Abstrak :
Studi mengenai kemenangan PKS pada pemilihan umum serentak tahun 2019 di Kota Depok ini menjadi penting karena akan memberikan penjelasan tentang faktor-faktor yang berperan dalam kemenangan tersebut. Fokus pada studi ini adalah kemenangan dengan perolehan suara tertinggi yang diraih PKS dalam pemilihan Anggota Dewan Perwakilan Rakyat Daerah (DPRD) Kota Depok pada Pemilu Serentak tahun 2019 dan faktor-faktor yang berperan terhadap kemenangan tersebut. Untuk menjawab permasalahan tersebut digunakan teori tipologi partai politik dan teori strategi politik dari Peter Schroder. Berdasarkan teori ini, penulis mencoba untuk mengklasifikasikan tipologi partai kemudian melihat tahapan strategi politik PKS di pemilu serentak tahun 2019. Tehnik pengumpulan data pada studi ini adalah melalui hasil wawancara mendalam dan studi kepustakaan kemudian dianalisis dengan pendekatan kualitatif. Hasil studi ini mengungkapkan PKS dalam pemilihan Anggota DPRD Kota Depok pada Pemilu Serentak tahun 2019 berhasil menjadi pemenang dengan meraih suara tertinggi sebesar 20,81% sehingga memperoleh 12 kursi. Kemenangan tersebut adalah karena didukung oleh faktor-faktor internal dan eksternal. Faktor internal terdiri dari : ideologi Islam PKS, peran pengurus dan kader PKS. Faktor eksternal terdiri dari : Walikota Depok periode tahun 2015-2020, organisasi Front Pembela Islam (FPI), konsistensi sikap politik PKS sebagai partai oposisi dan dalam pilihan koalisi pilpres. Pada studi ini disimpulkan bahwa faktor-faktor internal dan eksternal tersebut saling melengkapi dan mendukung antara satu dengan lainnya sehingga berperan meningkatkan elektabilitas dalam upaya pemenangan PKS. ......This study regarding the PKS victory in the 2019 concurrent election in Depok City is important because it will provide an explanation of the factors that play a role in this victory. The focus of this study is the victory with the highest votes acquisition achieved by PKS in the election of Depok City Regional Representative Council (DPRD) Members in the 2019 Concurrent Election and the factors that contributed to this victory. To answer these problem, the typology theory of political parties and the theory of political strategy from Peter Schroder are used. Based on this theory, the author tries to classify party typology and then looks at the stages of PKS political strategy in the 2019 concurrent elections. Data collection techniques in this study were through in-depth interviews and literature study then analyzed using a qualitative approach. The results of this study reveal that PKS in the election of Depok City DPRD Members in the 2019 Concurrent Election succeeded in becoming the winner by achieved the highest vote of 20.81%, thus obtaining 12 seats. This victory was supported by internal and external factors. Internal factors consist of: PKS Islamic ideology, the role of PKS administrators and cadres. External factors consist of: the Mayor of Depok for the 2015-2020 period, the Islamic Defenders Front (FPI) organization, the consistency of PKS 'political stance as an opposition party and in the choice of the presidential election coalition. In this study it is concluded that these internal and external factors complement and support one another so that they play a role in increasing electability in PKS winning efforts.

