Proyek renovasi kantor dilakukan oleh Bank sebagai bagian dari Rencana Bisnis Bank RBB , dan memiliki target waktu yang sangat ketat. Untuk itu diperlukan proses pengadaan yang tepat waktu dan kontraktor yang tepat. Berdasarkan hal tersebut dilakukan simulasi model SEM PLS dengan berbasis risiko dan didapatkan hasil bahwa proses pengendalian pengadaan berperan penting dalam keberhasilan pengadaan. Selanjutnya dilakukan evaluasi, dan diketahui bahwa mitigasi risiko adalah tindakan yang tepat dalam mencegah risiko. Tindakan korektif yang tepat adalah proaktif terhadap hasil kinerja kontraktor. Untuk semakin meningkatkan kinerja pengadaan, dilakukan improvement berupa integrasi sistem antara proses pengendalian pengadaan dan penutupan proyek.

ABSTRACT
Office renovation project conducted by the Bank is part of the Bank Business Plan, and have tight target date. It necessary timely procurement process and the right contractor. Based on the simulation models with SEM PLS obtained that procurement control is important in the success of procurement. Based on evaluation known that risk mitigation is appropriate actions in preventing risks. Appropriate corrective action is proactive on the results of the performance of contractors. To further improve procurement performance, integrated process between procurement controll and project closure needs to be applied.

Alur komunikasi yang efektif dan efisien dapat membantu organisasi dalam mencapai kesuksesan organisasi. Penelitian ini bertujuan untuk mengetahui organisasi eksisting; peran, tugas, dan tanggung jawab; proses dan aktivitas; durasi aktivitas; masukan dan keluaran aktivitas; pihak pelaksana dan penanggung jawab aktivitas; risiko alur komunikasi; dan alur komunikasi dalam birokrasi. Metode penelitian yang digunakan adalah kuisioner. Pada penelitian ini dilakukan lima pembagian kuisioner. Kuisioner-kuisioner tersebut antara lain mengenai struktur organisasi dan deskripsi pekerjaan; proses bisnis, aktivitas, masukan, durasi, keluaran; RAM/RACI; risiko alur komunikasi; dan validasi akhir. Hasil penelitian ini adalah alur komunikasi standar pelayanan penanganan perbaikan dan pengembangan yang efektif dan efisien di lingkungan pekerjaan pemeliharaan dan perawatan gedung pemerintahan berbasis risiko. Alur komunikasi dibagi berdasarkan proses bisnis yang ada, yang terdiri dari alur komunikasi tahap pemeriksaan, alur komunikasi tahap program dan anggaran, alur komunikasi tahap pengadaan konsultan pengawas/MK, alur komunikasi tahap pengadaan kontraktor rancang bangun, dan alur komunikasi tahap pelaksanaan. Dari alur komunikasi tersebut maka diperoleh tahapan yang diperlukan untuk standar pelayanan penanganan perbaikan pengadaan langsung rancang bangun. ......Effective and efficient communication flow can assist organizations in achieving organizational success. The research method used is questionnaire. In this research, five questionnaires are distributed. The questionnaires include organizational structure and job description business process, activity, input, duration, output RAM RACI communication flow risk and final validation. The results of this research are the standard communication flow of effective and efficient maintenance and repair service in the maintenance and treatment work of government building based on risk. The flow of communication is divided based on existing business processes, consisting of communication flow of inspection phase stage, communication flow of program and budget stage, communication flow of procurement supervisory MK procurement stage, communication flow of contractor procurement stage, and communication flow of implementation stage. From the communication flow, we get the required stages for improve service standards handling direct procurement.
