebih dahulu mengenalkan model dan memfasilitasi pelaksanaan Reviu Kesinambungan Fiskal agar efektif dan efisien. Penelitian ini mengkaji penerapan konsep BPM dalam proses bisnis Reviu Kesinambungan Fiskal. Konsep BPM dalam Reviu Kesinambungan Fiskal dilaksanakan sepenuhnya. Implementasi konsep yang diterapkan belum maksimal yaitu pada tahap desain dan menerapkan upaya perbaikan. Kajian ini memberikan implikasi teoritis untuk berkontribusi dalam penerapan konsep BPM di lembaga publik.

The report on fiscal sustainability review is the newest product of BPK that is issued to advise the government for formulating long-term fiscal policies prudently. However, the implementation of fiscal sustainability review since 2020 does not have any guide, such as guidelines, technical instructions, or operational procedures. Without legal guides, the review has been running for two years. This study aims to analyze the process of BPK's review of fiscal sustainability using Business Process Management concept. Then present model of fiscal sustainability review. This study uses the qualitative method. Data used for this study was obtained from interviews and literatures review. Data analysis was carried out using pattern matching of BPM concept. This study aims to encourage the implementation of the fiscal sustainability review to run effectively and efficiently with present the model first. This study explores the application of the BPM principle in business process of fiscal sustainability review. The BPM concept in fiscal sustainability review have been implemented entirely. Implementation of concept has not maximally implemented in design process and continues improvement. This study give theoretical implication, to contribute in application of BPM concept in public institution. "

"Penelitian ini menguji dampak kebijakan desentralisasi terhadap tingkat kemiskinan di Indonesia menggunakan analisa data panel dengan mengambil sampel data dari 33 propinsi dari periode 2005 - 2012. Menggunakan estimasi model non - linear, dampak desentralisasi dapat dijelaskan melalui titik balik minimum dimana fiscal desentralisasi mempunyai dampak negatif maksimal terhadap tingkat kemiskinan. Penelitian ini menemukan bahwa dampak desentralisasi fiskal paling optimal ketika indeks desentralisasi sama dengan 34 persen. Dengan kata lain, dampak desentralasi fiskal terhadap pengurangan tingkat kemiskinan paling optimal terjadi ketika rasio akumulasi pengeluaran pemerintah daerah per kapita disatu propinsi adalah sepertiga dari dari total pengeluaran pemerintahan per kapita di proprinsi tersebut.

This study examines the effect of fiscal decentralization on poverty headcount rate in Indonesia by employing panel data analysis, which takes sample data form 33 provinces in Indonesia in the period 2005 ? 2012. Using the nonlinear estimation model, the effect of decentralization on poverty is captured from its turning point relation, which has maximum impact on decreasing poverty rate. This study finds that optimum effect of fiscal decentralization on poverty reduction occurs when the index of decentralization is equal to 34 percent. In other words, the highest impact of decentralization on poverty reduction is when the ratio of local government expenditure per capita is one third of the total government expenditure per capita.
