Rantai pendistribusian Bahan Bakar Minyak (BBM) khususnya Jenis BBM Tertentu (JBT) di Kota Ternate sebagai salah satu wilayah Indonesia bagian Timur sering mengalami hambatan yang disebabkan kurangnya jumlah penyalur Stasiun Pengisian Bahan Bakar Umum (SPBU). Oleh sebab itu diperlukan studi pengembangan jumlah penyalur SPBU untuk memenuhi proyeksi kebutuhan BBM JBT Bensin Premium dan Minyak Solar di SPBU yang dilakukan melalui analisis ekonomi SPBU serta lokasi penyebaran SPBU tersebut. Hasil pengembangan yaitu pada tahun 2013-2016 dibutuhkan tambahan 2 unit SPBU, pada tahun 2017-2021 dibutuhkan tambahan 1 unit SPBU dan pada tahun 2021-2023 dibutuhkan tambahan 1 unit SPBU. Lokasi tambahan SPBU dipusatkan di Kecamatan Ternate Selatan, Ternate Tengah dan Ternate Utara.

ABSTRACT
The fuel oil (BBM) distribution chain, particularly Subsidized Fuel (JBT) in Ternate as one of the eastern part of Indonesia often have problems that could caused by the lack of General Fuel Filling Station (pump station). Therefore it is necessary to study the development of pump stations required to fulfill the demand projection of subsidized fuel Premium Gasoline and Diesel Oil at the pump stations by using the engineering economic analysis as well as the locations of pump stations. The results of the development are 2 new additional pump stations required in 2013-2016, 1 unit new pump station in 2017-2021 and 1 unit new pump station in 2022-2023. The location of new pump stations are concentrated in South Ternate District, Central Ternate District and North Ternate District.
