Penelitian ini berfokus pada Penyelenggaraan Daktiloskopi dalam pelayanan publik pada Kementerian Dalam Negeri, Pusinafis POLRI, dan Kementerian Hukum dan HAM. Melalui pendekatan kualitatif dengan metode deskriptif, penelitian ini menggunakan teori daktiloskopi, pelayanan publik, KISS (koordinasi, integrasi, sinkronisasi, simplifikasi) dan biometrik. Dari analisis terhadap hasil penelitian disimpulkan bahwa Mekanisme (penanganan) tugas daktiloskopi dengan dukungan teknologi (tidak lagi manual) saat ini sudah menjadi baku dalam paket sistem biometrik. Oleh karenanya penyelenggaraan identifikasi biometrik menjadi hal yang sesungguhnya dapat dilakukan dengan terkoordinasi dan terintegrasi secara sederhana (simplifikasi) dan selaras (sinkronisasi) di banyak institusi pemerintah.

ABSTRACT
This study focuses on the implementation dactyloscopy in public service at the Ministry of Interior, Pusinafis Police, and the Ministry of Justice and Human Rights. Through a qualitative approach with descriptive method, this study uses dactyloscopy theory, public service, KISS (coordination, integration, synchronization, simplification) and biometrics. From the analysis of the results of the study concluded that the mechanism (handling) dactyloscopy task with tech support (no more manual) is now a standard in biometric systems package. Therefore the implementation of biometric identification into the real thing can be done with a coordinated and integrated in a simple (simplification) and synch (synchronization) at many government institutions.

Latar Belakang: Kasus kejahatan susila perkosaan pada korban hidup masih sangat tinggi. Pembuktian yang sulit pada kasus perkosaan karena minimnya bukti dan tidak adanya saksi. Sehingga pengumpulan bukti sangat penting untuk membuat terang suatu perkara. Salah satunya adalah Visum et Repertum, dimana penyidik akan meminta bantuan ahli yakni dokter spesialis Forensik dan Medikolegal atau dokter dalam memeriksa korban ataupun pelaku serta membuatkan laporan hasil pemeriksaan tersebut. Berdasarkan fenomena tersebut, perlu dilakukan upaya untuk menggali informasi tentang kebutuhan para penegak hukum dalam hal ini penyidik, terhadap hasil Visum et Repertum kasus forensik klinik perkosaan. Tujuan: Untuk mengetahui kebutuhan penyidik terhadap Visum et Repertum kasus perkosaan, sehingga Visum et Repertum kasus perkosaan pada korban hidup dapat memenuhi kebutuhan penyidik serta meningkatkan nilai Visum et Repertum sebagai alat bukti yang dapat membantu menyelesaikan kasus perkosaan. Metode: Penelitian ini menggunakan metode kualitatif fenomenologi yang berupa in-depth interview untuk mengeksplorasi pendapat, persepsi, dan kebutuhan penyidik terhadap Visum et Repertum kasus perkosaan. Hasil: Terdapat tiga tema utama terkait kebutuhan penyidik yaitu, kebutuhan secara teknis, kebutuhan terkait isi Visum et Repertum, dan kebutuhan terkait berita acara pemeriksaan ahli. Secara teknis terdapat kebutuhan koordinasi, kecepatan, biaya, dan kebutuhan terkait resume medis. Terkait isi Visum et Repertum pada masing-masing bagian yakni bagian pendahuluan, anamnesis, pemeriksaan fisik, pemeriksaan penunjang, konsultasi, dan kesimpulan. Kebutuhan terkait berita acara pemeriksaan ahli yakni pembuktian, pendapat, serta administrasi. Kesimpulan: Kebutuhan penyidik terhadap Visum et Repertum kasus perkosaan korban hidup dimulai dari awal penyidik merujuk kasus ke rumah sakit hingga hasil Visum et Repertum, dimana isi Visum et Repertum serta pendapat dokter terkait kasus tersebut sangat penting untuk membuat terang suatu perkara. ......Background: The incidence of sexual violence rates are quite high. Lack of evidences and absence of witnesses are some of the challenges found in investigation of those cases. Therefore, collection of evidences is crucial in order to prove the case. One of valid evidences is Visum et Repertum, of which investigators seek experts, either Forensic and Medicolegal Specialist or general practitioner, regarding examination of victims or perpetrators and result report of the examinations that has been carried out. According to this phenomenon, a profound information on subjects needed by the investigators from the Visum et Repertum, must be collectec. Aims: The aim of this article is to understand subjects needed by the investigators from Visum et Repertum of sexual violence cases. Therefore, Visum et Repertum in sexual violence cases will be more valuable as valid evidences. Method: This study uses a qualitative phenomenological method in the form of in-depth interviews to explore the opinions, perceptions, and needs of investigators on the Visum et Repertum of rape cases. Result: There are three main themes related to the needs of investigators, technical needs, needs related to the contents of Visum et Repertum, and needs related to the police investigation report. Technically there are coordination, celerity, cost, and technical related to medical resume. Related to the contents of Visum et Repertum in each section, preliminary, anamnesis, physical examination, laboratory examination, consultation, and conclusion. Needs related to the police examination report are proof, opinion, and administration. Conclusion: The need of Investigators in Visum et Repertum of Sexual Violence starts from the beginning of the investigators, refer the case to the hospital until the results of Visum et Repertum, where the contents of the Visum et Repertum and the opinion of the expert related to the case are very important to make a case clear.
