"Skripsi ini membahas mengenai analisis yuridis persaingan usaha terkait praktek monopoli dan pengenaan tarif pengelolaan ground handling bandar udara berdasarkan Undang-Undang No. 5 Tahun 1999 tentang Larangan Praktik Monopoli dan Persaingan Usaha Tidak Sehat dengan studi kasus monopoli ground handling Bandara I Gusti Ngurah Rai - Bali di Putusan KPPU No. 13/KPPU-I/2014 dan mengetahui bentuk penyelenggaraan kebandarudaraan Indonesia menurut peraturan perundang-undangan yang berlaku. Penelitian dilakukan dengan cara yuridis normative melalui berbagai penelitian dan diketahui terdapat perbuatan yang dilakukan oleh pelaku usaha menimbulkan permasalahan hukum diantaranya adanya kerugian yang dialami oleh perusahaan maskapai dan para konsumen pesawat charter tersebut.

This thesis discusses the juridical analysis of competition and monopoly practices related to the management of ground handling tariffs airports under Law No. 5 of 1999 concerning Prohibition of Monopolistic Practices and Unfair Business Competition with ground handling monopoly case study I Gusti Ngurah Rai Airport - Bali on the Commission's Decision No. 13 / KPPU - I / 2014 and determine the form of the implementation of airport Indonesia according to the legislation in force . The study was conducted by way of normative juridical through various studies and finds that there are actions undertaken by businesses raises legal issues including the losses suffered by the airline company and the consumers of the charter flight."

"Revolusi industri ke-4 sudah mulai berjalan dan membawa banyak kemajuan teknologi, terutama yang berbasis pada data, otomatisasi, aplikasi IoT lainnya. Salah satu teknologi yang mulai banyak dikembangkan pada dunia industri ialah Digital Twin yang merupakan replikasi suatu objek di dunia nyata ke dalam suatu bentuk virtual. Penggunaan Digital Twin di sektor Architecture, Engineering, dan Construction (AEC) dapat memudahkan aktivitas kerja karena terdapat integrasi dua arah antara model aset yang dibuat dengan data real-time. Bandar udara merupakan salah satu infrastruktur yang memiliki tingkat kompleksitas cukup tinggi, terutama terkait operasional dan keamanannya. Bandara Internasional Soekarno-Hatta (SHIA) merupakan bandara tersibuk dan terbesar di Indonesia. Dalam rangka persiapan Industry 4.0, bandara akan dikembangkan dengan langkah-langkah strategis yang mengedepankan penggunaan teknologi IoT untuk melakukan digitalisasi pada bandara. Digitalisasi bandara dengan mengimplementasikan teknologi Digital Twin dapat mengintegrasikan aset dan data yang ada dengan harapan dapat meningkatkan efektivitas operasional bandara. Sebuah kerangka kerja konseptual berbasis teknologi Digital Twin akan dikembangkan pada penelitian ini untuk sistem operasi infrastruktur dengan studi kasus Bandara Internasional Soekarno-Hatta. Metodologi yang digunakan pada penelitian ini adalah observasi, analisis arsip, studi kasus, dan benchmarking. Proses observasi dan analisis arsip menghasilkan informasi operasional infrastruktur SHIA dengan variabel yaitu kondisi infrastruktur eksisting SHIA dan tingkat kesiapan digitalisasi SHIA. Informasi yang telah didapatkan kemudian akan digunakan untuk membuat model kerangka kerja konseptual berdasarkan studi kasus dan benchmarking penelitian-penelitian terdahulu. Kerangka kerja tersebut akan dibuat berdasarkan lima lapisan, yakni Lapisan Pengakuisisian Data, Lapisan Transmisi, Lapisan Permodelan Digital, Lapisan Integrasi Data/Model, dan Lapisan Pelayanan.

The 4th industrial revolution has commenced and has brought many technological advances, especially those which based on data, automation, and other IoT applications. One technology that has started to be widely developed in the industrial world is Digital Twin which is the replication of an object in the real world into a virtual realm. The use of Digital Twin in the Architecture, Engineering, and Construction (AEC) sector can facilitate work activities because there is a two-way integration between the created asset model with real-time data. The airport is one of the infrastructures that has a fairly high level of complexity, especially regarding its operations and security. Soekarno-Hatta International Airport (SHIA) is the busiest and largest airport in Indonesia. In preparation for Industry 4.0, airports will be developed with strategic steps that prioritize the use of IoT technology to digitize airports. Airport digitalization by implementing Digital Twin technology can integrate existing assets and data in the hope of increasing airport operational effectiveness. A conceptual framework based on Digital Twin technology will be developed in this research for an infrastructure operational system with a case study of Soekarno-Hatta International Airport. The methodology used in this research is observation, archive analysis, case studies, and benchmarking. The observation and archive analysis process produce operational information on SHIA's infrastructure with variables, namely the condition of SHIA's existing infrastructure, the level of readiness of SHIA's digitalization, and future plans of SHIA. The information that has been obtained will then be used to create a conceptual framework model based on case studies and benchmarking of previous studies. The framework will be made based on five layers, namely the Data Acquisition Layer, Transmission Layer, Digital Modeling Layer, Data/Model Integration Layer, and the Service layer."
