Abstrak :
Longsor sebagai bencana yang sering terjadi di Indonesia dan banyak memakan korban, khususnya di Jawa Barat, sudah sepatutnya untuk diwaspadai dan dianalisis lebih baik. Salah satu metode yang digunakan untuk menganalisis longsor adalah pemodelan Stability Index Mapping (SINMAP), dengan menggunakan data-data yaitu, Digital Elevation Model (DEM), jenis tanah, dan curah hujan, yang akan digunakan untuk menganalisis zona potensi longsor pada Daerah Aliran (DA) Ci Catih, Kabupaten Sukabumi. Indeks Stabilitas sebagai hasil dari metode SINMAP akan ditumpangsusunkan dengan peta permukiman untuk menghasilkan peta rawan longsor di DA Cicatih. Peta rawan longsor tersebut kemudian akan ditumpangsusunkan kembali dengan peta kepadatan rumah sehingga menghasilkan peta kerentanan terhadap permukiman di DA Ci Catih. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana sebaran lokasi wilayah potensi, rawan, dan kerentanan tanah longsor. Hasil penelitian menunjukan bahwa 22,87% (39.446 Ha) dari luas wilayah DA Ci Catih berpotensi longsor. Semakin ke arah lereng Gunung Gede dan Gunung Pangrango wilayah potensi longsor semakin besar. Sedangkan wilayah rawan dan rentan longsor di DA Ci Catih semakin ke arah tengah cenderung semakin besar luasannya. ......Landslide, a hazard that many times happen in Indonesia, take many victims especially in West Java. there's should be an attentive act and a better analyze for landslide. one of landslide analyzing method is Stability Index Mapping (SINMAP), by using some data such as Digital Elevation Model (DEM), soil type, and rainfall. by using those data we can analyze landslide potential zone in Ci Catih Watershed, Sukabumi Regency (Kabupaten Sukabumi). The SINMAP's result, Stability Index, will be overlay-ed with settlement map to make a landslide susceptibility zone map. Then the landslide susceptibility zone map will be overlay-ed with house-density map to make a landslide vulnerability zone map. The purpose of the research is to explain the distribution of landslide potential, susceptibility, and vulnerability zone. The result of this research tells us that 22,87% (39.446 Ha) of the area Ci Catih Watershed was a landslide potential zone. The potential of landslide gets higher by the area of mount gede's and mount pangrango's slope. Even though, the zone of landslide susceptibility and vulnerability gets wider range by the middle area of Ci Catih Watershed.

The Multi Donor Fund for Aceh and Nias (MDF) and the Java Reconstruction Fund (JRF) have played significant roles in the remarkable recovery of Aceh, Nias and Java, following some of the worst disasters in Indonesia in recent years. The MDF and the JRF, which is patterned after it, are each considered a highly successful model for post-disaster reconstruction. This paper presents the lessons from the MDF and JRF's use of large-scale, government-implemented community driven development programs to deliver reconstruction at the village level in Aceh, Nias and Java. It documents how local level recovery using a community driven approach can result in not only cost effective physical outputs, but also empowered communities with greater capacities and more prepared to face future disasters. The MDF and JRF experiences have demonstrated many less tangible social benefits. These include faster social recovery from the impact of disasters and increased confidence and capacities of local actors to engage in local level planning. Most importantly, the community driven approach to reconstruction empowers victims of natural disaster to become key agents in their own recovery.

The Multi Donor Fund for Aceh and Nias (MDF) and the Java Reconstruction Fund (JRF) have played significant roles in the remarkable recovery of Aceh, Nias and Java, following some of the worst disasters in Indonesia in recent years. The MDF and the JRF, which is patterned after it, are each considered a highly successful model for post-disaster reconstruction. This paper discusses the value of a phased approach to post-disaster reconstruction as a successful means to manage short-term expectations while delivering long-lasting, results of high quality. The natural disasters of late 2004 and early 2005 left a trail of human loss and destruction in Aceh and Nias. In such a scenario, capacity building efforts related to individual and community level investments yielded large returns. Aceh and Nias have emerged from the reconstruction experience in a better position to address these challenges as a result of the capacity building achieved through the recovery process.

The MDF and the JRF, which is patterned after it, are each considered a highly successful model for post-disaster reconstruction. This paper discusses the value of a phased approach to post-disaster reconstruction as a successful means to manage short-term expectations while delivering long-lasting, results of high quality. The natural disasters of late 2004 and early 2005 left a trail of human loss and destruction in Aceh and Nias. There was huge pressure on all actors involved in the reconstruction process to act fast and get projects ready for implementation. The MDF adopted a phased approach to the reconstruction. The implementation of nearly all projects in the roads sub-sector was fully satisfactory, with positive economic benefits attributable to the various projects. Most of the projects under the MDF infrastructure portfolio placed significant emphasis on capacity building to enhance the sustainability of assets created. The MDF's experience in implementing its large-scale infrastructure program offers many lessons for future reconstruction efforts in similar contexts in Indonesia elsewhere.

