Abstrak :
Bangunan Kura dari Jepang, seperti bangunan vernakular pada umumnya, memiliki rekam jejak performa yang baik dalam ketahanan terhadap gempa. Selain itu, bangunan Kura juga memiliki kelebihan tahan api, yang merupakan salah satu aspek penting dari bangunan tahan gempa. Namun, bangunan vernakular tidak dibangun oleh ahli bangunan dan belum teruji ketahanan gempanya dibanding kemajuan teknologi anti gempa sekarang, sehingga istilah bangunan vernakular tahan gempa masih banyak diragukan. Standar bangunan tahan gempa yang berlaku saat ini dapat menentukan apakah bangunan Kura dapat dikategorikan bangunan tahan gempa. Pada penulisan ini, dilakukan pembahasan mengenai ketahanan gempa bangunan Kura dengan mengkomparasi aspek-aspek bangunan Kura dengan poin-poin penilaian yang disusun dari beberapa standar bangunan tahan gempa. Standar yang digunakan adalah standar bangunan tahan gempa untuk bangunan dengan sistem struktur yang relevan dengan bangunan Kura yaitu struktur frame kayu dengan konstruksi dinding lumpur, serta standar bangunan tahan gempa untuk bangunan non-engineered, karena bangunan vernakular termasuk dalam kelompok bangunan ini yaitu bangunan yang tidak dibangun oleh ahli bangunan. Penulisan ini menggunakan metode kuantitatif dan penulisan deskriptif. Hasil dari analisis menunjukkan bahwa bangunan Kura memenuhi sebagian besar poin-poin standar bangunan tahan gempa, sehingga bangunan Kura dapat dikategorikan sebagai bangunan tahan gempa menurut standar bangunan tahan gempa yang berlaku saat ini.
Kura building from Japan, like other vernacular buildings in general, has good records of performance on its resistance against an earthquake. In addition, the Kura also has fire retardant advantage which is an important aspect of earthquake-resistant building. However, vernacular buildings were not built by engineer and had not been tested on their earthquake-resistance compared with current earthquake-resistant technology advances, so the term ?earthquake-resistant vernacular buildings? is still largely doubted. Current earthquake-resistant building codes can determine whether the Kura can be categorized as an earthquake-resistant building. This thesis discussed about Kura's earthquake-resistance by comparing the building aspects with assessment points compiled from several earthquake-resistant building codes. The standards used were earthquake-resistant building codes for buildings with structural system that are relevant to the Kura, which is wooden frame structure with earthen walls construction, and also earthquake-resistant building codes for non-engineered buildings, since vernacular buildings are included in non-engineered buildings which is buildings that were not built by engineer. This thesis used quantitative method and descriptive writing. Result of the analysis showed that the Kura met most of the standards, that way the Kura can be categorized as an earthquake-resistant building according to earthquake-resistant building codes applied in the present.

[Penelitian ini berfokus pada pemberian bantuan kemanusiaan dalam bentuk hibah non-proyek senilai 14,6 milyar yen kepada Indonesia untuk bencana tsunami yang melanda Aceh tahun 2004 yang dilakukan oleh pemerintah Jepang. Selama ini ODA Jepang, khususnya bantuan kemanusiaan didominasi oleh bantuan pinjaman proyek yang diasumsikan sangat sarat dengan kepentingan ekonomi Jepang. Penelitian ini dimaksudkan untuk mengidentifikasi dan menganalisis motif serta kepentingan yang mengiringi pemberian bantuan kemanusiaan tersebut. Kajian ini menggunakan pendekatan kualitatif yang bersifat deskriptif analitis, yang mengacu pada kerangka analisis motif dan kepentingan negara dalam pemberian bantuan luar negeri yang diajukan oleh John Degnbol-Martinussen dan Poul Engberg-Pedersen. Hasil temuan penelitian menunjukkan bahwa terdapat dua motif dan kepentingan Jepang yang mengiringi pemberian bantuan kemanusiaan tersebut, yaitu motif politik, berupa ambisi Jepang menjadi preeminent power di kawasan Asia dan perolehan prestige politik di antara negara donor lain; dan motif ekonomi, berupa perolehan kemudahan akses sumber daya ekonomi Aceh, yaitu hasil laut.;This study focuses on the provision of humanitarian aid in the form of non - project grants worth 14.6 billion yen to Indonesia for the tsunami that struck Aceh in 2004 given by the government of Japan. Japan’s ODA history, particularly humanitarian aid, has been dominated by loan which is assumed to provide economic advantages over Japan as donor. This study is aimed to identify and analyze the motives and interests behind the provision of humanitarian aid. This study uses qualitative descriptive approach, which refers to the analytical framework behind donor motives and interests of foreign aid as written by John Degnbol-Martinussen and Poul Engberg-Pedersen. The findings show that there are two motives and interests behind the provision of humanitarian aid, political motive and economic motive. The political motive is Japan’s ambitions to become preeminent power in Asia and the acquisition of political prestige among donors. The economic motive is Japan’s acquisition of the ease of access to economic resources in Aceh, specifically marine resources.;This study focuses on the provision of humanitarian aid in the form of non - project grants worth 14.6 billion yen to Indonesia for the tsunami that struck Aceh in 2004 given by the government of Japan.
