Abstrak :
Pengungsi Internal di Propinsi Kalimantan Barat merupakan akibat konflik sosial antara komunitas Dayak dengan Madura yang mempunyai budaya atau karakter hidup yang berbeda. Perbedaan ini seringkali menjadi dasar penyebab timbulnya suatu konflik. Konflik antara komunitas Madura dan Dayak terjadi pada tahun 1999 yang merupakan konflik yang berakhir terusirnya komunitas Madura dari wilayah Kabupaten Sambas sehingga tidak terlaksananya proses belajar mengajar. Tidak terlaksananya proses belajar mengajar hal ini dapat berimplikasi pada masa depan bagi anak. Tanggung jawab pemerintah dalam pemenuhan hak pendidikan telah diatur dalam Keputusan Presiden Nomor 36 Tahun 1999 Pasal 28 ayat 1 dan Pasal 9 Undang-Undang Nomor 23 Tahun 2002 tentang Perlindungan Anak. Untuk mengetahui pelaksanaan Pendidikan Dasar di relokasi dapat diklasifikasikan dalam tiga hal yaitu Bagaimana pemenuhan hak pendidikan bagi Anak Pengungsi, peranan Pemerintah Daerah Kabupaten Pontianak dan faktor-faktor kendala dalam pelaksanaan proses belajar mengajar? Metode Penelitian yang digunakan melalui pendekatan kualitatif. Pendekatan metode ini didasarkan pada pertimbangan, karakteristik data yang Iebih bersifat informasi kualitatif sebab untuk memahami pemenuhan kebutuhan akan pendidikan bagi Anak Pengungsi diperlukan proses penelitian yang memungkinkan pengungkapan yang realita bagi pihak-pihak tertentu. Teori yang digunakan dalam penelitian ini adatah teori konflik dari Thorsten Sellin dan teori Pendidikan dari M. J. Langeveld. Pelaksanaan pendidikan dasar di sebelas relokasi pengungsi di wilayah Kabupaten Pontianak memiliki beberapa kendala yang hampir sama yaitu Tempat Sekolah, Buku Pelajaran Alat Peraga dan Tenaga Pengajar. Pelaksanaan program wajib belajar di relokasi pengungsi Kabupaten Pontianak tidak dapat terlaksana dengan baik hal ini disebabkan belum adanya sarana sekolah untuk tingkat SLTP di lingkungan relokasi mengakibatkan banyak anak pengungsi yang putus sekolah.

Internal Displace Person who live in Province of West Kalimantan has different culture with the original citizen. It's occurs conflict between Dayak community and Madura. The difference is becoming social conflict between them which had happened at 1999. The conflict ended the dissipating of Madura community in sub province of Sambas. This matter appears profound impact. Government should in undertaking children right to get proper education. Based on decree number 36 year 1999 article 28 part 1, the article mentions that state has responsibility to manage children's right to get prepare education and to watch the maintained of it. Beside that another article mention about children protection as it stated article 9 number 23 year 2002. There are three matters to classify the implementation of relocation primary school. They are the accomplishment of internal displace persons school age children rights to education, the role of local government of sub province of Pontianak in supporting internal displace children learning process and last not least about factors that become constrain in study execution. While other research methods using qualitative rapprochement, this method is based of same consideration. The consideration are first having qualitative data, the reason is more to the need of accurate information given by the source, second researcher collect information by using bibliography, field research, direct perception and interview, for the research of intertribal case that happened in province of West Kalimantan, researcher used Culture Conflict theory by Thorsten Sellin and Education Theory by M.J. Langeveld. The implementation of possessing basic education in all of relocation sub province of Pontianak having significant problems which are school place, guidance book and teacher. The program for internal displace children cant not be executed better. Government don't had adequate facilities to fulfill the things needed for basic education. The worst thing that internal displace children cannot continue his study to higher level.
