Salah satu permasalahan dalam pengembangan jaringan jalan di indonesia adalah pembiayaan. Selama ini, pengadaan dalam pengembangan jaringan jalan tersebut masih bergantung pada sektor pendanaan publik (APBN). Dalam pengembangan jaringan jalan terdapat berbagai metode pembiayaan dari berbagai sumber pendanaan yang telah diterapkan. Melalui studi ini, peneliti bertujuan untuk mencari tahu kondisi atas penerapan berbagai metode pembiayaan yang telah berlangsung dan mengevaluasinya serta mencari faktor-faktor dalam metode pembiayaan yang dapat dioptimalisasi beserta urutan kepentingannya. Adapun jaringan jalan yang ditinjau adalah jalan nasional. Pengembangan jaringan jalan yang dimaksud mencakup kegiatan preservasi (pemeliharaan) jalan dan pembangunan jalan baru. Metode pembiayaan yang ditinjau secara garis besar dibagi menjadi metode pendanaan berdasarkan sumber pendanaan APBN non Rupiah Murni dan pendanaan Non-APBN. Studi ini menggunakan studi literatur dan in-depth interview terhadap pakar. Pertanyaan yang diajukan adalah pertanyaan yang dapat dianalisis secara kualitatif serta berkaitan dengan faktor-faktor dalam metode pembiayaan yang dapat dioptimalisasi. ABSTRACT
One of the main problems for road network development in Indonesia is financing. Road development in Indonesia still depend on the public funding. There are various options of financing methods from various sources for road network development in Indonesia. Through this study, researchers aim to find out about applying the financing methods that have been carried out and evaluate them and look for factors in the financing methods that can be optimized to find the purpose of their interests.
