The observations results in the current implementation, the filing of claims for the care cost of disaster victim’s patient are still using paper media. It has not integrated between the four units involved in the claims process, in addition to the geographic location of the four units apart, causing difficulty of monitoring the development of the filing a claim process. Operating budget for disaster management available in the Ministry of Health, used for general health crisis funds needed accurate, timely and realtime claims data of disaster victims.
The research aims to develop information systems and databases integrated with care costs claims of disaster victims in the Dr. Sardjito's hospital. The methodology used for developing the system is System Development Life Cycle (SDLC) with a prototype approach. Primary data collection is done by doing of in-depth interviews. Secondary data is done by reviewing the file and document. Output information that can be generated from the prototype include information that can be used for repayment of the cost of treatment of patients affected in realtime.

This research focuses on the phenomenon of belief systems that affect local knowledge in the communities living in close proximity to the threat of natural disasters. The research approach used is qualitative research with case study of two villages on the west side of Galunggung Mountain. The results of this study indicate that there are four dimensions of spirituality contained in the life cycle of disaster-prone communities, namely the dimension of religious transcendence, the dimensions of customs, the dimensions of the natural environment and the dimensions of information access. Which one is more dominant of the four dimensions of this spirituality can be known by analyzing it in 6 combinations consisting of 2 dimensions. From the six combinations that are also supported by field data, it can be seen that the dimension of the natural environment is the most dominant. Then followed by the dimension of religious transcendence and the dimension of custom. In addition, these four dimensions of spirituality form what is called pseudo-knowledge which is a raw material for local knowledge in disaster-prone communities. In general, local knowledge of disaster-prone communities manifests in the collective unconscious archetype named Great Mother."

"Why did the people of the Zambesi Delta affected by severe flooding return early to their homes or even choose to not evacuate? How is the forced resettlement of small-scale farmers living along the foothills of an active volcano on the Philippines impacting on their day-to-day livelihood routines? Making sense of such questions and observations is only possible by understanding how the decision-making of societies at risk is embedded in culture, and how intervention measures acknowledge, or neglect, cultural settings. The social construction of risk is being given increasing priority in understand how people experience and prioritize hazards in their own lives and how vulnerability can be reduced, and resilience increased, at a local level.
Culture and Disasters adopts an interdisciplinary approach to explore this cultural dimension of disaster, with contributions from leading international experts within the field. Section I provides discussion of theoretical considerations and practical research to better understand the important of culture in hazards and disasters. Culture can be interpreted widely with many different perspectives; this enables us to critically consider the cultural boundedness of research itself, as well as the complexities of incorporating various interpretations into DRR. If culture is omitted, related issues of adaptation, coping, intervention, knowledge and power relations cannot be fully grasped. Section II explores what aspects of culture shape resilience? How have people operationalized culture in every day life to establish DRR practice? What constitutes a resilient culture and what role does culture play in a society’s decision making? It is natural for people to seek refuge in tried and trust methods of disaster mitigation, however, culture and belief systems are constantly evolving. How these coping strategies can be introduced into DRR therefore poses a challenging question. Finally, Section III examines the effectiveness of key scientific frameworks for understanding the role of culture in disaster risk reduction and management. DRR includes a range of norms and breaking these through an understanding of cultural will challenge established theoretical and empirical frameworks."