Pemilu merupakan suatu mekanisme yang disediakan oleh negara dalam memperjuangkan segala kebutuhan rakyatnya dan pencerminan dari sistem demokrasi. Penyelenggaraan Pemilu di negara Indonesia dilaksanakan secara konsisten dengan berdasar kepada asas yang dituangkan secara tegas dalam Konstitusi, yang mana dipengaruhi juga oleh beberapa faktor. Salah satu faktor tersebut adalah peran dari institusi pengadilan yang berkewajiban untuk bertindak imparsial serta efektif dalam mengawal penyelenggaraan Pemilu. MK sebagai institusi pengadilan yang berwenang untuk menyelesaikan perkara PHPU, dalam praktiknya, baik putusan yang dikeluarkan dalam Pemilu maupun Pemilukada sering megeluarkan putusan yang bersifat “kontroversial” dan problematik yang mana menimbulkan pro dan kontra di kalangan masyarakat serta ahli hukum karena dianggap kurang dapat memberikan rasa keadilan kepada masyarakat. Mengingat kekuatan putusan yang dikeluarkan MK sangat “kuat”, MK diharapkan dapat menentukan metode atau konsep pendekatan yang tepat dalam menjawab segala isuisu konstitusionalitas yang ada. Diantara bentuk metode atau konsep pendekatan yang dilakukan oleh Hakim MK dalam menyelesaikan PHPU adalah judicial activism dan judicial restraint, dimana konsep tersebut dianggap oleh beberapa orang memiliki hal yang bertolak belakang satu dengan yang lainnya. ......Election is a mechanism provided by the state in fighting for all the needs of its people and a reflection of the democratic system. The election in Indonesia is carried out consistently based on the principles expressly stated in the Constitution, which is also influenced by several factors. One of these factors is the role of the court institution which is obliged to act impartially and effectively in overseeing the implementation of the Election. The Constitutional Court as a court institution that has the authority to settle PHPU cases, in practice, both decisions issued in the General Election and regional head elections, often issue decisions that are “controversial” and problematic which lead to pros and cons among the public and legal experts because they are deemed insufficient to give a sense justice to society. Considering the strength of the decisions issued by the Constitutional Court is very "strong", the Court is expected to be able to determine the method or concept of the right approach in answering all existing constitutionality issues. Among the methods or concepts used by the Constitutional Court Judges in resolving the PHPU were judicial activism and judicial restraint, where these concepts were considered by some to have contradicting matters with one another

Penelitian ini membahas mengenai pengaruh identitas sosial terhadap dorongan untuk memilih masyarakat Kecamatan Cinere, Kota Depok. Hal ini berangkat dari rendahnya partisipasi pemilih masyarakat Kecamatan Cinere, Kota Depok, dalam tiga pelaksanaan pilkada terakhir seperti Pilgub Jabar tahun 2013, Pilwalkot tahun 2015, dan Pilgub Jabar tahun 2018. Tujuan dari penelitian ini ialah untuk mengetahui signifikansi pengaruh identitas sosial terhadap dorongan untuk memilih masyarakat Kecamatan Cinere, Kota Depok, sehingga memiliki partisipasi pemilih yang rendah dalam tiga pilkada terakhir. Penelitian ini menggunakan teori identitas sosial oleh Tracey Raney dan Loleen Berdahl, dan kemudian dipadukan dengan konsep identitas sosial perkotaan oleh Marco Lalli dan dorongan untuk memilih oleh Blais dan Galais. Penelitian ini menggunakan pendekatan kuantitatif, dengan analisis uji kekuatan hubungan antar variabel Somers’D. Hasil dari temuan ini memperlihatkan bahwa dalam uji kekuatan hubungan terdapat pengaruh antara identitas sosial terhadap dorongan untuk memilih masyarakat Kecamatan Cinere, Kota Depok, meskipun dengan nilai Somers’D 0.327 atau bernilai lemah. Namun, temuan tersebut sudah mampu digeneralisasi ke tingkat populasi karena nilai signifikansi 0.000 < α (0,05). Temuan lain dalam penelitian ini menemukan bahwa dalam masyarakat yang tidak menggunakan hak suara dalam pilkada terakhir terakhir yakni Pilgub Jabar tahun 2018, terdapat pengaruh antara identitas sosial terhadap dorongan untuk memilih dengan nilai Somers’D 0.600 atau bernilai sedang. Temuan dalam penelitian ini pada akhirnya sesuai dengan argumen peneliti, yakni terdapat pengaruh antara identitas sosial terhadap dorongan untuk memilih masyarakat Kecamatan Cinere, Kota Depok. ......This research discusses the impact of social identity toward the sense of duty to vote of the people in Cinere Subdistrict during the 2013 gubernatorial elections, the 2015 mayoral elections, and the 2018 gubernatorial elections. The purpose of this research is to measure the impact of social identity toward the sense of duty to vote of the people in Cinere Subdistrict. This research adopts the social identity theory developed by Tracey Raney and Loleen Berdahl, that is combined with the urban related identity concept developed by Blais and Galais. This research used a quantitative method and its variables are tested using the Somers’D method. Based on the findings of this research, social identity has, in fact, impacted the sense of duty to vote of the people in Cinere Subdistrict, even though it shows a 0.327 Somers’D value, which is considered relatively weak. Nonetheless, the findings of this research can still be generalized to the population level, as the significance is valued at 0.000 < α (0,05). In addition to that, this research also finds that based on the voters that didn’t use their voting rights during the 2018 gubernatorial elections, social identity has impacted the sense of duty to vote of the people in Cinere Subdistrict, that shows a 0.600 Somers’D value. The findings of this research clearly indicates that social identity does have an impact on the sense of duty to vote of the people in Cinere Subdistrict.
