Abstrak :
Tesis ini dilatarbelakangi oleh kondisi krisis keuangan di Amerika Serikat yang terjadi pada pertengahan tahun 2008 dan pengaruhnya terhadap perekonomian Indonesia pada umumnya dan kegiatan perdagangan internasional (ekspor dan impor) pada khususnya. Tujuan dari penelitian ini adalah untuk mengetahui apakah terdapat hubungan antara krisis keuangan Amerika Serikat terhadap pasar modal Indonesia dan penerimaan negara yang berasal dari pajak perdagangan internasional serta memberikan rekomendasi kebijakan untuk pemerintah terkait dalam menjaga stabilitas pasar modal dan mempertahankan penerimaan negara yang berasal dari pajak perdagangan internasional. Berdasarkan hasil uji empirik dengan menggunakan metode SVAR, dapat disimpulkan bahwa terdapat hubungan antara krisis keuangan Amerika dengan pasar modal Indonesia dan pajak perdagangan internasional dalam periode 2007:01 - 2011:12. Rekomendasi kebijakan yang terkait dengan hasil uji empirik tersebut ditujukan penulis kepada Bapepam, Kementerian Perdagangan, dan Kementerian Perindustrian sebagai saran untuk pengambilan kebijakan di masa depan.

This thesis is motivated by the financial crisis in United States that occurred in mid-2008 and its impact to Indonesia's economy in general and International trade (export and import) in particular. The purpose of this research is to find out if there's a relation between U.S financial crisis on Indonesia?s capital market and national's income from international trade taxes and also to provide policy recommendations for the government related to maintaining the stability of capital market and national's income from international trade taxes. Based on the empirical test using the SVAR method, it can be conclude that there is a relation between U.S financial crisis on Indonesia's capital market and international trade taxes in the period 2007:01 - 2011:12. Policy recommendations related to the results of the empirical test are addressed to Bapepam, Ministry of Trade, and Ministry of Industry as suggestions for policy making in the future.

Penelitian ini akan mengkaji mengenai perdebatan antar kongres dalam proses formulasi kebijakan American Recovery and Reinvestment Act pada tahun 2008. Selain itu penelitian ini juga akan menganalisis perdebatan dalam kongres pada salah satu provisi kebijakan tersebut, yaitu provisi Buy American yang dianggap sebagai tindakan proteksionisme. Kebijakan ini muncul sebagai respon atas adanya krisis Subprime Mortgage yang terjadi di Amerika Serikat, yang kemudian menjadi awal dari krisis finansial di negara tersebut. Pada proses formulasinya, terjadi perdebatan di kongres DPR maupun senat antara Demokrat dan Republik. Setelah melewati proses yang cukup panjang, akhirnya kebijakan tersebut pun berhasil diloloskan melalui pengambilan suara pada kongres. Dalam mengkaji perdebatan dalam formulasi kebijakan serta indikasi proteksionisme didalam provisi ini, penulis menggunakan teori proteksionisme serta group theory dalam pembuatan kebijakan publik.

This study examines the debates in United States of America 39 s Congress on American Recovery and Reinvestment Act 39 s formulation process in 2008. In addition, this study also analyzes the debate on one of those policy provisions, named as Buy American provision that is considered as a protectionist measure. This policy emerged in response to the Subprime Mortgage crisis that occurred in the United States, which later became the beginning of the financial crisis in the country. In the formulation process, there was a debate at the House of Representatives and Senate Congress between Democrats and Republicans. After going through a long process, finally the policy was successfully passed through the vote at the congress. In reviewing the debates on policy formulation as well as indications of protectionism within this provision, the author uses the theory of protectionism and group theory in public policy making.
