Abstrak :
Quality of service is an important factor to improve performance. Quality of servive consists of tangible aspects, reliability, responsivenes, assurance and empathy. Increasing the quality of service of members of the cooperative, it can improve the performance and welfare of members of the cooperative. This purpose of this study is to analyze the quality of sevices and performanceof cooperative in the district/town in Central Sulawesi province. Based on these objectives, the analysis tools used by State Minister of Cooperatives and SME’s on guidelines No. 06/Per/M. KUKM/2008 about the ranking cooperative. The result showed that the negative value of all aspects of quality of service cooperatives in the district/town in Central Sulawesi, both tangible aspects, reliability, responsivenes, assurance, and empathy. This indicates that the quality of service perceived by the members of the cooperative have appropriate than expected. While performance assessment of cooperatives in the province of Central Sulawesi as many as 25 cooperative which is divided into 10 (ten) districs/cities, in the city of Palu, Donggala, Parigi District Moutong and Sigi, Morowali, Poso, Buol, Banggai, Tolitoli, Tojo Una-Una result that there is a 44% cooperatives are qualified enough and 56% were less qualified.

Revolving Fund Management Institution Cooperatives, micro, small and medium enterprises (MSME LPDB) is a public service agency (PSA), founded in 2006 to support the development of cooperatives and SMEs capital on an ongoing basis. Indication of success will LPDB are angaged hat of improving the performance of cooperative partners LPDB: (a) revenue increased to Rp 37.85 million/cooperative/year, (b) members increased 4.56% (c) members’ saving increased 25.56% (d) transactions with members increased 70.9%, (e) increase the income of members of 34.53% and (f) increased labor efficiency 8.34%. The dominant factor affecting the revolving is a (a) monitoring system (b) the terms of the loan (c) lending procedures (d) direct benefit for the loans (e) the network of business and (f) the cooperative turnover. While the other supporting factors are(the use of the loan (b) cooperative assets (c) the system of borrowing costs (d) religion (e) customs (f) organizational management (g) indirect benefits (h) benefits for members (i) members of the demand (j) business members (k) balance of the cooperative (l) communal relationships and (m) business development. Problems faced by cooperatives are : (1) the loan cooperatives and discrupt cash flow (2) risk equalization approach providing opportunities incomplete. To enchance the role LPDB note (a) the loan shall be in accordance with the intended use (b) the inclution of assets in the feasibility study (c) study the feasibility and requirements of the loan should be able to explore the potential of the cooperative and its members (d) expedite the process of granting loans to debtors are managed (e) the character of the borrower and prioritize (f) cooperative borrowers need to be included in the program and the insurance or guarantee.

ABSTRAK
Skripsi ini membahas tata kelola koperasi dan kaitannya dengan kinerja koperasi di Indonesia. Metode yang digunakan adalah studi kasus pada KPBS Pangalengan dan KPSBU Jabar. Tata kelola koperasi diukur oleh 14 indikator yang diturunkan ke dalam 50 sub indikator sedangkan kinerja koperasi diukur oleh 15 indikator. Hasil penelitian menunjukkan tata kelola KPSBU Jabar lebih baik dari KPBS Pangalengan dalam hal pendidikan anggota, sistem keanggotaan, komunikasi, kontrol keuangan, hubungan antar koperasi, visi dan misi, transparansi, serta latar belakang pendidikan pengawas. Hal ini berkorelasi positif dengan kinerjanya, di mana KPSBU Jabar secara umum memiliki kinerja yang lebih baik dari KPBS Pangalengan.
ABSTRACT
This study explains cooperative governance and its correlation with cooperative performance in Indonesia. The methodogy used is case study of KPBS Pangalengan dan KPSBU Jabar. The result indicates that cooperative governance in KPSBU Jabar is better than KPBS Pangalengan in its cooperative education, membership system, cooperative communication, finanancial control system, vision and mission statement, transparency, and financial background of boards. Moreover, the result shows that KPSBU?s governance appears to be positively correlated with its performance since KPSBU also performs better performance than KPBS.
