Abstrak :
Masyarakat nelayan Teluk Jakarta terdiri atas dua nelayan, yaitu nelayan pendega dan nelayan juragan. Pada tahun 1950-1960 kemiskinan nelayan terutama tampak pada nelayan pandega perorangan dan buruh nelayan. Kemiskinan itu terjadi karena keterbatasan teknologi penangkapan ikan, alat-alat penangkapan ikan. Kebijakan Pemerintah Daerah Kotapraja Jakarta Raya Terhadap Masyarakat Nelayan Teluk Jakarta, bertujuan untuk meningkatkan teknologi penangkapan ikan dan untuk meningkatkan produksi serta meningkatkan presentase hasil tangkapan sehingga mampu memenuhi kebutuhan hidup masyarakat nelayan Teluk Jakarta.

There are two fishermen in the area, consist of namely nelayan pandega and nelayan juragan. In 1950-1960 poverty problems struct this group of people, especially the pandega fishermen. This poverty problems usually caused by the people`s inability to operate the fishing equipment with higher technology, this kind of shortage make the fishermen with low knowledge on fishing technology works as labors of fishermen who masters the fishing technology. Policies that Pemerintah Daerah Kotapradja Djakarta Raya make regulated the issue that should get more attention, not only from the autorithy but also the whole people. With the right implementation of those policies the technology in fishery and fishermanship could be improved, with the technology improved the percentage of the fish catched and the living standard of the people who dwell in Jakarta`s coastal line especially the nelayan pendega class could be improved.
