Abstrak :
Tesis ini membahas faktor-faktor yang mempengaruhi koordinasi antara Pemerintah Pusat dan Daerah dalam penegasan batas antara Kabupaten Merauke dengan Kabupaten Boven Digoel Provinsi Papua yang disebabkan oleh adanya perebutan wilayah dengan melibatkan unsur masyarakat adat. Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi koordinasi antara Pemerintah Pusat dan Daerah dalam upaya penegasan batas menggunakan teori Gerardo A. Okhuysen (2009) dalam Coordination in Organization. Pendekatan yang digunakan adalah post positivism dengan teknik pengambilan data secara kualitatif. Berdasarkan hasil penelitian yang ada dapat disimpulkan bahwa proses koordinasi yang terjalin antara Pemerintah Pusat dan Daerah belum berjalan dengan optimal. Hal ini disebabkan oleh beberapa faktor yaitu: terdapat kesenjangan dalam resource allocation (alokasi sumber daya) baik dalam hal sumber daya manusia maupun anggaran yang digunakan untuk mendukung proses penegasan batas daerah, kurang tegasnya Pemerintah Pusat dan Daerah dalam mengambil keputusan dan menjalankan hasil kesepakatan yang sudah dituangkan dalam Berita Acara, serta belum adanya SOP atau mekanisme yang mengatur proses penegasan batas baik secara teknis maupun non teknis. Dari hasil kesimpulan tersebut, maka saran yang diberikan oleh penulis adalah: perlu dilakukan analisis beban kerja yang mempertimbangkan ketersediaan sumber daya (resource allocation) baik dari sisi sumber daya manusia maupun anggaran, perlu dilakukan revisi terhadap Permendagri Nomor 141 Tahun 2017 Tentang Penegasan Batas Daerah dan juga pembuatan SOP yang mengatur proses penegasan batas yang dipengaruhi oleh faktor non teknis secara detil, serta perlunya konsistensi terhadap tanggung jawab Pemerintah Pusat dan Daerah dalam pengambilan keputusan dan menjalankan hasil keputusan berdasarkan mekanisme proses penegasan batas daerah. ......This thesis discusses the factors that affect the coordination between the Central and Regional Governments in delimiting the boundaries between Merauke Regency and Boven Digoel Regency, Papua Province, which is caused by territorial disputes involving elements of indigenous peoples. This study aims to determine the factors that influence the coordination between the Central and Regional Governments in an effort to define boundaries using the theory of Gerardo A. Okhuysen (2009) in Coordination in Organization. The approach used is post positivism with qualitative data collection techniques. Based on the results of existing research, it can be concluded that the coordination process between the Central and Regional Governments has not run optimally. This is due to several factors, namely: there are gaps in resource allocation, both in terms of human resources and the budget used to support the process of affirming regional boundaries, the lack of firmness between the Central and Regional Governments in making decisions and implementing the agreed results. stated in the Minutes, and there is no SOP or mechanism that regulates the process of affirming boundaries both technically and non-technically. From the results of these conclusions, the suggestions given by the author are: it is necessary to carry out a workload analysis that considers the availability of resources (resource allocation) both in terms of human resources and budget, it is necessary to revise the Minister of Home Affairs Regulation Number 141 of 2017 concerning Affirmation of Regional Boundaries and also the formulation of SOPs that regulate the process of affirmation of boundaries that are influenced by non-technical factors in detail, as well as the need for consistency with the responsibility of the Central and Regional Governments in making decisions and carrying out the results of decisions based on the mechanism for the process of affirming regional boundaries.
