Abstrak :
Pinjaman yang datang dari IMF harus ditukar dengan sejumlah persyaratan di dalam naskah tertulis bernama Letter of Intent (LoI) dan harus dipatuhi negara peminjam dalam kurun waktu yang telah ditentukan. Studi-studi terdahulu menemukan bahwa kebijakan yang tercantum dalam LoI IMF bukanlah cara terbaik untuk membantu negara peminjam keluar dari krisis dan sering kali bias kepentingan. Kebijakan IMF dalam LoI justru kerap kali memperparah krisis, termasuk kebijakan dalam mengatasi krisis di Indonesia. Sebagai negara dengan dampak krisis Asia 1997 terlama, tulisan ini menganalisis naskah LoI IMF-Indonesia pertama dalam terjemahan bahasa Indonesia yang disebut Memorandum Kebijakan Ekonomi dan Keuangan (MKEK) Indonesia. Tujuan dari tulisan ini adalah menggali kebaruan analisis isi naskah LoI dengan menggunakan pendekatan Kriminologi Marxis tentang crimes of domination. Sebagian besar isi kebijakan MKEK mengindikasikan kepentingan kelas tertentu, tepatnya kelas yang menguasai produksi. ......Loans from IMF must be exchanged with set of conditionalities in the written text called Letter of Intent (LoI) and must be complied within specific time by the borrowing country. Earlier studies have found that the policies listed on the IMF's LoI are not the best way to help the borrowing country get out of the crisis and often has interests bias. The IMF's policy in LoI usually worsened the crisis, including the policy of overcoming the crisis in Indonesia. As the country with the longest-lasting effects of the 1997 Asian monetary crisis, this paper analyzes the first IMF-Indonesia LoI in bahasa called Indonesian Memorandum of Economic and Financial Policy (MKEK). The purpose of this paper is to explore the novelty of the content analysis of the LoI script by using the Marxist Criminology approach on the crime of domination. Most of the MKEK policies content indicated the interests of a particular class, the class that controls production.