Proses Pemulihan kehidupan pascabencana merupakan tanggung jawab semua pihak, pemerintah, masyarakat, sektor swasta. Dana Hibah Rehabilitasi dan Rekonstruksi merupakan salah satu wujud tanggung jawab pemerintah pusat dalam mempercepat pemulihan dampak akibat bencana. Pengelolaan dana hibah rehabilitasi dan rekonstruksi di daerah dilaksanakan oleh Orgainisai Perangkat Daerah yaitu Badan Penanggulangan Bencana Daerah dengan mengikuti petunjuk pelaksanaan pengelolaan dana hibah yang telah ditetapkan oleh Badan Nasional Penanggulangan Bencana yaitu Perka Nomor 4 Tahun 2015. Dalam pengelolaan dana hibah yang telah dialokasikan pemerintah pusat, BPBD harus mempunyai komitmen dan tanggung jawab dalam pelaksanaanya agar manfaat dana hibah dapat segera dirasakan manfaatnya oleh masyarakat. Tujuan penelitian untuk menggambarkan implementasi kebijakan pengelolaan dana hibah rehabilitasi dan rekonstruksi yang diatur dalam Perka Nomor 4 Tahun di Kabupaten Pidie Jaya dan Kabupaten Pidie . Dalam menganalisis implementasi kebijakan dan faktor-faktor yang mempengaruhi, penulis menggunakan model teori implementasi yang dikemukakan oleh Grindle. Kebijakan ini bersifat Distributive Policies, merupakan jenis kebijakan khusus yang mempunyai tujuan dan sasaran tertentu yaitu daerah dan masyarakat yang terdampak bencana. Dalam penelitian ini ingin melihat implementasi pengelolaan dana hibah rehabiltasi dan rekonstruksi dari sisi konten dan konteks kebijakan itu sendiri. Hasil Penelitian (1) implementasi kebijakan Perka Nomor 4 Tahun 2015 telah dilakukan oleh Kabupaten Pidie dan Kabupaten Pidie walaupun belum maksimal dalam pelaksanaannya (2) Faktor yang cukup berpengaruh dalam pelaksanaan implementasi pengelolaan dana hibah rehabilitasi dan rekonstruksi di Kabupaten Pidie dan Pidie Jaya pada isi kebijakan (content of Policy ) ada pada pelaksana kebijakan, sedangkan pada konteks kebijakan (context of Policy) faktor yang cukup berpengaruh adalah lingkungan kebijakan , dapat dilihat bahwa lingkungan politik cukup berpengaruh dalam pelaksanaan kebijakan pada Kabupaten Pidie dan Kabupaten Pidie Jaya. ......The post-disaster recovery process is the responsibility of all parties, the government, society, and the private sector. The Rehabilitation and Reconstruction Grant Fund is a manifestation of the central government's responsibility to improve grant funds managed by the Regional Office, the Regional Disaster Management Agency (BPBD) following the Head of National Disaster Management Agency regulation Number 4 Year 2015 , BPBD must have commitment and responsibility in its implementation so that the funds can be received well by the community. The research objective was to discuss the implementation of the grant and preparation grants policy set in Head of BNPB Regulation Number 4 Year 2015 in Pidie Jaya District and Pidie District. This policy is a Distributive Policy, is a special type of policy that has certain goals and objectives, which is regions and communities affected by disasters. In this study we want to see the implementation of rehabilitation funds and content from the content and context policy itself. Research Results (1) the Implementation of Head of BNPB Regulation Number 4 in 2015 already carried out by Pidie District and Pidie District even though it has not been well implemented (2) the determining factor in implementing grant funds and improvements in Pidie and Pidie Jaya Districts on policy content is the policy implementers, while in the policy context the determining factor is environmental policy, it can be seen that the political environment is quite influential in the implementation of policies in Pidie District and Pidie Jaya Regency.

Penanganan kejadian yang terkait dengan Public Protection and Disaster Relief (PPDR) di Indonesia yang merupakan negara yang rawan terhadap bencana dan permasalahan sosial membutuhkan komunikasi yang intensif. Penelitian ini mengkaji mengenai kondisi pemanfaatan frekuensi PPDR di Indonesia dan strategi pengembangan ke depannya dengan menggunakan analisis SWOT. Hasil penelitian menunjukkan bahwa sistem komunikasi pada sistem komunikasi PPDR di Indonesia tidak mendukung interoperabilitas dalam penanganan kejadian PPDR yang terkoordinasi. Selain itu pita frekuensi yang digunakan merupakan pita sempit yang tidak mendukung aplikasi video dan data kecepatan tinggi yang dibutuhkan dalam penanganan kejadian PPDR yang lebih efektif. Oleh karena itu dalam perencanaan alokasi frekuensi ke depannya pemerintah perlu mengintegrasikan pita lebar ke dalam sistem GRN yang telah direncanakan.

Abstrak :
A state as one of International law subjects has rights and obligations based on international law. One of the international obligations of a State is to assist and protect the right of IDP's in its territory. If a State is inability and unwillingness to assist and protect the IDP's rights, it means the State has already violated its international obligation. In this condition, is the humanity assistance of international organization can be justified as an obligation that must be accepted based on international law perspective?. Consequently, the refusal to accept assistance can be classified as a violation of international law, and it raises state responsibility.
