"ABSTRACTKegiatan menulis adalah sebuah hal yang kian berkembang, juga di Indonesia. Perkmbangan ini terlihat dari banyaknya peningkatan jumlah penulis dan penjualan buku di Indonesia. Hal ini adalah hal yang positif karenamenulis juga dapat meningkatkan minat baca yang akan berdampak pada peningkatan literasi bangsa Indonesia. Namun bebeberapa waktu kebelakang, hal ini cukup tercoreng dengan adanya protes yang dilakukan oleh penulis yang menganggap bahwa pemerintah kurang memperhatikan hal ini, terkhususnya dikarenakan pengenaan pajak yang dianggap terlalu besar. Pajak penghasilan yang dikenakan oleh penulis dianggap tidak memperhatikan banyak aspek dan penghasilan royalti yang dianggap relatif kecil akan makin kecil karena dikenakan pajak yang dianggap cukup besar. Puncaknya adalah saat penulis terkenal, Tere Liye,menarik beberapa bukunya yang siap terbit dari dua penerbit dikarenakan ia kecewa dengan kebijakan atas pemungutan pajaknya dan menganggap pemerintah tidak adil. Hal ini juga ditanggapi serius oleh Menteri Keuangan Sri Mulyani. Ia menilai perlu dikajinya peraturan terkait pemajakan atas penghasilan royalti penulis sehingga dunia literasiIndonesia yang sedang naik tidak tercoreng karena hal ini. Adanya perbandingan terhadap negara lain juga diperlukan untuk menjadi benchmarkpemerintah dalam memberikan kebijakan domestik terkait pemungutan pajak atas penghasilan royalti penulis tersebut.
