"ABSTRACT
Kegiatan menulis adalah sebuah hal yang kian berkembang, juga di Indonesia. Perkmbangan ini terlihat dari banyaknya peningkatan jumlah penulis dan penjualan buku di Indonesia. Hal ini adalah hal yang positif karenamenulis juga dapat meningkatkan minat baca yang akan berdampak pada peningkatan literasi bangsa Indonesia. Namun bebeberapa waktu kebelakang, hal ini cukup tercoreng dengan adanya protes yang dilakukan oleh penulis yang menganggap bahwa pemerintah kurang memperhatikan hal ini, terkhususnya dikarenakan pengenaan pajak yang dianggap terlalu besar. Pajak penghasilan yang dikenakan oleh penulis dianggap tidak memperhatikan banyak aspek dan penghasilan royalti yang dianggap relatif kecil akan makin kecil karena dikenakan pajak yang dianggap cukup besar. Puncaknya adalah saat penulis terkenal, Tere Liye,menarik beberapa bukunya yang siap terbit dari dua penerbit dikarenakan ia kecewa dengan kebijakan atas pemungutan pajaknya dan menganggap pemerintah tidak adil. Hal ini juga ditanggapi serius oleh Menteri Keuangan Sri Mulyani. Ia menilai perlu dikajinya peraturan terkait pemajakan atas penghasilan royalti penulis sehingga dunia literasiIndonesia yang sedang naik tidak tercoreng karena hal ini. Adanya perbandingan terhadap negara lain juga diperlukan untuk menjadi benchmarkpemerintah dalam memberikan kebijakan domestik terkait pemungutan pajak atas penghasilan royalti penulis tersebut.

ABSTRACT
Writing activity is a thing that is growing, apply also in Indonesia. Where seen the increasing number of authors and book sales in Indonesia. This is a positive thing where writing can also increase reading interest which will impact on the increase of Indonesian nation literacy. But some time backward, this is quite tarnished by the protests made by the author who considers that the government is less attention to this, especially due to the taxation that is considered too large. Income tax imposed by the author is considered not to pay attention to many aspects and royalty income that is considered relatively small will be smaller because of taxes that are considered large enough. The highlight is when the famous author, Tere Liye pulled some of his books ready to publish from two publishers because he was disappointed with the policy on tax collection and considered the government unfair. This was also taken seriously by Finance Minister Sri Mulyani. She considered the need to review regulations related to taxation royalty income writers so that the world of literacy Indonesia is rising not tarnished because of this. The comparison of other countries is also needed to become a government benchmark in providing domestic policies related to tax collection on the author 39 s royalties. "
