Abstrak :
Penelitian ini membahas tentang implementasi kebijakan pengurangan ketetapan Pajak Bumi dan Bangunan Sektor Perdesaan dan Perkotaan PBB-P2 bagi warga miskin di Kota Bogor. Tujuan penelitian ini adalah untuk menganalisis implementasi kebijakan pengurangan ketetapan PBB-P2 bagi warga miskin di Kota Bogor serta faktor penghambat dalam implementasi kebijakan tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui studi kepustakaan dan studi lapangan berupa wawancara mendalam. Hasil penelitian menunjukkan bahwa dari segi isi kebijakan policy telah dirancang dengan baik sebagai bentuk keberpihakan Pemerintah Daerah Kota Bogor terhadap masyarakat yang masuk dalam kategori warga miskin sesuai dengan kewenangan yang dimilikinya, namun dalam implementasinya kepatuhan dan responsivitas para pelaksana kebijakan masih dinilai kurang responsif. Beberapa faktor penghambat dalam implementasi kebijakan pengurangan ketetapan PBB-P2 bagi warga miskin di Kota Bogor yaitu minimnya informasi yang diberikan kepada Wajib Pajak, basis data yang digunakan serta minimnya sumber daya yang dialokasikan.

This study discusses the implementation of the policy of reduction of Rural and Urban Sector Land and Building Tax provisions PBB P2 for the poor in the city of Bogor. The purpose of this study is to analyze the implementation of the policy of reduction provisions PBB P2 for the poor in the city of Bogor and the inhibiting factors in the implementation of the policy. This study uses a qualitative approach with data collection through the review of literature and field studies in the form of in depth interviews. The results show that in terms of the content of the policy, it has been designed as a form of support of Local Government City of Bogor for the people who fall into the category of the poor in accordance with its authority. However, the implementation of compliance and responsiveness of the policy implementers are still considered less responsive. Some of the factors inhibiting the implementation of the reduction policy provisions PBB P2 for the poor in the city of Bogor refer to the lack of information provided to the taxpayer, the database used and the lack of resources allocated.
