In 1995, the Chinise government noted that one understanding of "indigneous person" was that these were peoples "living on their lands before settlers came from elsewhere; they are the descendants - according to one definition - of those who inhabited a country or a geographic region at the time when peoples of different cultures or ethic origins arrived, the new arrivals laer becoming dominant trough conquest, occpupation, settlement or other means."
